🚨 FELICIEN NEEDS HELP: A YEAR OF LIVING WITH THE CONSEQUENCES OF A SHOOTING

Felicien is a refugee living in Nairobi Kenya. He survived a serious gunshot injury, but surviving the shooting was only the beginning of his struggle.

On 11 March 2025, Felicien was reportedly caught in a shooting incident near Upper Hill, Nairobi, while a police guard stationed at Equity Bank Kenya reportedly fired a firearm to disperse a crowd. Felicien was not even near the crowd, but he sustained serious injuries and was rushed to Kenya National Hospital, where he underwent emergency surgery.

His medical records document a gunshot wound, right hemidiaphragm laceration and hemoperitoneum. His treatment reportedly cost more than KES 500,000 ( Thanks to Social Health Authority for covering more than 80%)

But today, Felicien is still living with the consequences.

The injuries have affected his ability to work and return to the livelihood activities he depended on. He continues to require medical follow-up and support. The financial burden has also placed him in an increasingly vulnerable situation.

What makes this case even more concerning is that, according to the case records, Felicien has spent approximately a year seeking assistance, accountability and protection without receiving a satisfactory resolution.

He has approached relevant institutions and sought assistance through refugee protection and legal channels. His case has reportedly been referred between institutions, while his medical, livelihood and protection needs remain unresolved.

This cannot simply become another case file that moves from one office to another.

Felicien needs a coordinated response that addresses:

🏥 His continuing medical needs and access to treatment
🛡️ His protection and safety concerns
⚖️ Accountability and investigation into the shooting incident
💼 His loss of livelihood and economic vulnerability
📄 A clear and coordinated institutional response to his case

L’Afrikana is raising Felicien’s case because a refugee who survives a serious injury should not have to spend another year fighting alone for medical care, protection and justice.

We are calling on UNHCR KENYA, Department of Refugee Services - DRS, Kenya, UNHCR, the UN Refugee Agency relevant government authorities, humanitarian and protection actors, legal organizations, human rights organizations, and other partners to urgently look into Felicien’s situation and work toward a coordinated solution.

We also appeal to organizations providing medical assistance, legal aid, protection services and livelihood support to come forward.

Felicien needs more than a referral. He needs a response.

We were proud to see the story of Mbaruku, a talented tailor and refugee from Fizi, South Kivu, featured by the International Labour Organization (ILO) in Recognition of my skills brought me new hope for the future.

The story rightly highlights the importance of Recognition of Prior Learning (RPL) and how recognizing refugees’ skills can open new opportunities.

But there is another important part of Celestine’s journey that deserves to be told.

Celestine was one of L’Afrikana’s long-serving staff members until late 2024.

Long before his skills received formal recognition, L’Afrikana saw those skills. We gave him a platform to use his expertise, contribute to our programmes, and share his knowledge with refugee and host communities.

Celestine was not simply a beneficiary. He was a colleague, trainer, contributor, and part of the L’Afrikana family.

His journey shows why refugee-led organizations matter. Refugees bring skills, experience, knowledge and leadership that can remain invisible because of displacement, interrupted careers and loss of documentation.

The RPL process helped turn skills Celestine had carried for years into formally recognized competencies. That recognition matters. But so does the environment that allows people to develop and share those skills.

L’Afrikana was part of that journey.

We celebrate Celestine not only because his skills were eventually recognized, but because he used those skills to create opportunities for others.

Your skills were always there. Someone simply needed to create the space for them to be seen.

🇰🇪 A Message of Solidarity at Amani Social Education Centre

On Sunday, we were honoured to welcome Hon. Justice , Judge of the High Court of Kenya, together with a delegation of Judges and staff from the Employment and Labour Relations Court led by Principal Judge Hon. Justice Monica Mbaru, to Amani Social Education Centre (ASEC)—a refugee community-led school serving children from refugee and host communities.

The visit came at a difficult moment for many refugees and migrants following the recent events affecting communities across Kenya. The delegation came not only to listen, but to stand in solidarity, offer reassurance, and remind our communities that justice and protection remain accessible to everyone.

Justice Kizito shared a powerful message of hope and reassurance, reminding refugees and migrants that “they are protected by the courts.”

