[28 Dec 2023] - Heifer Cambodia team attended as one of panelist at “Cooperative Business Linkage Event on strengthening and extending the agricultural products through contract farming implementation”, organized by Cambodian Agricultural Cooperative Alliance (C**A), funded by DGRV.
Based on government sub-decree (decision), the contract farming is aimed at strengthening the responsibility and trust between producing and purchasing parties base upon the principles of equality and justices; ensuring the accuracy of the prices, purchase, and supply of agricultural crops, both on quantity and quality; increase purchasing, processing, and exporting of agricultural crops; and contribute to national economic development and people’s poverty reduction pursuance of the policies of government.
Over 200 cooperatives, union of cooperatives, banks, buyers, and ministry of agriculture attended the event to discuss and explore the legal framework and major challenges on the contract farming and set the way forward.
At the event, the panellists discussed some key highlights that can help address: 1) unfair or unclear pricing; 2) quality determined by buyers, grading manipulated, 3) inputs late or low quality; 4) contracts protect buyers, over emphasize farmer’s obligations, and 5) inadequate time to study contract farming.
Heifer Cambodia also shared its program approaches to address some challenges at the supply and demand side at the event. To address this issue, Heifer Cambodia shared participants that strengthening the institutional capacity of farmers are essential (SHG, cooperative and union); assisting farmers and cooperatives to access to finance; scaling update productions and enhancing market system and transport vehicles.
We added the contract farming will be easier access to inputs, services and credit for farmers, secure market and move stable income for farmers, do not displace farmers from their land; and for buyers ensures products conform to quality and safety standards.
