I am pleased to share insights from our recent engagement with the United Nations Office on Drugs and Crime (UNODC) regarding the "Five Approach" to Non-Profit Organization (NPO) risk assessment.
This technical session focused on the strategic categorization of financial risks to ensure that oversight remains both robust and proportionate. We were honoured to have the Grassroots Women’s Development Agenda (GWDA) in attendance, as their participation ensures that high-level regulatory frameworks remain grounded in the realities of community-led development.
The discussions centered on a tiered framework designed to safeguard the sector against exploitation while maintaining operational efficiency:
High Risk: Implementing rigorous enhanced due diligence for sensitive jurisdictions and activities.
Medium & Medium-Low Risk: Applying calibrated monitoring to prevent unnecessary administrative barriers for compliant organizations.
Terrorist Financing (TF) Mitigation: Strengthening preventative measures to protect charitable assets from diversion.
Grassroots Integration: Bridging the gap between international security standards and the vital mission of organizations like GWDA.
By refining our understanding of these risk levels, we move closer to a financial environment that is secure, transparent, and supportive of legitimate humanitarian objectives.
