Speaker Migori county assembly and Hon MCAs;
we are aware of tabling the Budget & appropriation committee report over OCOB 2022/2023 financial year.
The Graham lead committee is attempting to sanitise the OCOB report.
we want to remind Hon Graham lead committee as follows;
1. This report contains an actual of over kshs 35 Million put as MCAs sitting allowance in the second quarter (october-December 2022) whereas the MCAs were on recess and New MCAs were put into committees in mid October 2022.ebefore you sanitise this report account for MCAs sitting allowance in October- December 2022. Refund to MCAs their money.
2. This report contains 100% salary absorption as per budget yet the recesses reduces actual salary paid. How can you absorb 100% budget?.
3. These report contains county attorney quarterly altering figures from 5 Million back to 3 Million in an attempt to defraud the public over law reports budget line programme. How can you reduce an expenditure already declared?
4. This report contains the county government reducing Development budget by 76 Million and increasing operation and maintenance budget by 770 Million. This is illegal.
4. These report contains over payment on subscription to council of governors by over 2 Million, then later reduced by equivalent making the public wonder how you can reduce the already spent funds.
5. This report contains absorption of development of 54.8% and absorption of operations & maintenance over 87%, knowing very well that operations and maintenance support development. how can you spend 87% to support 54%.
There are so many issues in this report.
