To ensure our local health infrastructure and budget allocations effectively serve all community members especially persons living with disabilities, a strategic Key Informant Interview ( ) was recently conducted at Kiganjo Health Center (Kiganjo Health Clinic) in Gatundu South.

The high-level session brought together key stakeholders dedicated to transparent and inclusive governance:-

Budget Facilitator, Kiongozi Rahab Kiranga alongside Kiambu Budget Champion, Dr. Kimani recently conducted a Key Informant Interview ( ) focused on healthcare accessibility for Persons with Disabilities ( ).

During this exercise, they held a high-level engagement with Kiambu County Government-Kenya's Health Director to highlight ground-level barriers, discuss physical facility accessibility and advocate for inclusive health budget allocations.

Facility Disability Assessment led by our Disability Champion, identified key accessibility gaps to ensure healthcare facilities are fully inclusive, safe and dignified for Persons with Disabilities ( ).

On September 30th, Budget Facilitator Kiongozi Rahab Kiranga hosted a vital Focus Group Discussion ( ) on Primary Health Care ( ) access for Persons with Disabilities ( ).

The session brought together Persons With Disability, Community Health Promoters (CHPs) and caregivers to uncover systemic barriers and budget gaps in local healthcare delivery.

Key Goals

1) Identify accessibility, cost and service gaps faced by PWDs at primary health facilities.

2) Elevate the voices of front-line promoters and caregivers supporting vulnerable families.

On 28th September 2026, our Matinyani Women Budget Cell in KITUI County proved that grassroots women are active drivers of national policy

Hosted by the Area Chief, the group analyzed, drafted and officially emailed their community memorandum on the Public Participation Bill directly to the Senate.

Why This Matters

▪️Grassroots women moved beyond discussion to submitting actionable policy feedback through official constitutional channels.

▪️Priorities from Matinyani Ward are now part of the Senate's official legislative record.

🏛️ PUBLIC PARTICIPATION BILL & COUNTY IMPACT
▪️➖➖➖➖➖➖➖➖➖➖▪️

Key updates shared by EMBU COUNTY ASSEMBLY's Director Legislative Procedures and Committee Services during our alignment session at Parkside KITUI County on the status of the Public Participation Bill and its impact on county action plans:-

1) Co-sponsored by Hon. Otiende Amollo and Hon. Samuel Chepkonga the bill passed the Assembly in August. Following its First Reading in the Senate and public submission deadline on Sept 28th, it now awaits its Second Reading.

2) Under Article 191, once passed, this national law will take precedence over existing county-level public participation bills and action plans.

3) County Assemblies will be designated as the 'Responsible Authority' to oversee and monitor public participation processes across their counties.

4) The law aims to end fragmented, disjointed civic engagement across counties, creating a uniform, accountable standard nationwide.
