Aidspan Observer of the Global Fund - Enhancing belief in performance-based funding, aid accountability and watchdogging

Aidspan monitors and critiques the use of the Global Fund money while striving to enhance the effectiveness of the Fund and the programmes it funds. We focus on the Fund’s biggest challenges of:

(1) Insufficient knowledge: we provide information, analysis and advice on the Fund’s policies and procedures and on what impact individual grants are achieving,

(2) Insufficient discussion: we facilitat

e discussion on how to improve the Fund’s policies and procedures and how to increase the impact of its grants, and

(3) Insufficient impact: When the Fund and grant implementers are too slow in addressing key limitations to the impact of the Fund’s grants, we push to have those limitations addressed more quickly. Aidspan provides mentoring support to local watchdogs of programmes that are financed by the Global Fund. Aidspan also publishes the Global Fund Observer newsletter; various guides on understanding the Global Fund and on how to be more efficient when working with the Global Fund; and various reports that evaluate the Fund.

🚨 Global health progress is at risk.

While the Global Fund’s latest replenishment raised a significant US$11.34 billion, it still falls far short of the US$18 billion target needed to sustain and scale life-saving HIV, TB, and malaria programmes.

A reduced U.S. pledge though still the largest single contribution has left a dangerous funding gap. This shortfall threatens existing programmes, slows the rollout of essential treatments, and risks reversing years of hard won progress.

The situation is even more concerning as some countries, including France, have yet to announce their contributions.

The cost of underfunding is measured in lives. Continued political commitment and fair burden-sharing are critical to protect global health gains.
