STRONG WATER GOVERNANCE BEGINS WITH STRONG FINANCIAL MANAGEMENT SYSTEMS.
KeNAWRUA and Water Resources Authority are conducting a targeted financial management training for Water Resources Users Associations (WRUAs) Treasurers, designed to strengthen their capacity to manage resources with transparency, accountability, and compliance.
The training focuses on equipping WRUAs with practical knowledge of financial management structures, systems, audits, and compliance with statutory obligations, including tax compliance and filing returns as required under the Societies Act. These are not just regulatory requirement, they are the backbone of credible and sustainable community organizations.
Importantly, this initiative is also forward-looking. As the government prepares to roll out the Water Conservation Levy, WRUAs must be ready to meet the financial and governance standards required to access and manage these funds effectively. Building this capacity now ensures that WRUAs are not left behind when these opportunities become available.
Beyond public financing, the training is positioning WRUAs to become credible financial stewards capable of directly receiving donor funding and accounting for it transparently. For too long, many community organizations have had to rely on intermediaries due to weak financial systems. This must change. Strong WRUAs should be trusted partners, not passive beneficiaries. With strengthened systems, WRUAs can confidently manage funds, demonstrate impact, and attract investment for sustainable water resource management.
