As well the constitution capitalizes on the necessity of having credible leaders. While Parliament has been give the authority to hold the Executive accountable, MPs have been left to freely conduct their business without adherence to the minimum of moral and public integrity. The Kenyan vote has however been given powers to recall underperforming MPs which is a positive way forward in the Kenyan
political cycle. It is important for voters to have objective and transparent information to help them assess the performance of MPs individually and of Parliament in general. The data for the Scorecard will be objectively, transparently and accurately sourced from debates in plenary and committee sessions using the Hansard for the former and plenary and committee attendance registries. The data is broken down in the scorecard into the broad categories of performance data which is the basis for the MPs’ overall grade and relative standing and positional data which records the issues on which MPs focus and the positions they take. Performance data includes MPs’ attendance and participation in plenary and committee meetings including the influence they wield in parliamentary business. Positional data focuses on each MP in terms of topic and scope of items they contribute to and the position they take in relation to government or opposition sides. Each MP’s Scorecard contains their: Profile, Overall Grades, Disaggregated (between plenary and committee) scores-attendance, participation and influence, Political Positions, * Topic-percentage of contributions to national, regional, constituency and special interest issues. Other Aspiring Leaders will also be subjected the Leadership Scorecard based on the Profile, integrity, personal life, moral integrity and vision. • Public wealth declaration of their immediate family members and the sources thereof.
• No active corruption case in any court of law.
• Not have been mentioned adversely in any corruption reports such as the Auditor General's Report, Ndungu Land Report, Akiwumi Report, Anglo Leasing, Goldenberg, Maize and other scandals.
• Publicly denounce tribalism, violence, bribery and undue influence during elections.
• show track record of economic management in private/public service.
• Support Chapter 6 of our constitution and be willing to uphold it once in office through appoinments of only those who meet the threshhhold.
• Consider equitable distribution of opportunities for all Kenyans.
• Ready and willing to uphold the rule of law, willing to step down upon adverse mention of their names in any matter that compromises their integrity and moral authority to continue upholding such an office.
• Ackowledge servant leadership, denounce oppulence in public service and swear to uphold thrift spending of national and County resources.
• Sign an MOU with Kenyans accepting to pay taxes.
