KAMPALA – UGANDA, 14 AUGUST 2026 (ACCOSCA) - As SACCOs in Africa continue to grow in scale, complexity, and systemic importance to millions of members' savings and livelihoods, the need for regulatory frameworks that protect member deposits, strengthen governance, and safeguard financial integrity has become more pressing than ever.

ACCOSCA successfully convened a high-level Consultative Meeting on the Regulation and Supervision of Large SACCOs in Uganda, in partnership with the Bank of Uganda, the Ministry of Trade Industry and cooperatives uganda-MTIC, Uganda Cooperative Savings and Credit Union Limited (UCSCU), Uganda Cooperative Alliance Ltd., and other sector credit union leaders.

The meeting provided a valuable platform for the credit union stakeholders to engage on the regulation of large SACCOs, clarify the rationale, scope, and expectations of supervisory authorities, identify areas where proportionality can appropriately be applied in the regulation of financial cooperatives, and draw on international experience in regulating large SACCOs and cooperative financial institutions.

While presiding over the official opening of the meeting, Hon. Tom Alero Aza - State Minister incharge of the Ministry of Trade Industry and cooperatives uganda-MTIC, commended ACCOSCA for convening the Regulatory Consultative Meeting, describing it as a timely and valuable platform for open dialogue between SACCOs, their umbrella body, and government institutions on the future of financial cooperative regulation.

In his remarks, George Ombado - Head of Mission at ACCOSCA, reaffirmed the ACCOSCA’s steadfast commitment to supporting credit unions and SACCOs across Africa in strengthening their regulatory frameworks, noting that sound, well-coordinated regulation is foundational to a resilient and trusted cooperative financial sector.

As a key resolution from the meeting, the Bank of Uganda and the SACCO sector in Uganda committed to working closely together to streamline existing gaps in the regulation and supervision of large SACCOs, laying the groundwork for a more coordinated, harmonized, and proportionate regulatory framework going forward.
