Press Statement – End Femicide Initiative (CBO)
The End Femicide Initiative–CBO proudly and wholeheartedly welcomes the directive by the County Government of Nyeri, Department of Medical and Public Health, to abolish all fees previously charged for the filling of P3 forms.

We particularly commend Nyeri County for being the first county in Kenya to implement this progressive and survivor-centered directive. This bold leadership sets a powerful precedent for other counties across the country to follow, reaffirming that access to justice should never be limited by one’s financial ability.

For many survivors of Gender-Based Violence (GBV), the cost of obtaining a P3 form has been a major barrier—often delaying reporting, weakening cases, or silencing victims altogether. By removing these fees, Nyeri County has taken a decisive step toward dismantling this barrier.

As an organization working closely with survivors, we emphasize:
“Nyeri County’s leadership in abolishing P3 form fees is a transformative milestone. It restores dignity to survivors and ensures that the pursuit of justice is no longer conditioned on one’s financial capacity.”

This directive will:
✔ Significantly increase reporting of GBV cases, especially among low-income and vulnerable populations.
✔ Enable timely medical documentation, which is critical for evidence preservation and successful prosecution.
✔ Promote equitable access to justice, ensuring no survivor is left behind due to cost barriers.
✔ Strengthen public confidence in both the health and justice systems.

We further note that this is a bright and historic moment for victims of crime, as no fees shall henceforth be charged for access to essential medical documentation services.
This milestone is also a testament to effective institutional collaboration and accountability. The initiative began at the CUC level, and was subsequently taken up by the Integrity Committee, which conducted a fact-finding visit to the hospital. Following this, the Committee formally engaged the relevant authorities and submitted the court judgment that clearly bars the charging of fees for the filling of P3 forms for victims of crime.

This outcome demonstrates the power of vigilance, commitment, and collective action. It is a clear example of what can be achieved through coordinated efforts between civil society, oversight mechanisms, and the Judiciary when focused on advancing justice.
We applaud the County Government for aligning its actions with constitutional principles and court rulings, and for demonstrating that counties can lead meaningful reforms that directly impact the lives of citizens.

At the same time, we call for:
✔ Robust public awareness efforts so all community members know that P3 services are now free.
✔ Strict monitoring and enforcement to ensure full compliance across all health facilities.
✔ Continued investment in GBV response systems, including survivor support services and trained personnel.

The End Femicide Initiative remains committed to supporting survivors and working with all stakeholders to ensure that this directive translates into real, accessible justice for every survivor.

Nyeri County Government has set the pace—now let the rest of Kenya follow.

GENDER-BASED VIOLENCE (GBV) – NYERI GENDER TECHNICAL WORKING GROUP NEEDS ASSESSMENT WORKSHOP

As End Femicide Initiative today we participated in a Needs Assessment Workshop on Gender-Based Violence (GBV) held at Boma Inn Nyeri and organised by the Nyeri County, Department of Gender, Youth and Social Services in partnership with IPSIA Kenya the Group for Transcultural Relations (GRT) and Wangu Kanja Foundation

The workshop brought together members of the GBV Technical Working Group (GBV-TWG), duty bearers, civil society organisations, government institutions, and other key stakeholders to assess the current situation of GBV in the county and identify the key drivers behind the rising cases. The discussions also focused on mental health, data-driven planning, and the development of targeted, evidence-based interventions.

The Gender Technical Working Group, which was launched in May 2021, continues to provide an important multi-sectoral platform bringing together the Judiciary, Police Service, National and County Government institutions, the education sector, media, faith-based organisations, civil society, private sector, youth groups, and many other stakeholders. This coordination is key in strengthening prevention, protection, response, and survivor support systems.

During the workshop, participants engaged in participatory sessions that included:
✔ Mapping wards and sub-counties most affected by GBV
✔ Identifying emerging trends and high-risk areas
✔ Analysing seasonal and socio-economic factors contributing to GBV
✔ Applying the socio-ecological model to better understand risks at individual, family, community, and institutional levels
✔ Identifying gaps in coordination, services, and response mechanisms

Key challenges highlighted included underreporting of cases, limited trained gender desk officers, retrogressive cultural practices, limited access to GBV-responsive services, alcohol and drug abuse, mental health challenges, and gaps in coordination across response systems.

Stakeholders also noted the continued rise in GBV cases, underscoring the urgent need for targeted interventions.

Strengthening Partnerships to Advance Women’s Economic Empowerment

End Femicide Initiative–CBO participated in the two day engagement held in Nyeri County, convened by the State Department for Gender in partnership with UN Women and other stakeholders.

The meeting focused on advancing the National Policy on Women’s Economic Empowerment (NPWEE) and The National Care Policy hence strengthening coordination among county actors working on women’s economic inclusion and leadership.

Participants discussed policy priorities, mapping of Women’s Economic Empowerment (WEE) and Women in Leadership (WiL) programs, and identifying gaps and opportunities for collaboration within the county.

As a grassroots organization championing on Ending Femicide, we reaffirmed the critical link between women’s economic empowerment and the prevention of gender-based violence and femicide. Economic justice is key to enabling women and girls to live free from violence and discrimination.

We remain committed to working with government, development partners, and civil society to strengthen systems that protect the rights, dignity, and economic opportunities of women and girls in Nyeri County.

On 5th March, the government through the Ministry of Labour and Social Protection under the State Department for Social Protection and Senior Citizen Affairs conducted a nationwide public participation exercise on the Social Protection (General) Regulations 2025.

The engagement brought together county officers, civil society organizations, persons with disabilities, and other key stakeholders from across the regions.

