𝗛𝗼𝘄 𝘁𝗿𝗮𝗻𝘀𝗽𝗮𝗿𝗲𝗻𝘁 𝗶𝘀 𝗞𝗲𝗻𝘆𝗮’𝘀 𝗣𝘂𝗯𝗹𝗶𝗰 𝗗𝗲𝗯𝘁 𝗺𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁, 𝗿𝗲𝗮𝗹𝗹𝘆? 🇰🇪

At a time when our 𝗱𝗲𝗯𝘁-𝘁𝗼-𝗚𝗗𝗣 𝗿𝗮𝘁𝗶𝗼 remains stubbornly above the 𝟱𝟱% 𝘀𝘁𝗮𝘁𝘂𝘁𝗼𝗿𝘆 𝘁𝗵𝗿𝗲𝘀𝗵𝗼𝗹𝗱, the question isn't just about how much we owe, it’s about how much we know.

While Kenya offers meaningful transparency in pre-budget documents like the 𝗠𝗲𝗱𝗶𝘂𝗺 𝗧𝗲𝗿𝗺 𝗗𝗲𝗯𝘁 𝗦𝘁𝗿𝗮𝘁𝗲𝗴𝘆 (MTDS), critical gaps remain. This latest research, done in partnership with the International Budget Partnership, the 𝗢𝗕𝗦 𝗗𝗲𝗯𝘁 𝗔𝗰𝗰𝗼𝘂𝗻𝘁𝗮𝗯𝗶𝗹𝗶𝘁𝘆 𝗠𝗼𝗱𝘂𝗹𝗲, unpacks the missing links:

❌ Debt-funded projects aren't reported comprehensively.

📅 The legal framework misses clear deadlines for annual debt implementation reports.

👥 Public participation in debt decisions remains severely limited.

In 2024, Bajeti Hub , in partnership with UNICEF Kenya and Disabled Persons of Kenya , launched an initiative to strengthen the advocacy capacity of Organisations of Persons with Disabilities (OPDs) across the country through budget advocacy training and support. Through comprehensive training in budget analysis and advocacy, these organisations were empowered to more effectively champion the rights and needs of Persons with Disabilities in the Public Finance context.

Among the organisations trained, the Kitui County Disability Network focused its efforts on advocating for improving access to healthcare for persons with disabilities in Kitui County. Recognising the challenges faced by individuals with hearing impairments—who often had to travel long distances to KNH or Kapsabet, to obtain specialized assessments and medical care— the network initiated advocacy for the procurement of critical medical equipment: the Brainstem Evoked Response Audiometry (BERA) machine. This device would serve Deaf individuals within Kitui and neighbouring counties, significantly reducing both the travel burden and financial costs associated with accessing necessary medical services.

During the 2025-2026 budget formulation stage, submitted formal petitions to the county government through public participation forums and written memoranda to both the county executive and county assembly, requesting the procurement of this advanced audiology machine. As a direct result of these sustained advocacy efforts, the county government allocated funds to purchase the BERA machine.

More importantly, on April 8th 2026, the advocacy efforts culminated in a remarkable milestone 💃 , the BERA machine was finally purchased, installed, and made operational at the Kitui County Referral Hospital. This accomplishment now guarantees that over 4000 persons with hearing impairments in Kitui and the surrounding regions have equitable access to high-quality medical care within their locality.

Since 2021, 𝘁𝗵𝗲 𝗥𝗶𝗳𝘁 𝗩𝗮𝗹𝗹𝗲𝘆 𝗕𝘂𝗱𝗴𝗲𝘁 𝗛𝘂𝗯, with support from 𝗕𝗮𝗷𝗲𝘁𝗶 𝗛𝘂𝗯, has been keen to amplify the voices of 𝘄𝗼𝗺𝗲𝗻 𝗮𝗻𝗱 𝗽𝗲𝗿𝘀𝗼𝗻𝘀 𝘄𝗶𝘁𝗵 𝗱𝗶𝘀𝗮𝗯𝗶𝗹𝗶𝘁𝗶𝗲𝘀 (𝗣𝗪𝗗𝘀) in public finance engagements. This commitment led to the establishment of 𝘄𝗼𝗺𝗲𝗻- 𝗮𝗻𝗱 𝗣𝗪𝗗-𝗼𝗻𝗹𝘆 𝗕𝘂𝗱𝗴𝗲𝘁 𝗖𝗲𝗹𝗹𝘀 in 𝗕𝗮𝗿𝗶𝗻𝗴𝗼 𝗖𝗼𝘂𝗻𝘁𝘆. These cells have emerged as a promising model for strengthening the participation and influence of 𝘄𝗼𝗺𝗲𝗻 𝗮𝗻𝗱 𝗣𝗪𝗗𝘀 in 𝗯𝘂𝗱𝗴𝗲𝘁 𝗱𝗲𝗰𝗶𝘀𝗶𝗼𝗻-𝗺𝗮𝗸𝗶𝗻𝗴 𝗽𝗿𝗼𝗰𝗲𝘀𝘀𝗲𝘀.

𝗧𝗵𝗿𝗼𝘂𝗴𝗵 𝘁𝗵𝗲 𝗶𝗻𝗶𝘁𝗶𝗮𝘁𝗶𝘃𝗲:

- Women’s confidence continues to grow as they gain the knowledge and skills needed to maneuver the budget system.
- These budget cells have offered safe platforms where women and PWDs can learn and strategize together to influence government spaces.

Following the positive impact observed in 𝗕𝗮𝗿𝗶𝗻𝗴𝗼, we are committed to expanding the 𝗕𝘂𝗱𝗴𝗲𝘁 𝗖𝗲𝗹𝗹𝘀 model across all five #𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹𝗕𝘂𝗱𝗴𝗲𝘁𝗛𝘂𝗯𝘀, drawing on vital lessons to ensure both sustainability and impact.

This week, Bajeti Hub convened a two-day exchange learning visit in Baringo, bringing together representatives from all #𝗥𝗲𝗴𝗶𝗼𝗻𝗮𝗹𝗕𝘂𝗱𝗴𝗲𝘁𝗵𝘂𝗯𝘀 as well as Baringo County government officials.

The objective was to reflect on the Budget Cells model and to support other counties in 𝗶𝗻𝗰𝘂𝗯𝗮𝘁𝗶𝗻𝗴 𝘀𝗶𝗺𝗶𝗹𝗮𝗿 𝗮𝗽𝗽𝗿𝗼𝗮𝗰𝗵𝗲𝘀, ultimately advancing 𝗶𝗻𝗰𝗹𝘂𝘀𝗶𝘃𝗲 𝗽𝗮𝗿𝘁𝗶𝗰𝗶𝗽𝗮𝘁𝗶𝗼𝗻 in public finance across Kenya.
