📣 Call for Sessions: IGAD Pavilion at COP31, Antalya, Türkiye

IGAD invites Member States and partners to apply to host side events at the IGAD Pavilion during in Antalya, Türkiye.

Sessions should showcase evidence, solutions and partnerships that advance climate action and resilience across the region. Proposals are especially welcome under the following priority themes:

• Adaptation and Climate Finance
• Early Warning and Anticipatory Action
• Food Security, Agriculture and Livestock
• Water, Health and the Blue Economy
• Climate Security and Migration
• Youth and Gender
• Climate Science and Innovation
• Implementation of National and Regional Climate Commitments

📹 Mainstreaming GEDSI in Climate Services and Anticipatory Action

Climate change is driving more frequent and severe droughts, floods and other hazards across the Greater Horn of Africa. These hazards affect communities, but people experience them differently depending on gender, age, disability, income, livelihood and location. Climate services, early warning and anticipatory action must therefore reflect these differences if we are to build resilience and achieve equitable outcomes.

Last week, ICPAC, through WISER PASS-EA project, brought together representatives from Kenya Meteorological Department, UN agencies, humanitarian and development partners, and government institutions responsible for gender equality and national statistics. Together, we reviewed the draft GEDSI Guidelines, assessing their technical quality, and practicality, ensuring they align with the Regional Framework for Climate Services (RFCS), IGAD policies and other regional frameworks.

📹 Last week, the ICPAC technical team, in collaboration with UNDP Djibouti
, launched the development of Djibouti's national Multi-Hazard Early Warning System (MHEWS), co-designed with key line ministries and national agencies. During the inception workshop, we:

· Established the regional and national baseline
· Reviewed the country's existing early warning channels
· Mapped the national alert chain
· Introduced the platform and onboarded key users
· Gathered user feedback to shape the system
· Strengthened coordination among national stakeholders

This is an important step toward ensuring early warnings reach everyone in , in time to act.

🤝 Understanding the El Niño outlook and how to prepare better

This evening, ICPAC hosted Mr. Volker Oel, Director-General at Germany's Federal Ministry for Economic Cooperation and Development (BMZ), at our offices.

We discussed the current El Niño outlook and its potential impacts on the Greater Horn of Africa, from rainfall and food security to livelihoods. A key focus was moving from forecasts to action, ensuring early warnings reach decision-makers and communities in time to prepare rather than just respond.
