Participation of CHESOA Officials in the Validation Meeting on the Community Health Personnel Scope of Practice
Officials from the Community Health Services and Development Officers Association (CHESOA) actively participated in the validation meeting for the proposed Scope of Practice for Community Health Personnel, held at the Mövenpick Hotel, Westlands, Nairobi. The meeting brought together key stakeholders involved in the regulation, training, and implementation of community health services in Kenya, with strong technical and logistical support from the Kenya Health Professional Oversight Authority (KHPOA), the World Health Organization (WHO), and Ideal Health Organization.
During the validation process, CHESOA officials provided critical professional input grounded in field experience and practice realities at community, sub-county, and county levels. Their contribution focused on ensuring that the defined scopes of practice for Community Health Officers (CHOs), Assistant Community Health Officers (ACHOs), and Community Health Assistants (CHAs) are practical, implementable, and aligned with Kenya’s Community Health Policy (2020–2030), the Primary Health Care Act No. 13 of 2023, and the Universal Health Coverage agenda. Particular emphasis was placed on clarity of roles across qualification levels, supervision structures, leadership responsibilities, and integration of community health within Primary Care Networks, as articulated in the draft scope of practice document
CHESOA’s engagement also reinforced the importance of professional identity, career progression, and regulatory protection for community health personnel. Through collaboration with KHPOA, WHO, and Ideal Health Organization, the association advocated for standardized competencies in areas such as community-based household assessment, Event Based surveillance, emergency preparedness, health promotion, data management including eCHIS use, and ethical practice. The validation meeting therefore marked a significant milestone in strengthening governance, accountability, and quality of community health services, while affirming CHESOA’s role as a key professional voice in shaping policies that guide community health practice in Kenya
