1. Organizational Overview
Ek Phnom District Persons with Disabilities Development Federation (EPDDF) is a Disabled People’s Organisation (DPO) established to promote the rights, dignity, inclusion, participation, and well-being of persons with disabilities and their families.
Established in 2014, EPDDF was registered with the Ministry of Interior on 6 August 2014 and recognized on 23 January 2015. The organization works at community level to strengthen the voice and participation of persons with disabilities and to improve their access to essential services, opportunities, and community development initiatives.
EPDDF believes that persons with disabilities should be active participants and leaders in development, rather than passive beneficiaries. The organization therefore applies a rights-based, inclusive, participatory, and community-focused approach.
2. Vision
An inclusive society where persons with disabilities enjoy equal rights, dignity, opportunities, accessibility, and meaningful participation in all aspects of community life.
3. Mission
To empower persons with disabilities and their representative organizations through rights-based advocacy, capacity development, community-based support, inclusive services, and strategic partnerships that promote equality, participation, and improved quality of life.
4. Core Program Areas
Disability Rights & Advocacy
Promoting the rights, protection, participation, accessibility, and equal opportunities of persons with disabilities.
Community-Based Rehabilitation and Inclusion
Supporting persons with disabilities and their families to access health, social, educational, and community services.
Inclusive Education
Promoting equitable access to education and participation for children and young people with disabilities.
Livelihood & Economic Empowerment
Supporting skills development, income-generating opportunities, livelihoods, and greater economic independence.
Health & Well-being
Promoting disability-inclusive health information, prevention, screening, referral, treatment support, and community-based health services, including prevention and management of non-communicable diseases (NCDs).
Capacity Development
Strengthening the leadership and organizational capacity of persons with disabilities, DPO representatives, caregivers, peer educators, and community stakeholders.
5. Community Reach and Experience
EPDDF has developed a strong community presence and membership network involving persons with disabilities, youth with disabilities, children with disabilities, families, and community stakeholders.
The organization has experience engaging with communities and local stakeholders to identify priority needs, facilitate participation, strengthen referral pathways, and promote inclusive development.
EPDDF works through a community-based and partnership-oriented approach, recognizing the importance of collaboration with local authorities, health services, schools, community leaders, civil society organizations, development partners, and other DPOs.
6. Strategic Funding Priorities
EPDDF is seeking partnerships and funding support in the following areas:

Inclusive health and NCD prevention and management
Community-based rehabilitation
Inclusive education and child protection
Livelihood and economic empowerment
Accessibility and universal design
Digital inclusion and assistive technology
Capacity strengthening of DPOs
Community participation and social inclusion
Protection and support for vulnerable children and adults
7. Proposed Partnership Opportunity
EPDDF is particularly interested in developing a disability-inclusive NCD prevention, care, and community support program for vulnerable children and adults and their families.
The proposed initiative will focus on:
NCD awareness and health education
Community screening and early identification
Hypertension and diabetes prevention and management
Medication adherence and self-management
Healthy nutrition and physical activity
Caregiver and family support
Community Self-Help Groups (SHGs)
Referral and follow-up with health facilities
Capacity building of DPO members and peer educators
Accessible and disability-inclusive health information
Scholarship for children and youths disabilities
Through this initiative, EPDDF aims to reduce barriers to healthcare and ensure that persons with disabilities and other vulnerable community members are not left behind in NCD prevention and care.
8. Partnership Commitment
EPDDF welcomes collaboration with government institutions, UN agencies, international and local NGOs, foundations, development partners, DPO networks, private-sector organizations, churches, and other funding partners.
EPDDF is committed to transparency, accountability, meaningful participation of persons with disabilities, safeguarding, responsible resource management, partnership, and sustainable community impact.
