KIWANA raises concern over the illegal use of the Draft Nairobi Development Control Policy (2025) to approve high-density developments beyond existing legal limits.

Following the Court of Appeal Civil Appeal No. E160 of 2025 ruling, the 2021 Nairobi Development Control Policy remains the applicable framework for development control.

Despite this, approvals are being issued based on the 2025 draft, allowing developments to exceed the permitted 15-storey building height. The County has also failed to meet court-mandated timelines for proper zoning laws and public participation.

We call for accountability, transparency, and strict adherence to the law.

We invite you to a digital baraza to review and discuss the 2026 Nairobi County Fiscal Strategy Paper (CFSP) draft for the 2026/2027 financial year.

The meeting will focus in aligning county budget priorities with the needs of our Kileleshwa community, especially urban development, infrastructure, and service delivery.

This will inform a formal memorandum that will be submitted to the County.
