The Story of WIRIA: Born from Pain. Built for Change

In many communities across Western Kenya, young girls and women face realities that demand more than resilience - they demand action.
From HIV and early pregnancies to child marriage and gender-based violence, the challenges are profound. Yet, amid these hardships, a powerful truth emerged in 2019:

“We are the solution we have been waiting for.”

This belief gave rise to WIRIA - a youth-led, community-driven movement grounded in:
- Wellness
- Inclusion
- Rights
- Impact Advocacy

𝗧𝗵𝗲 𝗙𝗮𝗰𝗶𝗹𝗶𝘁𝘆 𝗜𝗺𝗽𝗿𝗼𝘃𝗲𝗺𝗲𝗻𝘁 𝗙𝗶𝗻𝗮𝗻𝗰𝗶𝗻𝗴 (𝗙𝗜𝗙) 𝗶𝗻 𝗞𝗲𝗻𝘆𝗮 is a health reform that allows public health facilities to retain, manage, and use revenue collected (from insurance, user fees, donations, reimbursements etc)locally and Independently from county centralisation to improve service delivery. The framework designed to strengthen the financial management of public health facilities ensuring resources are available where care is delivered and needed most.

Here’s how FIF improves service delivery:
✅ 𝗙𝗶𝗻𝗮𝗻𝗰𝗶𝗮𝗹 𝗶𝗻𝗱𝗲𝗽𝗲𝗻𝗱𝗲𝗻𝗰𝗲 𝗮𝘁 𝗳𝗮𝗰𝗶𝗹𝗶𝘁𝘆 𝗹𝗲𝘃𝗲𝗹
FIF allows public health facilities to retain and manage revenue collected through user fees and insurance payments. This gives facilities the flexibility to cover operational costs such as utilities, minor repairs, and essential supplies, & equipment without delays.

✅ 𝗦𝘁𝗿𝗼𝗻𝗴𝗲𝗿 𝗴𝗼𝘃𝗲𝗿𝗻𝗮𝗻𝗰𝗲 𝗮𝗻𝗱 𝗹𝗼𝗰𝗮𝗹 𝗱𝗲𝗰𝗶𝘀𝗶𝗼𝗻‐𝗺𝗮𝗸𝗶𝗻𝗴
The Act establishes a facility‑level governance framework that brings decision‑making powers closer to local communities, ensuring that health facilities are better managed at the facility level.

✅ 𝗜𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗶𝗼𝗻 𝗶𝗻𝘁𝗼 𝗰𝗼𝘂𝗻𝘁𝘆 𝗽𝗹𝗮𝗻𝗻𝗶𝗻𝗴 𝗮𝗻𝗱 𝗯𝘂𝗱𝗴𝗲𝘁𝗶𝗻𝗴
FIF integrates health facilities into county annual planning and budgeting processes, ensuring that facility priorities are considered alongside other county needs. This strengthens alignment between plans, budgets, and actual service delivery.

✅ 𝗗𝗶𝗿𝗲𝗰𝘁 𝘀𝘂𝗽𝗽𝗼𝗿𝘁 𝘁𝗼 𝗵𝗲𝗮𝗹𝘁𝗵 𝘀𝗲𝗿𝘃𝗶𝗰𝗲𝘀
Funds retained through FIF are used to support the delivery of health services. This includes the purchase of essential medicines, medical supplies, and basic equipment therefore directly improving the patient experience.

𝗧𝗵𝗲 𝗶𝗺𝗽𝗮𝗰𝘁 𝗼𝗳 𝗙𝗜𝗙 𝗶𝘀 𝗶𝗻𝗰𝗿𝗲𝗮𝘀𝗶𝗻𝗴𝗹𝘆 𝘃𝗶𝘀𝗶𝗯𝗹𝗲. 𝗜𝗻 𝗡𝗮𝗶𝗿𝗼𝗯𝗶 𝗖𝗼𝘂𝗻𝘁𝘆, 𝗳𝗮𝗰𝗶𝗹𝗶𝘁𝘆 𝗿𝗲𝘃𝗲𝗻𝘂𝗲𝘀 𝗺𝗼𝗿𝗲 𝘁𝗵𝗮𝗻 𝗱𝗼𝘂𝗯𝗹𝗲𝗱 𝘄𝗶𝘁𝗵𝗶𝗻 𝟮𝟬𝟮𝟱.

Last week, facility in‑charges across Nairobi County convened to share best practices, learning from one another on how to manage FIF effectively and use these resources to strengthen service delivery.

Strengthening Community-Led Pandemic Preparedness: A Step Forward for Resilient Health Systems

The WIRIA CBO Network is grateful and honored to have participated in a critical training and conference organized by the Kenya Red Cross Society, in collaboration with the Kenya National Public Health Institute (KNPHI) and Amref Health Africa. We sincerely appreciate this strong partnership and commitment to advancing community-led public health preparedness and response.

The COVID-19 pandemic exposed major gaps in equitable access to diagnostics, vaccines, therapeutics, and essential health services. These challenges highlighted the urgent need for stronger, more inclusive, and well-coordinated health systems that place communities at the center of prevention, preparedness, and response efforts.

In response to these global lessons, WHO’s 194 Member States have developed a new global agreement on Pandemic Prevention, Preparedness, and Response (PPR), aimed at strengthening coordinated, resilient, and equitable systems for future health emergencies.

The coming in of KNPHI to work directly with community networks marks a significant and timely step forward. During this conference, stakeholders collaboratively developed a framework for community-based and community-led PPR, recognizing that resilient health systems must be grounded in local leadership, trust, and accountability. We look forward to seeing the full realization and implementation of this framework across national and sub-national levels.

Community-Led Networks (CLNs) and iMonitor volunteers remain central to this process. Their role in accountability, community engagement, surveillance, and early response is essential to building people-centered and sustainable preparedness systems.

Kicking Off an Important Workshop in Nairobi!

Today, we’re excited to kick off a Workshop on Documentation and Integration of PPR within CLM Applications in Kenya : a key step toward strengthening community-led monitoring and improving how we capture, share, and use data for better health outcomes.

The workshop is taking place at Weston Hotel, Nairobi, bringing together dedicated partners and community representatives from across the country.

As the WIRIA CBO Network, we’re proud to participate and bring community voices and grassroots experience to the table. This workshop gives us the opportunity to deepen our skills, strengthen partnerships, and ensure that community-driven insights continue to shape impactful health programs in Kenya.

CLM Monitoring, Evaluation & Outcome Harvesting Workshop

WIRIA Network is glad to participate in a 4-day workshop aimed at strengthening partners’ capacity to implement and document Community-Led Monitoring (CLM) more effectively.

🎯 Workshop Objectives

1️⃣ Review and revise the CLM Outcome Harvesting Tool to better capture outcomes, impacts, and lessons from CLM work in Kenya.
2️⃣ Conduct an outcome harvesting exercise to identify and document real outcomes from CLM implementation.

We look forward to learning, sharing, and enhancing the quality of community-led monitoring for greater impact.
