We have developed a POPULAR VERSION of the Advisory Report on Post-Mining Land Use for the Kwale Mineral Sands Project, a process that was spearheaded by the State department of mining.

This handbook is intended to help stakeholders, particularly mining-affected communities, better understand the process and the proposals that emerged during the public participation fora in which they actively took part.

We expect that the handbook will help promote transparency, accountability, and meaningful community engagement in post-mining developments.

Community participation in monitoring post-mining land rehabilitation and restoration is crucial. We are pleased to inform you that Base Titanium , through stakeholder consultations and engagements, has developed an implementation plan that enables communities to actively participate in monitoring land restoration efforts and the decommissioning process.

A key component of this plan, already in progress is the establishment of committees representing different segments of the community, including the elderly, women, and youth. These committees will oversee the decommissioning plans and land restoration efforts, ensuring that the processes remain safe, transparent, and inclusive. They will also serve as a grievance redress platform in the event of disputes.

This approach positions communities as active decision-makers in post-mining developments. Following the completion of induction trainings, the committees are now set to begin their work over the coming months.

We are proud to be part of this process and commend Base Titanium Limited for being responsible and responsive to the needs of mining-affected communities.

We attended a two-day forum hosted by the Public Benefit Organisation Authority in Kwale County. The sensitization convening focused on existing legal frameworks on anti-money laundering, guided by the Not for Profit working group recommendations.
As an organisation, we remain committed to strengthening our internal governance systems to ensure they are transparent, accountable, and aligned with regulatory standards. The forum brought together a diverse range of nonprofit organisations from across the county, providing a valuable platform for shared learning, compliance awareness, and collaboration.

Today, we convened a consultative meeting with the Kinondo community, bringing together residents from the two administrative units of Gazi and Kinondo locations. The meeting focused on three key issues: updates on Base Titanium asset handover and post-mining land restoration monitoring; the proposed Mineral Royalties Supplementary Budget; and the 10% share for mining-affected communities, including its legal framework.

Strong emphasis was placed on the supplementary royalties fund realized after years of advocacy and the need for effective post-mining monitoring following the handover of key assets such as Mkurumudzi Dam and the high-voltage power station.

Participants stressed continuous oversight to ensure these assets benefit communities.

The discussions were enriched by the presence of local leaders including the Area Member of County Assembly, Area Member of Parliament Hon. Feisal Abdallah Bader and the nominated Senator Raphael Chimera Mwinzagu and key action points were agreed upon. It was resolved that a memorandum will be submitted to the County Assembly to demand fair, transparent, and equitable distribution of mineral royalties.

Today we were represented at a two-day engagement forum that brought together various stakeholders, including representatives from both arms of the county government, the County Assembly and the Executive, health practitioners, civil society organizations, and other key actors to discuss existing legislation on Sexual and Gender-Based Violence (SGBV).

The engagement was hosted by EachRight in partnership with the Kwale Civil Society Consortium where we are a member.

During the forum, we reviewed the Kwale County SGBV Act, 2023 and the Draft Gender and Social Inclusion Policy. We are advocating for the swift adoption of the draft policy, which will facilitate the smooth operationalization of the SGBV Act.

Key interventions such as the establishment of rescue centres, increased availability of counselling professionals, and other support services are within reach once the policy framework is fully adopted and implemented.

At Mwachome Village, Tsimba Golini Ward, Kwale County, where Bamburi Cement is undertaking shale extraction and compensating affected residents. Drawing from past experiences where lump-sum payments led to family disintegration and financial mismanagement, we conducted financial literacy training for project-affected persons, most of whom are elderly.

We commend the company for adopting a results-based compensation model with phased payments tied to land purchase and house construction, reducing risks of displacement without restoration.

Similar trainings with Base Titanium's project affected persons shown positive results. We continue to advocate for responsible mining in Kwale County.

We participated in a multi-stakeholder forum on the post-mining land use transition process. The forum brought together Base Titanium, government agencies, political leaders, mining-affected communities, media representatives, and technical professionals.

Expert presentations were delivered by various stakeholders, creating space for meaningful dialogue and constructive engagement. The discussions emphasized the critical role of communities in actively monitoring the transition and land restoration processes. Communities remain at the heart of sustainable land restoration, and their full and effective participation at every stage is essential to ensuring transparency, accountability, and long-term impact.

We appreciate Base Titanium and the Kwale Mining Alliance where we proudly serve as members, for taking the lead in advancing this process.

As an organization, we remain committed to creating and strengthening platforms where inclusive dialogue translates into tangible results.

Today, we held an internal meeting at our office space, where we reviewed the Advisory Post-Mining Land Use Report recently launched by the Cabinet Secretary for Mining, Blue Economy and Maritime Affairs.

The review was undertaken with the intention of developing a popular version of the report, one that mining-affected communities can easily understand and engage with.

Our focus is to ensure that communities meaningfully participate in the post-mining land-use transition.

While developing a popular version of the report will take time, the process has already begun. We are committed to engaging relevant stakeholders throughout its development until it is finalized and published.