Participants were given an opportunity to present their views, comments, and recommendations on the proposed Regulations, ensuring that diverse perspectives are considered in shaping policies aimed at strengthening social protection and safeguarding vulnerable groups in society.

End Femicide Initiative – CBO participated in the process and submitted recommendations on how the Regulations can better respond to the realities faced by communities.

Key among the recommendations was
✅ The need to ensure that the monetary allocations under social protection programmes are reflective of the current economic realities in the country.

✅ Reducing the use of multiple documents for verification purposes to make social protection programmes more accessible, particularly for marginalized groups.

PUBLIC PARTICIPATION ON THE SOCIAL PROTECTION (GENERAL) REGULATIONS, 2025

Thus is a call to all members of the public for public participation and submission of comments by the Ministry of Labour and Social Protection on the proposed Social Protection (General) Regulations, 2025 (The Proposed (General) Regulations).

The Proposed (General) Regulations intend to operationalize the Social Protection Act, No. 12 of 2025 by establishing clear procedures, eligibility criteria for persons in need, outline benefit structures and administrative mechanisms to support the effective delivery of non-contributory social protection interventions in Kenya. The Proposed (General) Regulations further provide for the appointment of representatives by beneficiaries or the Board and specify the exit criteria for individuals transitioning out of social protection interventions.

The Proposed (General) Regulations also address matters relating to the appointment or change of representatives, voluntary opting out of benefits, and the maintenance of a Social Protection Registry. The Registry will contain key information on beneficiaries, including identification details, geographical location, income status, employment, academic qualifications, and housing conditions. The Board is required to maintain and continuously update this Registry upon successful application.

To ensure coordination across government, the Board may refer applications to appropriate government agencies where necessary. The processing of personal data under the Proposed (General) Regulations will be conducted in accordance with the Data Protection Act, CAP. 411C, Laws of Kenya. The Proposed (General) Regulations also create offences and penalties, including sanctions for misuse of social protection benefits and penalties upon conviction including fines or imprisonment.

As an organisation we welcome the news that is sentencing Nicholas Julius Macharia, who defiled and murdered 7-year-old Tamara Blessing Kabura. Nicholas Julius Macharia has been sentenced to death by hanging within 30 days.

As End Femicide Initiative–CBO, we acknowledge this swift judgment as a significant step toward justice. When cases of sexual violence and femicide against children are handled and concluded without unnecessary delays, it helps families begin the painful journey toward healing. Justice delivered promptly sends a clear message that crimes against children will not be tolerated.
Tamara’s life mattered. Her dreams mattered. Her future mattered. No child should ever be subjected to such brutality.

We strongly warn men and all perpetrators of Gender-Based Violence (GBV):
Violence against women and children is not love. It is not masculinity. It is criminal. And it will be punished.

We call upon:

✅Parents and guardians to remain vigilant and protect our children.
✅Communities to report suspicious behavior immediately.
✅Law enforcement and the judiciary to continue fast-tracking GBV and child abuse cases.
✅Men to take responsibility in ending violence and protecting girls.
✅The safety of our daughters is non-negotiable.

Let this judgment serve as a warning and a turning point. We will continue to speak, advocate, and demand accountability until femicide and child sexual violence are eradicated.

Statement on the Brutal Killing of Shantel Waruguru and the Ongoing Femicide Crisis in Kenya
The End Femicide Initiative–CBO expresses deep sorrow, anger, and condemnation following the brutal killing of Shantel Waruguru, a nine-year-old girl whose life was violently and cruelly taken in Nyeri County.

Shantel’s murder is a painful reminder of the unsafe reality faced by girls and women in Kenya. No child should be subjected to such violence. No family should endure such unimaginable loss. Her death reflects a systemic failure to protect children and address the growing culture of impunity surrounding gender-based violence and femicide.

We stand in solidarity with Shantel’s family, her community, and all families who have lost loved ones to gender-based violence. We extend our heartfelt condolences and affirm our unwavering commitment to pursuing justice and accountability.

This tragedy is not an isolated incident. It is part of a disturbing and escalating pattern of femicide, sexual violence, and targeted attacks against girls across the country. These crimes violate fundamental human rights and undermine the dignity, safety, and future of our children.

The End Femicide Initiative–CBO strongly condemns the continued delays in investigations, weak enforcement of the law, and tolerance of informal settlements that deny victims justice. Such practices only serve to protect perpetrators and silence survivors.

We Call For Urgent Action:
🔹 Immediate, transparent, and thorough investigations into Shantel’s murder and all related cases, with swift arrest and prosecution of all perpetrators and accomplices.
🔹 Strengthening of child protection and early response systems, including rapid response mechanisms for missing children.
🔹 An end to informal and clan-based settlements in cases of sexual violence and femicide.
🔹 Declaration of femicide and gender-based violence as a national emergency requiring urgent and sustained intervention.
🔹 Establishment of specialized GBV and femicide units with clear timelines for investigations and prosecutions.
🔹 Increased funding for survivor-centered services, including legal aid, psychosocial support, and safe shelters.
🔹 Community engagement and education to challenge harmful norms and promote zero tolerance to violence.

Justice delayed is justice denied. Shantel deserved protection, dignity, and a future. Her life mattered. Her death must not be in vain.

We call upon the Government, law enforcement agencies, the Judiciary, civil society, faith leaders, and communities to act decisively and collaboratively to end femicide and protect every girl in Kenya.
The End Femicide Initiative–CBO remains committed to amplifying survivors’ voices, demanding accountability, and building a society where women and girls live free from violence, fear, and discrimination.
