The 2nd Southern African Conference on To***co Taxation ( ) ended on a high note in Windhoek, Namibia, with delegates reaffirming their commitment to advancing effective to***co taxation to reduce to***co consumption and mobilise sustainable domestic resources for health.

A key outcome was the adoption of the Windhoek Declaration on To***co Taxation and Domestic Health Financing. The Declaration sets out a shared direction for governments, revenue authorities, civil society, researchers and development partners.

Among the key resolutions, delegates called for:

๐ŸŸ ๐’๐ญ๐ซ๐จ๐ง๐ ๐ž๐ซ ๐ญ๐จ๐›๐š๐œ๐œ๐จ ๐ญ๐š๐ฑ ๐ฌ๐ฒ๐ฌ๐ญ๐ž๐ฆ๐ฌ: Progressively moving towards the WHO benchmark of to***co taxes constituting at least 75% of the retail price, while regularly adjusting taxes for inflation and income growth.

๐ŸŸ ๐ˆ๐ฆ๐ฉ๐ซ๐จ๐ฏ๐ž๐ ๐ญ๐š๐ฑ ๐š๐๐ฆ๐ข๐ง๐ข๐ฌ๐ญ๐ซ๐š๐ญ๐ข๐จ๐ง: Expanding digital tax systems, secure tax stamps, track-and-trace mechanisms and customs cooperation to curb illicit trade and protect public revenue.

๐ŸŸ ๐’๐ฎ๐ฌ๐ญ๐š๐ข๐ง๐š๐›๐ฅ๐ž ๐ก๐ž๐š๐ฅ๐ญ๐ก ๐Ÿ๐ข๐ง๐š๐ง๐œ๐ข๐ง๐ : Ensuring that, where to***co tax revenues are earmarked for health, they complement existing health budgets and are managed transparently.

๐ŸŸ ๐†๐ž๐ง๐๐ž๐ซ, ๐ฒ๐จ๐ฎ๐ญ๐ก ๐š๐ง๐ ๐ž๐ช๐ฎ๐ข๐ญ๐ฒ ๐œ๐จ๐ง๐ฌ๐ข๐๐ž๐ซ๐š๐ญ๐ข๐จ๐ง๐ฌ: Designing to***co tax policies that deliberately address the disproportionate harm experienced by women, children, young people and low-income households, while clearly identifying them as beneficiaries of health financing.

๐ŸŸ ๐๐ซ๐จ๐ญ๐ž๐œ๐ญ๐ข๐จ๐ง ๐Ÿ๐ซ๐จ๐ฆ ๐ข๐ง๐๐ฎ๐ฌ๐ญ๐ซ๐ฒ ๐ข๐ง๐ญ๐ž๐ซ๐Ÿ๐ž๐ซ๐ž๐ง๐œ๐ž: Strengthening implementation of Article 5.3 of the WHO Framework Convention on To***co Control and promoting transparency in interactions with the to***co industry.

The Declaration also calls for stronger regional cooperation, independent evidence and clearer public communication to support effective to***co tax reforms across Africa.

Adopted on 11 September 2026, the Windhoek Declaration provides a common reference point for turning regional dialogue into practical action.

๐Ÿ“ Day Two of | Windhoek, Namibia

Day Two of the 2nd Southern African Conference on To***co Taxation began with presentations from Mr Patrick Tongo from the Namibia Revenue Agency (NamRA) and Prof. Hans Justus Amukugo of NAMDEF, followed by a panel discussion on designing effective to***co tax systems to reduce to***co use and respond to emerging ni****ne and to***co products.

Mr Tongo's presentation focused on strengthening to***co tax administration and protecting public revenue. It highlighted the need to regularly review tax rates, introduce digital tax stamps and track-and-trace systems, modernise excise administration, strengthen enforcement, and improve cooperation across borders to curb illicit trade.

Prof. Amukugo emphasised that effective to***co tax policies must be grounded in credible research and a clear understanding of each countryโ€™s policy and institutional context. He also called for stronger stakeholder engagement, ethical decision-making, effective implementation, and continuous monitoring and evaluation.

The panel discussion reinforced the need to:
๐Ÿ”ตUpdate legislation to cover rapidly evolving ni****ne and to***co products.
๐Ÿ”ตStrengthen coordination among revenue authorities, law-enforcement agencies, researchers and communities.
๐Ÿ”ตImprove access to reliable, country-specific data.
๐Ÿ”ตCombine tax increases with stronger enforcement against illicit trade.
๐Ÿ”ตInvolve young people as contributors to policy design, not only as beneficiaries.

TJNA will join policymakers, tax administrations, and other stakeholders at the 8th West African Tax Administration Forum (WATAF) High-Level Policy Dialogue, taking place in Accra, Ghana, from 15โ€“19 September.

TJNA will share perspectives and contribute to discussions on strengthening domestic resource mobilisation and advancing inclusive tax systems for sustainable development.

The Tax and Health team will also host a spotlight session on health taxes as a tool for mobilising resources for health financing and development in Africa. The session will highlight practical tools, including the To***co Tax Simulation Model (TETSiM), and explore how health taxation can support sustainable domestic resource mobilisation and improved health outcomes.

CTPD Executive Director Isaac Mwaipopo called for evidence-based, responsive to***co tax systems supported by strong institutions and accountability.

TJNA Communications, Campaigns and Outreach Manager Jephiter Tsamwi urged participants to take the discussions beyond the conference room by communicating them in clear, relatable language connected to peopleโ€™s everyday lives.

As Africa confronts the structural roots of illicit financial flows and unjust tax systems, PAC 2026 brings together policymakers, parliamentarians, scholars, and civil society to chart a bolder path forward.

We are joining Instagram and TikTok to change that; making tax justice issues easier to understand, bringing the conversation closer to people and creating space for more African voices, particularly young people.
