KAS Rule of Law Program for Anglophone Sub-Saharan Africa Our mandate is to support the countries in Sub-Saharan Africa in the promotion of the Rule of Law and the combat of corruption.

Freedom, justice and solidarity are the basic principles underlying the work of the Konrad-Adenauer-Stiftung (KAS). The KAS is a political foundation, closely associated with the Christian Democratic Union of Germany (CDU). As co-founder of the CDU and the first Chancellor of the Federal Republic of Germany, Konrad Adenauer (1876-1967) united Christian-social, conservative and liberal traditions.

His name is synonymous with the democratic reconstruction of Germany, the firm alignment of foreign policy with the trans-Atlantic community of values, the vision of a unified Europe and an orientation towards the social market economy. His intellectual heritage continues to serve both as our aim as well as our obligation today. In our European and international cooperation efforts we work for people to be able to live self-determined lives in freedom and dignity. We make a contribution underpinned by values to helping Germany meet its growing responsibilities throughout the world. The objective of the Rule of Law Program for Sub-Saharan Africa is to contribute to the development and strengthening of effective legal and judicial systems which conform to the requirements of rule of law and can support the same. Since November 2019, the Program covers exclusively Anglophone countries in the Sub-Sahara region with another Program based in Dakar, Senegal covering the Francophone countries, Owing to the breadth of the subject that is the "Rule of Law", and in order to be effective, the program shall in the short and medium terms focus on the "Independence of the Judiciary", "Constitutionalism", "Human Rights", "Democracy" and "Regional Integration" which we deem are essential for political stability, economic development and social cohesion. The rule of law can only thrive where there is a strong, impartial and independent judiciary, for only such a judiciary can guarantee and enforce citizens' rights and liberties. In this regard, the program shall address pertinent issues concerning the independence of the judiciary in the region such as the appointment and removal criteria of judicial officers, judicial administrative policies and the fiscal autonomy of the judiciaries.

Following the AKMCC Finals hosted by the Court of Appeal, our Director Dr. Stefanie Rothenberger and KAS Policy Advisor Dr. Susanne Conrad from KAS headquarters in Berlin paid a courtesy call on the President of the Court of Appeal, Hon. Justice Daniel Musinga. The AKMCC, which we co-supported, offered a powerful platform for sharpening advocacy skills and passing on practical, courtroom-tested insights to the next generation of lawyers.

During the meeting, Dr. Rothenberger presented the Program's publication, Judicial Financial Independence, and had fruitful exchanges with the Judge President on advancing judicial autonomy and institutional resilience. The engagement also underscored a central pillar of the legal profession, namely, mentorship. We commend the Court of Appeal for its steadfast leadership in guiding emerging advocates and strengthening the foundations of the rule of law.

Earlier this month, we were honoured to once again partner with the University School of Law in hosting the 14th Edition of the All Kenyan Moot Court Competition. This year’s edition brought together exceptional young legal minds who demonstrated outstanding oral advocacy and rigorous research, showcasing the true spirit and growing depth of mooting in Kenya.

We were privileged to have the former Chief Justice, Dr. W***y Mutunga as the guest of honour, whose keynote address provided rich insights and inspiration to all participants.

The competition culminated in a memorable final at the Supreme Court of Kenya, where Strathmore University School of Law emerged as the 2026 champions. We extend our congratulations to them for their remarkable achievement.

We also celebrate all the other participating teams for their commitment, resilience, and passion throughout the competition. Their hard work, whether in the courtroom rounds or the research category, continues to strengthen Kenya’s legal landscape.

Our sincere appreciation goes to the Kenya Judiciary , in particular, the Supreme Court and Court of Appeal for hosting the finals and providing distinguished judges, as well as to the dedicated Steering Committee whose tireless coordination made this year’s competition seamless and impactful.

As the month of March comes to an end, we take a look back on our Seminar on Prosecuting International Crimes in Kigali.
Participants visited the Kigali Genocide Memorial, a powerful space of remembrance that grounded discussions on international criminal justice in the lived realities and human consequences of mass atrocities. The visit served as a reminder that the prosecution of international crimes extends beyond legal doctrine, reflecting a collective commitment to accountability, dignity, and the prevention of future violence.
The seminar concluded with a closing ceremony where participants were awarded certificates by the Chief Prosecutor (UNIRMCT) Dr. Serge Brammertz and our Director, Dr. Stefanie Rothenberger, in recognition of their dedication and active engagement. We are grateful to our facilitators from the United Nations International Residual Mechanism for Criminal Tribunals. The programme strengthened technical expertise, fostered regional cooperation, and encouraged the continued exchange of prosecutorial practice across borders.
As we look back, we remain encouraged by the shared resolve demonstrated throughout the seminar and by the growing network of practitioners committed to strengthening the rule of law within their jurisdictions

Greetings from cool, temperate, and sunny Kigali!

