iCountyKe is a three-part innovation that establishes a two-way communication channel between the citizen and county officials. The officials: Governor, Commissioner, Information Officers and their appointees – all have the iCountyKe android app through which they can receive and respond to any information requests or feedback from the citizens. The app aggregates messages sent through SMS, facebo
ok and twitter and gives the officials a simple interface to respond and track the messages. Secondly, the innovation establishes incentive structures that sustain the responsiveness of especially the county officials. Among these are: oversight capabilities for the senior officials - daily, weekly and monthly request/response summaries are availed to chief officers. Also, transparent official ratings are published on the iCountyKe website. Thirdly, iCountyKe enlists the governors and county businesses to publicize and make pervasive the county the SMS line, facebook and twitter accounts. iCountyKe is a simple, easily replicable idea which makes everyone's voice count. Transparent citizen engagement unleashes the creativity of an unreached populace, brings diverse people together and grounds its leadership.
