Are we localizing power or simply relocating the gatekeeper?
That question has stayed with us after today’s first panel discussion at conference on the role of local intermediaries in development partnerships.
As the sector increasingly embraces localization, local intermediaries are often presented as a bridge between donors and grassroots organizations bringing funding decisions closer to communities, strengthening local systems, and reducing dependence on international actors.
But an important challenge was raised: If decision-making, resources, and influence remain concentrated in the hands of a few organizations, have we truly shifted power, or merely changed where it sits?
True localization is not just about moving resources closer to communities. It is about sharing power, building trust, and ensuring that local organizations are partners in decision-making not just implementers.
The future of development partnerships may not lie in choosing between international actors and local intermediaries, but in creating systems where accountability flows downward to communities.
