The Kwale Mining Alliance , joined the voices of Mrima, Kinondo, Denyenye, and Kinango in a successfully conducted site visit of the Base Titanium operations.

Our primary objective was to independently assess the progress and quality of land rehabilitation across the North, South, and Central Dunes, as well as the Tailings Storage Facility (TSF).
​We appreciate the candid and constructive engagement facilitated by Eng. Mwabwagizo and Mr. Micah Muema. This visit represents a crucial step in ensuring that environmental restoration is not just a corporate target, but a measurable, long-term reality for our communities.

Kwale Mining Alliance was honoured to observe the three-day public participation exercise conducted by Stonecrest Investments Limited, a mining company seeking to extract barytes in Sega Sub-Location, Lunga Lunga Sub-County.

The sensitization activities, carried out in collaboration with the State Department for Mining on July 8th, 9th and 10th, are intended to culminate in community consent for the investor to use local land for mining. However, such consent is only meaningful if accompanied by an independent Human Rights Due Diligence process. Free, Prior, and Informed Consent (FPIC) is not optional—it is a binding legal requirement under Kenya’s Mining Act (2016) and the UN Guiding Principles on Business and Human Rights.

Barytes are critical minerals that power industries ranging from oil drilling to medical imaging, radiation shielding, and advanced technologies. Yet without robust safeguards, mining risks deepening socio-economic vulnerability and excluding communities from the very benefits their land enables.

While the Alliance acknowledges the potential of mineral exploitation to drive development and improve livelihoods, we emphasize that true viability depends on securing a genuine social license to operate - not rushed approvals.

We therefore stand united in calling for transparency, accountability, and unwavering respect for human and environmental rights.

Advancing Climate Justice & Extractive Governance in Kwale ⚖️🌱

Kwale Mining Alliance was Honored to join the Environment and Land Court (ELC) 2026 Judges Conference at Swahili Beach, Kwale County.

This year’s theme, “The Green Bench: Advancing Climate Justice, Ecosystem Protection, Sustainable Extractives Management & Environmental Rule of Law in a Changing Planet,” sets a bold agenda for mining’s future.

The conference was officially opened by Chief Justice Martha K. Koome, with addresses from State Department for Mining PS Mr. Harry Kimtai and Kwale County Governor H.E. Fatuma Achani.

As a key stakeholder in Kwale’s mining landscape, our focus over the 3 days was on:
1. Mineral Justice & Equity: Balancing state, investor, and community interests for intergenerational benefit
2. Human Rights & ESG: Social license, gender, and rights in extractives
3. Legal Certainty: Clear mineral rights processes + ELC as an enabler of extractive justice
4. Sustainability: Green mining, climate compliance, and transparent benefit-sharing

We’re committed to turning these insights into practice. Together with the judiciary and policy leaders, we’re building an equitable, transparent, and sustainable extractives sector.

The Kwale Mining Alliance (KMA) successfully convened its Second Quarterly Feedback and Review Meeting. The forum, sponsored by Base Titanium Limited (BTL), brought together representatives from relevant government institutions, Mining entities, media and civil society organizations to review progress and strengthen collaboration in the extractive sector.

The forum provided an important platform for the KMA leadership to present key achievements, successes, challenges, and recommendations from the previous quarter while outlining strategic priorities for the coming quarters.

In the meeting, the four thematic working groups in KMA convened its members to review ongoing programmes, assign responsibilities, review quarterly work plans and reporting mechanisms to enhance implementation, reporting and accountability.

During the forum, Base Titanium presented reports on its comprehensive post-mining land-use restoration programmes and initiatives, highlighting the measures being implemented to rehabilitate mined land and restore it to productive and sustainable use for the benefit of local communities.

Participants also received updates on notable community achievements from the Mining affected communities of the Mrima Hill where there are plans on mining of Rare earth Elements and Denyenye where Bamburi Cement intends to mine ###, and Maumba area where Base Titanium has concluded its mining operations.

The Secretariat has urged the members to participate in the upcoming public participation forum on the Draft Mining (Mine Health, Safety and Environment) Regulations, 2026 and Draft Mining (Explosives) Regulations 2026 scheduled to take place at Vigurungani in Kinango Sub-County.

World Environment Day 2026

As we commemorate , Kwale Mining Alliance (KMA) convened Haki Ni Yetu grantees and key stakeholders for a dialogue on environmental sustainability, post-mining land use, and the governance of critical minerals.

The forum united representatives from NEMA, Base Titanium, the State Department for Mining, civil society, community leaders, and development partners to share experiences and strengthen collaboration across Kwale, Kilifi, and Mombasa counties for responsible resource governance.

Guided by the theme, "A global call to action, inspired by nature and the climate, for our future," participants emphasized the need to turn environmental commitments into concrete action through responsible mining practices and sustainable development.

Together, we reaffirm our shared responsibility to protect the environment and ensure that natural resources deliver lasting benefits for present and future generations.

Kwale Mining Alliance in partnership with Base Titanium proudly convened and participated in a multi-stakeholder forum on the Post-Mining Land Use Transition process in Kwale County.

The forum brought together key actors including Base Titanium, national and county government agencies, political leadership, mining-affected communities, media representatives, and technical experts. This engagement reaffirmed our collective responsibility to ensure that the post-mining transition is transparent, accountable, and community-centered.

Through expert presentations and structured dialogue, stakeholders examined critical aspects of land restoration and transition planning. As the Kwale Mining Alliance, we emphasized that communities are not mere beneficiaries of this process — they are rights-holders and primary stakeholders. Their active monitoring, oversight, and participation at every stage of land restoration remain fundamental to achieving sustainable and equitable outcomes.

We acknowledge the continued collaboration of Base Titanium and all partners who are walking this journey with us.

As an Alliance, we take ownership of advancing inclusive engagement platforms that translate dialogue into tangible, measurable results for the people of Kwale.

On January 17th, Kwale Mining Alliance conducted a half-day capacity-building training for Denyenye Community Human Rights Defenders. The training focused on the UN Guiding Principles on Business and Human Rights (UNGPs), the National Action Plan on BHR, and relevant legal and policy frameworks.

The training aimed at strengthening participants’ competencies in rights-based advocacy, community mobilization, and coordinated response mechanisms. Its overall objective was to contribute towards improved community level protection on human rights and responsible business engagement.

Kwale Mining Alliance in partnership with Grassroots Voices (Gravo) conducted a site visit to Base Titanium to monitor ongoing land restoration activities and assess the progress of key asset handover processes. The visit formed part of KMA’s continued engagement to ensure accountability and community-focused outcomes in the post-mining transition.

The engagement provided important insights that will inform KMA’s advocacy for inclusive post-mining land use and meaningful community participation in restoration and handover processes.

KMA appreciates the cooperation and openness demonstrated by Base Titanium staff, including the General Manager and the External Affairs team, whose engagement contributed to a constructive and informative visit.
