The change of guard in the political scene the proposed devolution which was going to empower the entire country is already taking a beating. The democratically elected governors are being forced to report to the politically appointed County commissioners contrary to what was proposed in the constitution. This may be just a tip of the iceberg as more change s are likely to be implemented against
the devolved structure,
This means that the "unitary government" will still be in charge of the budget for these counties and will determine the development of the same . We have witnessed in the past a lot of frustration from former regimes by failure to disburse county money for projects in "politically incorrect regions" as they reward their cronies and sycophants from the public kitty ,another reason is to not develop some certain areas intentionally so that people migrate to more developed parts of the country e.g Nairobi in order to make economic gains to particular communities in the region. Eg..Nairobi which close proximity to central province has been made the center of commerce and a lot of people have migrated to this -place over the years. As a result the real estate sector is lucrative and consequently the land owners make hefty gains from their properties. The transport sector makes billions every month as the population commutes. These guys seem to have realized that devolution will leave a big dent in their kin's pockets and therefore they will bring it down at all cost.
