Ugunja Municipality as the Siaya County Government anchor is driving Climate Resilience in Siaya and stepping forward as a leader in climate-smart and green tech growth. In December, Kijiji Yeetu worked with Ugunja Youth Parliament, Ushahidi, Internet Society Foundation Internet Society Ugunja Daily Report presented a Climate Resilience Report and Policy Brief to the Municipality Manager. This marks a pivotal moment in aligning local realities with national priorities and global frameworks like SDG 13 (Climate Action).

Key findings:
🚫 Floods displaced 40,000 residents in 2020; nearly 80% of households rely on rain-fed agriculture.
🚫 Youth potential: 60–75% of residents are under 35, positioning them as climate innovators.
🚫 Community priorities: Water shortages (29.8%), flooding (19%), deforestation (16.6%).
🚫 Adaptation actions: Tree planting (20.9%), community dams (12.3%), rainwater harvesting.

Targets:
⭕ 40% of households reached by multi-hazard early warning systems.
⭕ 40% of farmers adopting climate-smart agriculture.
⭕ 20% reduction in climate-related hazards through resilient infrastructure investments.

Kijiji Yeetu engages Mtandao Hewani climate assessment in Ugunja, Siaya. This is a systems audit of high-impact sectors: mining, brick-making, sand harvesting, ballast processing, waste management, and forestry, revealing their economic value alongside severe environmental and health costs: deforestation, soil erosion, pollution, and respiratory illness.

Local communities are eager to adopt cleaner technologies and expand the environment friendly approach, yet face persistent barriers: weak enforcement, scarce access to affordable green solutions, and ongoing health risks. Validated citizen-generated data can shape ward-level priorities in the Siaya County Integrated Development Plan (2023–2027). Adaptive integrated Artificial intelligence platform will enhance satellite imagery, IoT sensors, and community reports to deliver predictive insights on climate action enabling evidence-based interventions.

By fusing mobile technology, data governance, AI analytics, and community action, the Mtandao Hewani model as a platform for Lake Basin Digital Network makes digital resilience the backbone of climate resilience. Ugunja is thus pioneering a scalable, locally owned model of technology enabled climate adaptation and SDG localization.

On , Ugunja Digital Safety Network anchored by 60 net wardens from Kijiji Yeetu stood tall for secure, inclusive internet access. Their message was clear: strong encryption is not just a technical safeguard, it’s the foundation of trust, safety, and freedom in community connectivity. In regions where digital access fuels learning, civic voice, and opportunity, encryption protects the very fabric of resilience.

The convening spotlighted urgent priorities: defending user privacy, resisting internet shutdowns, and advancing digital rights for underserved communities. These aren’t abstract ideals, they’re daily realities for youth, educators, and grassroots leaders who rely on connectivity to thrive.

Privacy emerged as a cornerstone of digital development. Without it, communities face surveillance, exclusion, and vulnerability. With it, they gain dignity, agency, and the power to shape their futures. Ugunja net wardens are more than digital guardians, they’re architects of a safer, freer internet. Their work affirms that community networks, when paired with strong encryption, can unlock resilient ecosystems of care, creativity, and civic power.

Kennesfield Junior School, Ugunja, Siaya, Kenya: Our 16th School Connection, Our Digital Footprint. From chalkboards to digital dashboards, our work at Kennesfield highlights the power of digital inclusion. With only 40% of Kenyan schools online, outdated methods still dominate. Through UNICEF’s Giga initiative and our partnership with Internet Society Kenya, Kijiji Yeetu Africa Network is bridging the divide, advancing sustainable, community-driven access to quality education.

Kijiji Yeetu implemented a structured approach to connect Ugunja schools, identifying critical connectivity gaps and strategically choosing locations. Community engagement ensured local ownership, and cooperatives were formed to manage broadband infrastructure. Fiber-optic connections were installed in each school, linked to Community Broadband Nodes. Digital platforms like SmartShule supported e-learning and school administration. Over 40 technicians and educators received training in digital literacy and system maintenance.

The model combines advanced technology with local governance. Fiber infrastructure provides reliable, high-speed internet. Community Broadband Nodes offer cost-effective, shared connectivity. Digital platforms, such as SmartShule, address local educational needs. Cooperatives manage the system to ensure sustainability. This approach aligns with Giga affordability and scalability principles, which will be adapted to the local socio-economic context. The model strikes a balance between technological innovation and community empowerment.

Kijiji Yeetu is transformed in primary education in Ugunja.
· Over 6,000 pupils access to digital learning resources
·16 schools deployed with Fibre-wired connectivity.
· All primary schools have a local Broadband Nodes
· 40 trained net wardens maintain infrastructure locally.

Bitcoin-Powered WiFi Connectivity and Digital Renaissance in Ugunja

Ugunja, Siaya County, Kenya, will become a trailblazer in rural digital inclusion. Kijiji Yeetu Africa Network will build a community-owned, Bitcoin-powered mesh Wi-Fi network based on the TollGate connectivity model. 70% of households lack reliable internet, and daily data costs can range from KES 50 to KES 100; this initiative will provide Wi-Fi access and Bitcoin micropayments. Blink and Tando, two Lightning Network applications, will simplify payments, keep prices stable, and enable seamless transactions for local goods, school fees, and small businesses.

Connectivity is just the beginning of . A solar-powered digital hub connected through satellite-enabled Starlink to connect and train over 10,000 residents, 50% youth and women, in digital literacy, blockchain, and open-source AI tools. Locals will use AI to forecast crops, automate bookkeeping, create content in local languages, and unlock entrepreneurship through digital transformation platforms.

Our grassroots bottom-up approach fosters a circular economy for underserved communities, including local traders who will accept crypto payments, net wardens earning income by reselling Wi-Fi, and communities scaling infrastructure to neighboring towns. Compared to mobile money, transaction costs will drop by up to 90%. Ugunja will become a decentralized innovation zone. Supported by grants, partnerships, and reinvested Wi-Fi revenue, the model is replicable and resilient. Most homes in Ugunja will have internet access by 2027, and thousands of AI tools will be accessed locally.

This isn’t just about technology; it is about reimagining the rural economy, empowering communities as digital architects of their future.
