Have-Nots in the Annuities Space

Ask a simple question: when we price an annuity in East Africa, whose lives are we actually pricing?

Issue #06 of Actuary East Africa carries a candid walk through the pricing model from the inside. The KE 2001–2003 and KE 2007–2010 assured lives tables are real achievements — built, peer-reviewed by TASK, and approved by the IRA. But they are assured life tables, built from life assurance experience, where policyholders die earlier than expected. For annuity pricing, the profession has leant on the UK a(90) and on South African bases like SAIML98 and SAIFL98.

The methodology is sound. The transformation is Kenyan. The underlying basis is still borrowed.

The bottleneck is not effort. It is data.

Ian Duncan is joining us in Mombasa this coming September 👏.
He is the 78th Society of Actuaries President Elect and Vice Chair and an Adjunct Professor of Actuarial Statistics at the University of California, Santa Barbara. He has founded or co-founded five companies, most recently Santa Barbara Actuaries Inc., which merged with Arbital Health in 2023.

His career has focused on advancing actuarial applications in health care, particularly predictive modelling and health risk adjustment. He helped define the frameworks that let providers, payers and Accountable Care Organizations measure risk, predict outcomes and build financially sustainable value-based models. Pearl Health named him one of the Top 50 Value-Based Care Thinkers of 2026.

He is a fellow of multiple actuarial societies, a member of the American Academy of Actuaries and a certified specialist in predictive analytics of the Casualty Actuarial Society. He has authored more than 70 peer-reviewed papers and several books, including Healthcare Risk Adjustment and Predictive Modelling. He holds a PhD in Actuarial Statistics from Heriot Watt University, Edinburgh, and a graduate degree in economics from Balliol College, Oxford.

He will be at the 11th TASK Annual Actuarial Convention .

Notice of the Annual General Meeting & Constitutional Vote

The Actuarial Society of Kenya will hold its Annual General Meeting virtually on Monday, 31 August 2026 at 3:00 PM EAT.

On the agenda: the Chairperson's Report, the audited financial statements, appointment of auditors, and the voting results and adoption of the revised TASK Constitution.

Voting on the proposed revised Constitution takes place electronically ahead of the meeting — opening Monday, 24 August and closing Friday, 28 August 2026. All members are eligible to vote. Voting instructions will be shared separately through official TASK communication channels.

This is a governance milestone for the Society. Members are encouraged to attend and participate.
