The East and Horn of Africa Election Observation Network (E-HORN) is established as a platform for the citizen election observation networks and monitoring organizations in the East and Horn of Africa region The East and Horn of Africa Election Observation Network (E-HORN) is regional network established in 2013 to link the election observation networks and individual monitoring organizations in t

he East and Horn of Africa. E-HORN envisions genuine democratic and peaceful elections realized by promoting regular, free and credible elections through strengthening and supporting non-partisan citizen observation and monitoring groups in the East and Horn of Africa. E-HORN connects the East and Horn of Africa regional observation groups in order to research and advocate for electoral standards and practices in the region based on international and regional standards. E-HORN seeks to strengthen the capacity of member organizations to observe and monitor elections in their respective countries and to enhance solidarity and partnership amongst network members to support the conduct of democratic elections in the East and Horn of Africa. E-HORN and all its members are open to non-partisan domestic election observation and monitoring organization within the East Africa Community and the Horn of Africa guided by the values of solidarity, non-partisanship, accountability, transparency, inclusivity, integrity and objectivity, who are willing to abide by the principles and values of the Network.

Dr. Sarah Bireete is a respected Ugandan human rights lawyer, civil society leader, and election observer.
On 30 December 2025, she was arrested without formal charges and remains in prison pending her court appearance on 21 January 2026, with the outcome still uncertain. šŸ’”
Her detention has placed a heavy burden on her family, as her accountsā€”and those linked to herā€”have been frozen, leaving them to cover urgent legal and living costs for her dependants.
