ACHVO-K WELCOMES PROPOSED KES 3.2 BILLION ALLOCATION FOR COMMUNITY HEALTH PROMOTER STIPENDS AND KES 396 MILLION FOR MEDICAL INSURANCE

Nairobi, Kenya – 12 June 2026

The Advocates for Community Health Volunteers - Kenya (ACHVO-K) warmly welcomes the announcement by the Cabinet Secretary for the National Treasury and Economic Planning, Hon. John Mbadi, proposing an allocation of KES 3.2 billion for Community Health Promoter (CHP) stipends and KES 396 million for medical insurance coverage for CHPs in the 2026/2027 national budget.

This proposal represents a significant milestone in the ongoing journey towards the recognition, protection, and support of Community Health Promoters who form the backbone of Kenya's primary healthcare system. For decades, CHPs have served communities with dedication and commitment, often under challenging conditions and with limited resources.

The proposed allocation signals growing recognition by the Government of Kenya of the critical role played by CHPs in advancing Universal Health Coverage, disease prevention, health promotion, maternal and child health, community surveillance, and emergency response at the grassroots level.

ACHVO-K commends the National Treasury, the Ministry of Health, Parliament, county governments, development partners, and all stakeholders who have continued to champion investments in community health.

While we celebrate this positive development, we respectfully call for:

1. Protection of the proposed allocation during the parliamentary budget approval process.
2. Timely and transparent disbursement of stipend funds to ensure CHPs receive the intended benefits without delays.
3. Clear implementation guidelines detailing how the stipend and medical insurance funds will be administered.
4. Meaningful engagement of CHP representatives and associations in the design, implementation, and monitoring of these interventions.
5. Sustained investments in community health systems, including training, supervision, equipment, supplies, digital tools, and professional development opportunities for CHPs.

We further urge the national and county governments to continue strengthening the legal and policy framework governing Community Health Promoters to ensure long-term sustainability, professional recognition, and equitable treatment of all CHPs across the country.

As the national voice of Community Health Promoters and their advocates, ACHVO-K remains committed to working collaboratively with government, Parliament, county governments, development partners, civil society, and communities to ensure that investments in community health translate into improved health outcomes for all Kenyans.

Today’s announcement is not merely a budgetary allocation; it is an investment in healthier families, stronger communities, and a more resilient healthcare system.

Community Health Promoters deliver health where it matters most — in the community. Investing in them is investing in Kenya’s future.

📢 Study Engagement Successfully Concluded!

We are pleased to share that the interviews and consultations on the formation and strengthening of a National Association for Community Health Workers have successfully come to an end.

Community Health Promoter (CHP) leaders from Lamu, Nairobi, and Migori Counties proudly represented our national association for CHPs in Kenya and contributed valuable insights to this important study. Their voices, experiences, and perspectives will help shape discussions on the future of community health workforce representation, leadership, and advocacy.

We extend our sincere appreciation to the Community Health Impact Coalition (CHIC) for the partnership, trust, and opportunity to participate in this important initiative. We are honored to contribute to efforts aimed at strengthening community health systems and amplifying the voices of Community Health Promoters and Community Health Workers across Kenya.

Special thanks to all the CHP leaders, county representatives, and stakeholders like Lwala Community Alliance, Division of Community Health, Community Health Services & Development Officers Association, The Ministry of Health who dedicated their time and shared their experiences throughout the study process. Your contributions are invaluable and will help inform future strategies for building a stronger, more united community health movement.

Theme: Community MPDSR (Maternal & Perinatal Death Surveillance and Response)
Today’s CHP Assembly brought together over 600 Community Health Promoters in a powerful and insightful session focused on strengthening community-level MPDSR systems.

Key highlights included:
Strengthening coordination of MPDSR committees

Timely maternal/perinatal death notification within 24 hours
Conducting audits within 14 days and reporting through KHIS
Emphasis on cultural sensitivity during reviews

Role of CHAs in verbal autopsy and community feedback for action
Ongoing digitization through eCHIS to enhance efficiency and accountability
Upcoming MPDSR training and module improvements

We also witnessed a live eCHIS demonstration, marking a significant step towards digitized community health systems.
