KAKAMEGA HOSTS KENYA SIGN LANGUAGE TRAINING TO ENHANCE INCLUSIVE HEALTHCARE.
Kakamega County is conducting a Kenya Sign Language (KSL) training from 15th to 26th June 2026 at the Protestant Church Prisons, bringing together 30 Community Health Promoters (CHPs) from 10 sub-counties and 10 officers from the Kenya Prisons Service.
The programme is being implemented by the State Department for Public Health and Professional Standards through the Division of Community Health in collaboration with the Kenya National Association for the Deaf (KNAD), with logistical support from Amref Health Africa, to strengthen inclusive health service delivery for persons with hearing impairments.
The training builds on the success of a pilot programme conducted in April 2025 that trained Community Health Assistants and Community Health Promoters in Kenya Sign Language.
Speaking during the opening session, Chief Officer for public Health, Ms. Rose Muhanda, urged participants to utilize the skills acquired to promote equitable access to healthcare. On his part, Chief Officer for Service Delivery, Dr. Phitalis Masakhwe, encouraged participants to champion inclusive communication in their communities and institutions.
Also present were Mr. John Wanyungu from the Ministry of Health, Headquarters, Mr. Mbati, the County Public Health Officer, representatives from KNAD, Amref Health Africa and the Kenya Prisons Service.

Major Victory for Kenya’s Deaf Community

The National Assembly has passed the Kenyan Sign Language Bill, 2023 (Senate Bill No. 9 of 2023) with amendments, marking a major step toward strengthening rights and accessibility for Deaf, hard-of-hearing, and deafblind persons.

The Bill, sponsored by Hon. Millie Odhiambo-Mabona and Hon. Umulkher Harun, seeks to promote the use of Kenyan Sign Language (KSL) in schools, courts, media houses, public institutions, and telecommunication services.

Key provisions include:

✅ Creation of the Kenya Sign Language Council to regulate and promote KSL and register professional interpreters.
✅ Integration of KSL into school curricula and free interpretation services in public higher learning institutions.
✅ Sign language lessons for parents and guardians of Deaf children.
✅ TV stations to provide closed captioning and KSL interpretation during news, educational programmes, and national events.
✅ Internet videos to include captions/transcripts and telecom providers to establish relay communication services.

The Bill's Council will include representatives from Government, the Deaf community, sign language interpreters, and the National Council for Persons with Disabilities.
