VACANCY ANNOUNCEMENT – DIRECTOR GENERAL
The Public Benefit Organizations Regulatory Authority (PBORA) is a State Corporation established under Section 34 of the Public Benefit Organizations (PBO) Act, 2013 (commenced on 14th May 2024) that repealed the Non-Governmental Organizations Coordination Act, 1990. The Authority is responsible for registering, coordinating, facilitating, and regulating charitable organizations in Kenya as outlined under Section 42 (1) of the Act.
The Authority invites applications from interested dynamic, innovative, transformative, suitably qualified, and competent individuals with demonstrable passion and experience in the charitable sector to fill the following vacant position: Job Title Director General

Terms Five (5) years contract renewable subject to satisfactory performanceJob Purpose
The Director General/Chief Executive Officer of PBORA will be responsible to the Board for overall planning, directing,
controlling and coordinating the Authority’s activities.
Functions
The Director General is responsible for following functions:
i. Be the Accounting officer of the Authority;
ii. Be the chief executive officer of the Authority responsible for the day to day management and operations of the
Authority and shall have control over all personnel and other activities of the Authority;
iii. Carrying out the day to day business of the Authority;
iv. Develop and recommending to the Authority the long term strategy, business plans, and annual operating budgets; and establishing proper internal monitoring and control systems and procedures;
v. Coordination and preparation of business related proposals, reports and other submissions for consideration by
the Board;
vi. Facilitate effective communication between the management and the Board and also between different levels
of management;
vii. Provide leadership and policy direction;
viii. Attend to personnel matters including organizational structures, appointments, welfare, training, industrial relations, separation and effective management succession plans;
ix. Ensure continuous improvements in the quality and value of services and products provided by PBORA;
x. Ensure continuous achievements of the Corporation’s financial and operating goals and objectives;
xi. Oversee and ensure implementation of corporate policies and programmes;
xii. Maintain a conducive work environment for attracting, retaining, and motivating employees;
xiii. Foster a corporate culture that promotes ethical practices and good corporate citizenship;
xiv. Ensure compliance with the laws of the country in management of PBOs.
xv. Arrange the business of the meetings, keep records of the proceedings of the Board and perform other duties
as the Board may direct;
xvi. Provide advice on legal and corporate matters to the Board through interpretation and writing legal opinions;
xvii. Provide secretariat services to the Board;
xviii. Develop and review relevant regulatory Legal framework for the better implementation of the Authority’s mandate;
xix. Coordinate and ensure representation of the Authority in courts or other judicial authorities;
xx. Draft and review Leases, Contracts, Licensing Frameworks, Service Level Agreements, Memorandum of Understanding, leases and other legal documents to ensure compliance to statutory requirements and the Authority’s
policies;
xxi. Liaise with the Attorney General, law enforcement agencies and stakeholders on all legal matters;
xxii. Ensure that Legal Audit Compliance is carried out to confirm compliance with relevant statutory requirements;
xxiii. Oversee implementation of Mwongozo, Code of Conduct at the Authority; and
xxiv. Formulate, draft, and facilitate the gazettement of Rules, Regulations, and Directives issued by or on behalf of
the Authority.
Recognized qualifications
i. A minimum period of twelve (12) years of relevant work experience, five (5) years of which must be in Senior
Management;
ii. Bachelor’s degree in Business Administration, Social sciences, or Business related field from a recognized institution;
iii. Master’s degree in Business Administration, Social sciences, or Business related disciplines from a recognized
institution;
iv. Professional qualification and membership to a professional body where applicable;
v. Leadership course lasting not less than Six (6) weeks from a recognized institution;
vi. Proficiency in computer applications;
vii. Have knowledge and a clear understanding of the Creative economy;
viii. Demonstrate a clear understanding of local, national, and international conventions; and treaties governing
creative economy;
ix. Fulfill the requirements of Chapter Six of the Constitution; and
x. Any other key skills and competencies.
