Are we localizing power or simply relocating the gatekeeper?

That question has stayed with us after today’s first panel discussion at conference on the role of local intermediaries in development partnerships.

As the sector increasingly embraces localization, local intermediaries are often presented as a bridge between donors and grassroots organizations bringing funding decisions closer to communities, strengthening local systems, and reducing dependence on international actors.

But an important challenge was raised: If decision-making, resources, and influence remain concentrated in the hands of a few organizations, have we truly shifted power, or merely changed where it sits?

True localization is not just about moving resources closer to communities. It is about sharing power, building trust, and ensuring that local organizations are partners in decision-making not just implementers.
The future of development partnerships may not lie in choosing between international actors and local intermediaries, but in creating systems where accountability flows downward to communities.

For communities living in ASAL regions, droughts, floods, and other climate related shocks are not unexpected events, they are recurring realities.

This perspective framed an important discussion at : "Breaking the Endless Cycle – Is Anticipatory Action and Disaster Risk Financing Ready to Move East Africa Beyond Crisis Response?"

As local actors working directly with vulnerable communities, we see firsthand the devastating human and economic impacts of responding after disasters strike.

The conversation highlighted a fundamental shift that our region must embrace, moving from reactive crisis management to proactive risk management.

Anticipatory action and disaster risk financing offer an opportunity to protect lives, livelihoods, and development gains before shocks escalate into full-blown humanitarian crises. However, realizing this potential requires more than innovative financing mechanisms. It demands stronger local leadership, shifting power, improved early warning systems, greater investment in preparedness, and direct access to resources for frontline organizations that understand community realities.

We appreciated hearing diverse perspectives from policymakers, donors, humanitarian agencies, and local organizations on how to bridge the gap between risk information, financing, and timely action.

A thought-provoking discussions at today's Nairobi conference is on exploring a critical question facing the development and humanitarian sector:

"Locally led pooled funds – the solution to the funding and power imbalance crisis, or another model that struggles to scale?"

The conversation highlights a growing recognition that communities and local organizations are often best positioned to understand needs, design effective responses, and drive sustainable change. Yet despite global commitments to localization, funding and decision-making power continue to be concentrated among international actors. As a local organization, we welcome the continued focus on transforming funding models from locally implemented to genuinely locally led. Meaningful localization requires not only resources, but also trust, equitable partnerships, and shared power.
The discussion reinforces that the future of development and humanitarian action must place local actors at the center not at the margins.

What are your thoughts? Can locally led pooled funds help reshape the sector, or are additional systemic changes needed to address power imbalances?

Every woman and girl deserves safe, private, and dignified menstruation management. That is not a privilege, it is a right.

Today, on World Menstrual Hygiene Day, Nomadic Assistance for Peace and Development-NAPAD is calling on individuals, organisations, and partners to stand with us in ensuring that vulnerable girls in Mandera County never have to choose between their health and their education.

In Mandera, period poverty is a quiet crisis. Girls miss school every month because they lack access to something as basic as a sanitary pad. Over time, those missed days become missed years. And missed years become futures foreclosed.

We are working to change that, one sanitary kit at a time.
