Persons with Disabilities have renewed calls for greater inclusion in Kenya’s political, economic, and social spheres ahead of the 2027 General Election, unveiling a comprehensive Ten-Point Agenda aimed at advancing meaningful participation and representation in governance.

Speaking during the Persons with Disabilities Breakfast Forum in Nairobi, Joseph Atella, Executive Director of the Consortium of Disabled Persons Organizations in Kenya (CDPOK), noted that despite constitutional protections and years of advocacy, persons with disabilities continue to face significant barriers to participation in civic and political life.

He highlighted challenges such as inaccessible polling stations, limited availability of civic education materials in accessible formats, communication barriers, and persistent stigma and discrimination, all of which hinder the full and effective participation of persons with disabilities in democratic processes.

Earlier in the week, our Executive Director, Joseph Atela, participated in a high-level breakfast meeting on Governance and Inclusion for Persons with Disabilities convened by the Office of the Government Spokesperson and KAS.

The meeting brought together key stakeholders to discuss the disability movement's 2027 Ten-Point Political Agenda, including political representation, accessible elections, economic empowerment, inclusive education, and implementation of the Persons with Disabilities Act 2025.

He then led a Press Conference that sent out our message: disability inclusion is not charity; it is a constitutional right.

Yesterday, we had the honour of participating in a high-level breakfast meeting on Governance and Inclusion for Persons with Disabilities organized by the Office of the Government Spokesperson in partnership with Konrad Adenauer Stiftung (KAS) at KISE, Nairobi.
The engagement brought together key stakeholders including the CEO of the National Council for Persons with Disabilities (NCPWD) Dr. Michael Munene, representatives from the Office of the Registrar of Political Parties (ORPP), the Independent Electoral and Boundaries Commission (IEBC), leaders of the ruling political party, and representatives of the disability movement.
Our CEO led the presentation of a joint press statement outlining the disability community's 2027 Ten-Point Political Agenda. The statement served as an important scorecard on the government's progress in advancing disability inclusion over the past three and a half years while also setting clear priorities for the future.
Among the key issues raised were the full implementation of Articles 27, 54, 99 and 100 of the Constitution, implementation of the Persons with Disabilities Act 2025 and the National Disability Policy, improved political representation of persons with disabilities, accessible electoral processes, economic empowerment, inclusive education, access to assistive technologies, and stronger measures to combat stigma and discrimination.
We also called for increased representation of persons with disabilities in leadership positions, improved employment opportunities, reinstatement of the IEBC Disability Inclusion Committee, enhanced support for disability sports, and meaningful participation of persons with disabilities in national and county governance structures.
The message was clear: disability inclusion is not charity, it is a constitutional right, a matter of justice, dignity, and equal opportunity.

Safeguarding is everyone's responsibility.

During a community dialogue in Likuyani, participants discussed safeguarding and the importance of protecting persons with disabilities and other marginalized groups from harm, abuse, neglect, and exploitation.

A Community Health Promoter (CHP), who regularly handles safeguarding concerns in the community, used a role play to demonstrate how to identify risks, respond appropriately, and report concerns while upholding confidentiality and accountability.

Together, we can build safer and more inclusive communities for all.

Disability Etiquette Matters

Community members in Lugari and Likuyani explored the importance of disability etiquette during the Jumuisha community dialogues.

An inclusive society is one that respects the dignity of persons with disabilities and values them as equal members of the community.

Some key lessons included:
âś… Put the person first, not the disability
âś… Speak directly to the person, not their companion
âś… When communicating with a deaf person, face them, speak clearly, and use sign language interpretation where available
âś… Avoid stereotypes and assumptions about what persons with disabilities can or cannot do

Respectful communication creates welcoming communities where everyone can participate, belong, and thrive.

Building More Inclusive Public Services

Last week, CDPOK, in partnership with the National Council for Persons with Disabilities (NCPWD), trained Huduma Centre staff members on disability-inclusive service delivery in Kakamega County.

The session focused on disability rights, inclusive communication, accessibility, disability etiquette, and responsive service delivery for persons with disabilities.

Frontline public officers play a critical role in ensuring that persons with disabilities access government services with dignity, respect, and equality.

Together, we are strengthening accessible and inclusive public institutions where no one is left behind.

CDPOK was deeply honored to serve in the organizing committee and actively participate in the just concluded 3rd National Disability Dialogue Forum held at KICD, an extraordinary and marvelous national event that brought together key stakeholders, government leaders, Organizations of Persons with Disabilities (OPDs), and development partners to advance the disability inclusion agenda in Kenya.

We sincerely applaud the National Council for Persons with Disabilities (NCPWD) for successfully convening one of the greatest national disability forums in the country under the visionary and able leadership of CEO Dr. Michael Munene. His stewardship continues to inspire transformative progress in the disability sector.

A particularly remarkable highlight of the forum was when Dr. Michael Munene officially informed the nation about the existence and significance of the “Report on the Baseline Assessment of the Persons with Disabilities Act, 2025 by Public Institutions in Kenya.” This was a major milestone in promoting accountability, tracking implementation, and strengthening institutional compliance with the new legal framework for persons with disabilities.

We also extend our heartfelt gratitude to Hon. Joseph Motari, Principal Secretary for Social Security and Protection, for gracing the event as Chief Guest and reaffirming government commitment to the rights, dignity, and socio-economic empowerment of persons with disabilities.

Over the two-day conference, powerful discussions were held and far-reaching resolutions made on disability rights, policy implementation, accessibility, inclusive governance, and economic empowerment resolutions that will significantly shape the future of disability inclusion in Kenya.

As CDPOK, we remain steadfast in championing these resolutions and collaborating with all stakeholders to ensure the full realization of disability rights and that truly, no person with disability is left behind.

Safeguarding Matters – Protecting Our Communities

In Butere, Khwisero, and Matungu, Week 4 focused on safeguarding, protection from harm, and accountability; critical conversations for safer, more inclusive communities.

Key issues emerged, including abuse of persons with disabilities by caregivers, teachers, and even peers. All reported cases were immediately referred with support from community health promoters (CHPs).

Community leaders who attended the dialogue included chiefs, ward administrators, CHPs, and community elders, strengthening collective responsibility in prevention and response.

Through interactive sessions like Safe or Unsafe, participants built practical skills to identify risks, apply safeguarding principles, and know where to report concerns.

Together, we are building communities where safety, dignity, and accountability come first.
