Yesterday, HURIA's team went to Chifuduni village in Bongwe Gombato Ward, Kwale County. What we found should alarm every Kenyan who owns land, farms along a river, or has ever been told 'the meeting already happened.'

Here's what is happening on the ground:

๐Ÿ”ด A company is extracting sand along a 4-kilometre river stretch through community land with an estimated 60 - 80 lorries hauling sand every single day.

๐Ÿ”ด Land beacons were installed on privately titled land WITHOUT the knowledge, consent, or presence of landowners.

๐Ÿ”ด Three 'consultation' meetings were held but the majority of residents were never informed. Those who attended say their objections were ignored and the project declared accepted. Some were reportedly given KSh 200 at the door.

๐Ÿ”ด There is NO written agreement. NO compensation plan. NO benefit-sharing mechanism. Promises of schools and roads? Verbal. Unwritten. Unenforceable.

๐Ÿ”ด NEMA says an Environmental Impact Assessment was done. The community has NEVER seen it.

๐Ÿ”ด The river is widening. Flooding risk is rising. Roads are being destroyed. Mlungunipa Primary School sits nearby. 500 people are affected and nobody has been formally asked.

HURIA is now engaging the Chief, the Kwale County Government, NEMA, and WRMA to demand answers, and we will not stop until this community gets them.

Yesterday, HURIA paid a courtesy visit to the Clerk of the County Assembly of Mombasa and left with renewed energy for the work ahead.

The visit was more than a courtesy call. It was a reaffirmation of a partnership that has been quietly shaping how governance works for Mombasa residents for years.

Since signing a Memorandum of Understanding with the County Assembly's Committee on Justice and Legal Affairs in 2020, and a parallel agreement with the County Government of Mombasa.

We have helped draft legislation. We have built the capacity of Members of County Assemblies to exercise their oversight mandate. We have produced simplified versions of county laws so that ordinary residents, not just lawyers, can understand and engage with the policies that govern their lives. And we have run mobile legal aid clinics across Mombasa's wards, bringing access to justice to people who have never set foot in a courtroom.

During yesterday's visit, one item stood out: the revival of the Mombasa County Inspectorate Service Bill, a piece of legislation that HURIA has championed from the beginning. This Bill is about ensuring that the county officers who enforce local laws do so within a clear legal framework that protects citizens' rights.

And then there was the wow moment.

We toured the newly renovated committee rooms of the County Assembly, and they are genuinely impressive. Modern, purposeful, dignified. These are spaces that say: the work done here matters. Elected representatives deserve environments that enable them to do their jobs well. Mombasa County Assembly has delivered that, and it deserves recognition.

Effective governance starts with spaces that take governance seriously.

We leave yesterday's visit with one firm belief: the partnership between civil society and county institutions is not optional. It is the architecture through which community evidence becomes county policy.

We are proud to be part of that architecture in Mombasa and Kwale.

Today, April 1st 2026, HURIA was part of history as the Independent Electoral and Boundaries Commission(IEBC) launched the Enhanced Continuous Voter Registration (ECVR) for County, graced by His Excellency the Governor of Mombasa Abdulswamad Shariff Nassir, the Mombasa County Commissioner, Ministry of Interior and National Administration, elected leaders, civil society organisations, and all election stakeholders.

But here is the headline that should move every Kenyan:

In just TWO DAYS since the national launch, Independent Electoral and Boundaries Commission(IEBC) has registered over 4,000 NEW VOTERS.

Compare that to the 13,000 registered in the entire period since last year.

The people are ready. When you bring democracy to the doorstep, they show up.

What made today's Mombasa launch stand out for HURIA:

โœ… A dedicated "People with Special Interest" section, women, persons with disabilities, and youth seated with dignity and visible at the heart of the event
โœ… Persons with disabilities present and registering, the orange hand-cycles parked at the venue are not props; they belong to real voters claiming their right
โœ… Hundreds of women from across Mombasa's diverse communities filling the seats; this is what HURIA has advocated for in every election cycle

HURIA was proud to stand alongside the Independent Electoral and Boundaries Commission(IEBC) at the national launch of the Enhanced Continuous Voter Registration (ECVR) exercise right here in Shimoni, Lungalunga Sub-County, Kwale County.

The choice of Shimoni as a launch site is not coincidental; it is intentional. This is a community of fisherfolk, minority ethnic groups, and historically marginalized residents who have too often been left at the edges of Kenya's democratic processes. By bringing voter registration to their doorstep, IEBC is doing exactly what inclusive democracy demands.

HURIA has worked in Kwale County for over a decade, mobilizing Special Interest Groups, including women, youth, persons with disabilities, the elderly, and minority communities to claim their right to participate in electoral processes.

Today, we see that work reflected in a national policy decision.

Our Executive Director met with IEBC Mombasa and Kwale County Managers to reinforce our shared commitment: that no voter, regardless of geography, disability, age, or ethnicity, should be left behind.

The Mining (Amendment) Bill, 2025 (Senate Bills No. 22 of 2025) is before the Senate Standing Committee on Land, Environment and Natural Resources. The public participation window closes Friday, 27th March 2026 at 5:00 PM.

The Bill proposes a legal and administrative framework for the distribution of mineral royalties to county governments and local communities, and establishes community-led committees to monitor royalty-funded projects.

At HURIA, we are preparing a formal memorandum to the Senate on behalf of mining-affected communities along Kenya's Coast grounded in a decade of evidence-based research and advocacy in the extractive sector. But we need community voices to make this submission count.

Our question to professionals, CSOs, policymakers, and community advocates: Does the Mining (Amendment) Bill, 2025 go far enough to protect the rights of communities living on mineral-rich land, or does it risk creating governance structures that communities cannot meaningfully access or hold accountable?

HURIA's team visited the sand harvesting site operated by Vansh Mombasa Limited in Tsimba Golini, alongside the area assistant chief and village elders. Residents had raised concerns that valuable minerals might be leaving their land disguised as ordinary sand.

What we found was a site willing to open its doors and its laboratory for us to see the full operation firsthand. The sand is being transported to Mombasa port for backfilling the new EPZ area, and the site is providing jobs to local community members.

We left with a key recommendation: make community access to the site a regular, structured practice, not just a one-time visit. When communities can see for themselves, rumours die, and trust grows.

This is what HURIA does. For over a decade, we have walked into difficult spaces from sand quarries to parliamentary committees, carrying community voices and demanding accountability.
