Victory CHILD Empowerment (VCE), through the Community of Practice Africa and with support from Child's i Foundation, is documenting promising and emerging practices that help keep children in safe, loving families across the continent.
This important work, carried out on behalf of the Family First for Children without Parental Care Alliance (FAFICA), will culminate in a Promising Practices Book. The publication will:

✅ Showcase proven models that strengthen families and prevent unnecessary child separation.
✅ Inform and guide practitioners, policymakers, and partners across Africa.
✅ Advocate for care reform that ensures every child grows up in a safe, stable, and nurturing family.

Together, we are building evidence to inspire change and strengthen the movement for family-based care.

Victory CHILD Empowerment (VCE), with the support of Miracle Foundation, has successfully concluded a two-month Situational and Feasibility Assessment of Care Reform in Kenya, with a particular focus on Homa Bay County. The findings and recommendations were formally presented to Mr. Kiribwa, the County Children Coordinator, at the Department of Children Services offices in Homa Bay County.

This assessment marks a significant step toward strengthening the child protection system and advancing care reform in Kenya. By documenting promising practices and bridging research with practice, Victory CHILD Empowerment (VCE) remains committed to ensuring that children grow up in safe, nurturing, and supportive family-based environments.

The Court Users Committees (CUCs) play a crucial role as bridges between the Judiciary, government agencies, and communities in advancing Kenya’s Care Reform agenda. By making the justice system more child-sensitive, promoting family- and community-based care over institutionalization, ensuring timely resolution of cases, and holding duty bearers accountable, CUCs directly support the implementation of the Children Act, 2022 and the Care Reform Strategy (2022–2032). The closure of St. Peter's Orthodox Orphanage in Kisii County following allegations of defilement highlights the urgent need for care reform in Kenya.

This orphanage, which housed 16 children, was operating illegally and unregistered. Such cases highlight the importance of shifting away from institutional care and prioritizing family - and community-based care, as outlined in Kenya’s National Care Reform Strategy (2022–2032).

At Victory CHILD Empowerment, we believe no child should ever be placed in harm’s way. Children belong in safe, loving families, not in institutions.

We call on communities, caregivers, and leaders to foster vulnerable children and provide them with the protection and nurturing every child deserves.

Victory CHILD Empowerment (VCE) Engages in Planning for International Youth Week

As part of our unwavering commitment to promoting child and youth empowerment, care reform, and safe, nurturing communities, VCE was honored to be invited by the Kisii County Government to participate in a planning committee meeting ahead of International Youth Week, set to take place from August 7th to 13th.

The meeting brought together key stakeholders from across Kisii County, including the YOUNG Solidarity Foundation, who are passionate about the growth and development of young people. In alignment with our mission to ensure that every child and youth is heard, protected, and empowered, we contributed ideas and strategies aimed at making this year’s celebration inclusive, impactful, and centered on the real needs and aspirations of young people.

This collaboration reflects our vision of a society where all children and youth thrive in safe environments, free from harmful practices, and with access to meaningful opportunities for growth and leadership. We are proud to be part of this important initiative and look forward to a Youth Week that truly uplifts and inspires the next generation.