For the children, families, teachers and community leaders at Amani, this gesture carried a special meaning. A school is more than classrooms—it is a place where children should feel safe, protected and hopeful about their future.

We sincerely appreciate the for taking this important step to reach out directly to refugee communities and for demonstrating that solidarity, justice and humanity must remain at the heart of our shared society.

🚨 URGENT PROTECTION SHOULD NOT DEPEND ON WHO ANSWERS THE PHONE.

Yesterday, L’Afrikana responded to an urgent case at Kikuyu Police Station involving Nsagiye Appolinaire, a Burundian refugee, who was facing charges and had been unable to secure legal representation despite making multiple calls to organizations that provide legal assistance.

When someone is facing a legal crisis, every hour matters.

L’Afrikana stepped in to help secure police cash bail and worked with the relevant parties to encourage an amicable resolution. Yesterday, we reached an agreement that allowed the matter to move toward a peaceful resolution.

For us, this case represents a much bigger reality.

Too often, refugees and other vulnerable people know where to seek help but cannot find immediate legal assistance when they need it most. A phone call unanswered, a delayed referral, or the absence of someone who can accompany a person to a police station can turn a manageable situation into a serious protection crisis.

This is why L’Afrikana is launching the Urgent Protection Call Center & Rapid Legal Response Program.

We want to build a practical frontline mechanism where people facing urgent protection and legal concerns can call, receive immediate guidance, access referrals, and—where resources allow—receive rapid accompaniment and intervention.

We are not launching this because the need is theoretical. Yesterday showed us exactly why it is necessary.

But a rapid-response service requires people, transport, communication, legal expertise, partnerships and resources that are available when the emergency happens—not weeks later.

We are inviting lawyers, law firms, foundations, donors, businesses, humanitarian organizations and individuals to invest in this initiative.

🏆 When Talent Is Given a Chance, It Can Go Further Than Anyone Imagined.

We are proud to celebrate Diana and Kavira two young talents who travelled to Dar es Salaam, Tanzania, to participate in the Africa Awards and returned with remarkable recognition as winners.

A graduation is more than a certificate. It is the beginning of a new opportunity.

We are proud to celebrate 21 women and men who have successfully completed jewelry-making training conducted through a partnership between L’Afrikana, Baobab and Alight.

They have gained practical skills that can become a source of income, creativity, confidence, and self-reliance. Most importantly, they have now graduated with starting kits, giving them the tools to move from learning to putting their skills into practice.

This is what locally led development should look like: creating opportunities, building practical skills, and ensuring that people have the means to turn those skills into livelihoods.

For L’Afrikana, the graduation is not the end of the program. It is the beginning of a journey toward economic independence.

We believe that when people are given skills + opportunity + the right tools, talent can become income and income can become a pathway to a stronger future.

Why the New Talk To Talk Model Matters

The Talk To Talk Forum is evolving because the realities facing refugees and host communities cannot be addressed through one meeting or one annual event.

Our new model is designed to take the conversation closer to communities, creating continuous spaces where refugee-led organizations, host communities, government, UN agencies, donors, civil society, academia, and the private sector can listen, collaborate, and turn local ideas into practical solutions.

This approach matters because many of the organizations closest to communities are still struggling to access decision-makers, funding, partnerships, and platforms where their expertise can influence policy and programming. Talk To Talk can help close that gap.

Investing in Talk To Talk is therefore not simply investing in a forum. It is investing in the infrastructure of localization. It creates a pathway for grassroots knowledge to reach institutions, for funders to discover credible local solutions, and for partnerships to emerge around challenges that communities themselves have identified.

In 2024, L’Afrikana received a generous donation of educational DVDs from Education Saves Lives CancerAwareness , and they continue to make a meaningful difference in our community.

These DVDs cover a wide range of health topics, providing simple and engaging lessons that help families learn about health, well-being, and disease prevention.

One of the most inspiring outcomes has been the number of mothers who regularly visit the L’Afrikana office to borrow these DVDs. They take them home, watch them with their children, and use them as an opportunity to learn together. For many families who have limited access to educational resources or the internet, these DVDs have become a valuable source of knowledge and discussion.

Education is not only about what happens in a classroom. It also happens at home, where parents and children learn together and make informed decisions that improve their health and future.
