We presented the ICF-GMC Framework at ICOOP 2025, demonstrating the practical "HOW" required to meet the critical "WHY" of global mandates, including UNFSS and UNDFF. Our analysis found that traditional cooperative models are insufficient; instead, structural change is needed. The ICF-GMCโ€™s dual-engine approachโ€”integrating Governance (CINGGOS) and Markets/Finance (FIMS)**โ€”directly fills this gap. Key findings prove that **explicit 40% leadership targets for women and youth, coupled with a Market-First strategy and digital tools, are the single most effective mechanisms for transforming cooperatives into bankable, resilient, and inclusive enterprises that truly operationalize the global promise of equitable livelihoods and gender sustainability. The framework moves empowerment from rhetoric to measurable, income-generating reality.

This booklet, titled "Pathways to Resilience," presents a comparative analysis of agricultural cooperative development in Cambodia, contrasting the pitfalls of stagnation with the power of inclusive leadership and collective action. It begins with a cautionary case study of a cooperative that failed to thrive due to static, "one-man show" governance and a reliance on donor-driven occupation plans rather than genuine business strategy. This narrative is counterbalanced by the inspiring journey of Ms. Ham Samboeun, who utilized targeted training to transition from a migrant laborer to the President of the Samras Kampong Lapov Agricultural Cooperative, demonstrating how gender-responsive leadership drives agribusiness success. The booklet concludes with the transformation of the Prey Thom P***l Community-Protected Area (PTP-CPA), where members successfully shifted from forest dependency to a collective Black Ginger enterprise that raised average incomes from $120 to over $600 annually while supporting conservation goals. Together, these stories underscore that sustainable farmer organizations require not just funding, but active governance renewal, market linkage, and the empowerment of women and youth.

Statement by Civil Society Organisations on the Escalating Cambodiaโ€“Thailand Border Clashes.

Dear Valuable Presidents, Directors and Esteemed Members of the NGO/CSOs in Cambodia, Thailand, and anywhere,

We hope this message finds you in good health and high spirits.

As you may know, Cambodia and Thailand are currently experiencing a border conflict that has given rise to a humanitarian crisis characterised by a significant number of internally displaced individuals in both nations. This ongoing situation has raised alarm among many stakeholders, including Civil Society Organisations (CSOs) in Cambodia, who are deeply concerned about the impact on our communities and the overall stability of the region.

In light of these troubling circumstances, we are reaching out in the spirit of collaboration and solidarity. We firmly believe that a ceasefire and lasting peace between our nations are not only necessary but achievable through collective effort. To this end, Cambodian CSOs have taken the initiative to draft a Joint Statement (JS) aimed at calling upon our respective governments and international stakeholders to take decisive action towards de-escalation and peace-building.

We would be honoured to have the participation of Thai NGOs and CSOs in this vital endeavour. To support and encourage our young people who have returned from Thailand, the Ministry of Labour and Vocational Training is taking some valuable actions. However, it should also offer short additional training courses and provide completion certificates for these individuals, enabling them to secure jobs in Cambodia.

Many young people returning to Cambodia possess practical skills gained from their experience as labourers in Thailand, but they often lack formal certification. Suppose the ministry begins to offer this support. In that case, these individuals are more likely to remain in Cambodia to work, contributing to the stability of the local economy and becoming a valuable asset to the country.