Today, we have kicked off our Seminar on Prosecuting International Crimes, bringing together 24 prosecutors from across Rwanda, Kenya, Tanzania, Uganda, and South Sudan.

Over the next few days, participants will examine the technical aspects of prosecuting international crimes. Discussions will focus on the legal elements of these offences, investigative strategies, and courtroom advocacy skills. The sessions are guided by facilitators from the United Nations International Residual Mechanism for Criminal Tribunals (IRMCT).

We extend our sincere appreciation to UN Under-Secretary-General and Chief Prosecutor Dr. Serge Brammertz, UN Prosecutors Laurel Baig and Rupert Elderkin, and the Rwanda National Public Prosecution Authority, represented at the opening ceremony by Deputy Prosecutor General, Mr. Bonaventure Ruberwa.

As dialogue unfolds, we are honoured to convene such rich, cross-border expertise in pursuit of one shared goal: strengthening the capacity of prosecutors to effectively address international crimes within their jurisdictions.

From 10th to 14th November, the KAS Rule of Law Program for Sub-Saharan Africa, together with their Director, Dr. Stefanie Rothenberger, joined Strathmore Law School in Narok for the Strathmore Legal Aid Caravan, a week that was genuinely impactful. This is the second year we've supported the caravan, after joining the team in Isiolo last year, and it was inspiring to see the momentum continue to grow.
Across nine venues in Narok East and West, communities gathered to learn, question, and engage with the law in ways that matter. One of the most powerful moments was sharing our film, Journey to Justice. Watching the community members connect the rights they were learning with real cases and lived experiences created conversations we will carry with us for a long time.
It was also wonderful to take our Sunshine Cinema sun box on tour once again, as part of this year's caravan.
We are deeply grateful to the Strathmore Law Clinic students, faculty members and advocates, who brought their energy and expertise throughout the week. A heartfelt thank you to Dr. Jane Wathuta, Dean of Strathmore Law School , for her unwavering support, and for nurturing a partnership that continues to grow with purpose and impact.

The 14th World Conference of the International Association of Refugee and Migrant Judges is officially underway!
We are honoured to support this global forum, bringing together judges, scholars, and practitioners dedicated to strengthening the rule of law in advancing fair, humane systems for refugees and migrants.

In her opening address, our Director, Dr. Stefanie Rothenberger, emphasized that sustainable solutions must be rooted not only in justice, but also in collective global political will, ensuring respect for human dignity, access to justice, and due process for every individual seeking protection. She also reflected on Germany’s own experiences as one of the major recipient countries of refugees, offering valuable perspectives for comparative learning.

Throughout the week, participants will share insights, examine emerging trends, and explore innovative approaches to improving asylum and migration systems worldwide.

The Continuous Judicial Education Training on Anti-Corruption and Asset Recovery is underway in Mombasa.

In collaboration with Kenya Judiciary Academy, UNODC - United Nations Office on Drugs and Crime, and the Assets Recovery Agency, we have brought together judges, magistrates and judicial staff from across Kenya to deepen their knowledge and strengthen practical approaches in combatting financial crime.

We are also honoured to host Hon. Justice Prof. Redson Kapindu, Judge-in-Charge of the High Court of Malawi (Financial Crimes Division) and Hon. Lady Justice Jane Okuo Kajuga, Acting Principal Judge of the High Court of Uganda, who will be sharing perspectives on judicial cooperation and progressive jurisprudence.

The training also features facilitators from the Ethics and Anti-corruption Commission, Financial Reporting Centre, ODPP and other key law enforcement agencies, ensuring that the Judiciary benefits from a wide range of expertise spanning investigation, prosecution, and adjudication.

This ongoing dialogue reflects our shared commitment to strengthening institutions and enhancing regional collaboration in the fight against corruption and asset recovery in furtherance of the rule of law.

We are seeking for qualified consultants to conduct a Baseline Study on the Implementation of Decisions of Africa’s Regional and Continental Human Rights Institutions (EACJ, AfCHPR, ECOWAS CCJ).
The study will assess compliance trends between 2018–2024, generate comparative data, and provide actionable recommendations to strengthen accountability and the rule of law across the continent.
