HAMISI SUB COUNTY NATIONAL YOUTH COUNCIL
National Youth Council (NYC) was established pursuant to the Kenya National Youth Council Act, number 10 of 2009 to act as an advisory, research and policy institution on youth affairs in the country. The Council is a statutory organ primarily designed to be the official voice and negotiator for the youth of Kenya. The council is tasked with a number of f
unctions that are about bringing youth on board in playing an active role in county and national development as envisaged in the various tools of national development. The Vihiga County NYC Leadership is aware of various atrocities being committed on the County Youth. It is the NYC call that the County Youth remain United for a purposeful cause of ultimate prosperity. The NYCHamisi sub County shall continue engaging the County Government and various Leaders and stakeholders in finding a lasting solution to County Youth issues. The NYC Sub County remains Non-Partisan on the political bickering happening in the County. HOWEVER, The NYC Leadership shall NEVER be left behind in exercising its RESPONSIBILITY to correct misdeeds done against the Youth. THE NYC Hamisi Sub COUNTY shall offer alternative opinions in undertaking both County and sub county Youth Projects. THE YOUTH SHOULD CONSTANTLY DEMAND THE RIGHT OF INFORMATION ON THE BENEFITS THEY SHALL ACHIEVE IN BEING ENGAGED IN VARIOUS POLITICAL AND ECONOMIC UNDERTAKINGS. In meeting the NYC Mandate in the County and our sub county, the Hamisi sub County NYC Leadership remains guided by the NATIONAL YOUTH COUNCIL ACT 2009, SEC 4 which illustrates the FUNCTIONS OF THE COUNCIL. (K) Act as a voice and bridge to ensure that the government and other policy makers are kept informed of the views and aspirations of the youth;
The NYC Hamisi sub County is actively engaged in peaceful and amicable consultation and dialogue with the County Government. The NYC is working on a raft of resolutions passed by NYC delegates and Youth leaders to present to the County Government. Through, the Department of Education, Youth and Social Services, the County Government has issued an undertaking on solving the issues to be raised. (f)Liaise with other organizations to ensure that the youth gain access to resources and services;
The NYC Vihiga County has continuously engaged the County Government on promoting equal opportunities to the youth. Although the National 30% youth procurement opportunities Act was passed, the County Government is yet to be fully operationalizing the assertions therein. The County Government has tasked the Vihiga County NYC Leadership to establish a register of Youth Led Companies with a view of meeting the 30% tenders set for the Youth. There has been an ongoing allegation on Nepotism and inequality in employment opportunities. Through the establishment of a single youth resource information centre, the Young generations will be able to obtain timely, and thorough follow up on job opportunities. After a consultative engagement, on behalf of the County Government, the Chief Officer in the Department of Education, Youth and Social Services,was tasked to actualize the official office structures of the County NYC Leadership. (g)Promote relations between youth organizations and other bodies both nationally and internationally with similar objectives or interests;
The NYC is continuously working with various organizations with a similar goal in meeting prosperity among the County Youth. The NYC Hamisi sub County has engaged the County Mps and seeks to secure membership within the CONSTITUENCY UWEZO FUND COMMITTEES.As the voice of the Youth in the County, the Youth interests must be satisfactorily represented in these committees. NYC Hamisi sub County members are actively engaged in several constructive discussions. (h) Inspire and promote the spirit of unity, patriotism, volunteerism and service among the youth;
The NYC Hamisi sub County remains in the forefront in providing insightful information to establish a common cause for Unity. Notable of these is the agitation to the County Government to eradicate nepotism and inequality in job opportunities. Protecting the Image of Vihiga County and Kenya in General is a duty to all youth. The NYC Vihiga County has continuously engaged the Youth through the available platforms to promote Patriotism. Volunteerism and service among the youths is a paramount factor. In fostering this exemplary service, the NYC Hamisi sub County has been engaged on volunteer mission to represent the youth on various matters. (i) Formulate operational guidelines that protect the youth against any form of abuse and manipulation;
The NYC Hamisi sub County remains committed to offering workable guidelines to the County Youth. Although every youth is justified to his or her decision, a common stand exists to protect the young generation. NYC is engaging the County Government on finding a suitable solution to drugs, illiteracy and employment. It’s an NYC call to the County Youth to desist from being politically exploited for selfish interests. The NYC, Hamisi sub County, is currently working with various institutions and government agencies to empower the youth financially to avoid manipulation. (n) Promote the inclusion of youth in decision-making bodies, boards, agencies and other public institutions and organizations;
Through the NYC Vihiga County, the youth have engaged the county government to consider the young generation in appointments. So far, the County youth have managed to secure several senior appointments in the Government structures such as Sub-County Administrators and board members i.e., the social welfare board. The County government took an undertaking to ensure more appointments in upcoming institutional boards. (o) Promote and popularize the youth enterprise Development Fund and such other devolved funds targeting the youth as may be established from time to time;
The NYC Hamisi sub County has been on the forefront popularizing the Youth Fund, Uwezo Fund and County Youth Fund through various platforms. Despite these efforts, the county youth fund is yet to be actualized due to the missing legislative measures. It’s a wake-up call to the County Assembly to enact these bills so that the Youth could benefit. (e) Lobby for the legislation on issues affecting the youth;
The NYC Vihiga County, through various stakeholders has successfully lobbied the Vihiga County Assembly in the establishment of Youth, Women and persons with disability Committee. The full realization of this goal is in the final stage awaiting the full house to implement the new standing orders creating the committee. Through this Committee, legislative measures will be simplified through the youth representative in the County Assembly as the committee will strongly aid in an effective presentation of youth policies. The NYC Hamisi sub County remains hopeful that various Legislations needed to actualize various county government policies will be made. Regards,
