លោក លឹម សុខតូ អភិបាលរង នៃគណៈអភិបាលខេត្ត និងជាប្រធានក្រុមការងារគណនេយ្យភាពសង្គម បានមានសន្ទរកថាស្វាគមន៍ និងបើកវេទិកាឆ្លុះបញ្ចាំងប្រចាំឆ្នាំ២០២៥ របស់អ្នក សម្របសម្រួលគណនេយ្យភាពសហគមន៍ គណនេយ្យភាពសង្គមគឺជាសរសៃគោល នៃលទ្ធិប្រជាធិបតេយ្យ និងអភិបាលកិច្ចល្អ ក្នុងនាមតួអង្គរដ្ឋត្រូវធានា និងការទទួលខុសត្រូវទៅលើការអនុវត្តតាមនីតិវិធី បទប្បញ្ញាត្តិ និងការបំពេញការងារឲ្យបានល្អប្រសើរ ប្រកប ដោយស្មារតីទទួលខុសត្រូវខ្ពស់។ រដ្ឋបាលឃុំបានដោះតួនាទីយ៉ាងសំខាន់ ក្នុងការអភិវឌ្ឍន៍ប្រកបដោយចីរភាព ជាពិសេសឆ្លើយតបនូវតម្រូវការ របស់ប្រជាពលរដ្ឋនៅមូលដ្ឋាន ការពង្រឹងនូវការផ្តល់សេវាសាធារណៈ ការផ្តល់ភាពជាម្ចាស់ពេញលេញជូនពលរដ្ឋ។
ក្នុងដំណើរការនៃការអនុវត្តការងារគណនេយ្យភាពសង្គម យើងមានកិច្ចប្រជុំប័ណ្ណពិន្ទុ ដោយអ្នកផ្តល់សេវាខ្លួនឯង និងកិច្ចប្រជុំប័ណ្ណពិន្ទុដោយពលរដ្ឋ ដើម្បីធ្វើការវាយតម្លៃ និងឆ្លុះបញ្ចាំង លើកម្រិតស្តង់ដារការងារ និងការបម្រើសេវា របស់អង្គភាពផ្តល់សេវាទាំងបីវិស័យ។ ដែលចំណុចនេះ ជាកញ្ចក់ឆ្លុះបញ្ចាំងពីការអនុវត្តការងារ របស់ សេវាទាំងបី នៅថ្នាក់មូលដ្ឋាន ដើម្បីពង្រឹងការទទួលខុសត្រូវ និងពង្រីកយន្តការ នៃការផ្តល់សេវាជូនពលរដ្ឋ ឳ្យបានកាន់តែល្អប្រសើរ ប្រកបដោយ ប្រសិទ្ធភាព តម្លាភាព សុចរិតភាព គណនេយ្យភាព និងសមធម៌ ។ មានអ្នកចូលរួមសរុបចំនួយ ១៩៩ នាក់ស្រ្តី៩៩នាក់។
Pursat Province: Friday, 5th of the month of Phatthap, year of the year 2569, corresponding to September 12, 2025, Mr. Jet Kimchung, Deputy Head of the Monitoring, Evaluation and Information Unit and Head of the Social Accountability Project, representing the Secretariat of the National Economic and Social Commission for Asia and the Pacific, Mr. Lim Sokto, Deputy Governor of the Provincial Government and Head of the Social Accountability Working Group, Mr. Lim Chanthai, Provincial Council Member, Mr. Luon Mach, Social Accountability Project Advisor of the World Bank, Lim Bun, Director of the Social Accountability Program of World Vision International in Cambodia, Mr. Nhek Sarin, Director of Operations of Star Cambodia, and representatives of the Provincial Treasury, Department of Education, Department of Health and related departments, provincial SA focal officers, deputy governors, district heads, commune heads, village heads, clerks, primary school principals, heads of health centers, relevant service providers, and CAF community accountability coordinators, with 192 people present, 93 of whom were women.
Mr. Lim Sokto, Deputy Governor of the Provincial Government and Chairman of the Social Accountability Working Group, gave a welcoming speech and opened the 2025 Annual Reflection Forum of the Community Accountability Coordinator. Social accountability is the core of democracy and good governance. As a state actor, it must ensure and be responsible for the implementation of procedures, regulations, and good work performance with a high sense of responsibility. Commune administrations have played an important role in sustainable development, especially in responding to the needs of local citizens, strengthening public service delivery, and providing full ownership to citizens. In the process of implementing social accountability work, we have a scorecard meeting by service providers themselves and a scorecard meeting by citizens to evaluate and reflect on the work standards and service delivery of the three service providers. This is a mirror reflecting the work performance of the three services at the local level to strengthen responsibility and expand the mechanism for providing better services to citizens, with efficiency, transparency, integrity, accountability, and equity. The total participants were 199, including 99 females.
