Today, as Bunge Mashinani Initiative and Bunge Mashinani School of Governance, we joined citizens, civil society, faith leaders and policy actors at the Okoa Uchumi citizen townhall on the Finance Bill 2026 and Budget Estimates FY 2026/27 to reflect on what Kenya’s fiscal choices mean for ordinary citizens.

As conversations centered on taxation, public debt, rising living costs and government spending, one message stood out clearly: fiscal policy must work for the people.

The real challenge is not simply collecting more revenue, but ensuring fair taxation, transparent use of public resources and sustained delivery of quality public services in healthcare, education and social protection.

As citizens continue to demand accountability and equity, we must ask ourselves: are we building an economy where both the burdens and benefits are shared fairly? Because all sovereign power belongs to the people and public finance must reflect that.

Through our collaboration with Tisa Kenya and in the midst of the debate, one truth stood out from our Town Hall: too many Kenyans are being asked to debate a budget they have never seen.

With KSh 4.8 trillion proposed, yet only KSh 749.6 billion allocated to development while recurrent expenditure and debt consume the largest share, we must ask difficult but necessary questions, whose priorities does this budget truly serve?

From disability inclusion and youth empowerment to healthcare accountability and equitable public service delivery, our role as citizens and civil society is not only to critique, but to follow the money, demand transparency and engage constructively in shaping a budget that reflects our collective needs and future. A budget is not just numbers on paper; it is a reflection of our values, our choices and ultimately, our reality.

At Bunge Mashinani School of Governance , Our able lecturer Muchori John was making the students Understand the Public Finance Management cycle which reveals that budgeting is not just an annual event, but a structured, continuous process guided by strict timelines, accountability mechanisms and multiple institutional checks.

From the release of budget circulars in Q1, through sector hearings and policy formulation, to parliamentary approvals, implementation, and finally audit and evaluation, each phase is anchored on transparency, public participation, and fiscal discipline. Key institutions such as the National Treasury, Controller of Budget, Auditor-General, Parliament play distinct but interconnected roles in ensuring public resources are planned, spent, and reviewed responsibly.

A critical insight is that delays and weak compliance often disrupt the budget calendar, making continuous civic vigilance and citizen engagement essential to safeguarding accountability.

Importantly, the budget process is not gender neutral. Gender Responsive Budgeting ensures that public resources address the different needs of women, men, girls, and boys advancing equity, strengthening inclusion, and improving policy responsiveness, especially in sectors like health, education, livelihoods, and public services.

Ultimately, effective public finance management is not just about numbers it is about governance, equity, and accountability in action.
