URGENT INTERNATIONAL APPEAL FOR THE PROTECTION OF ETHIOPIAN REFUGEES AND ASYLUM SEEKERS IN EGYPT

On World Refugee Day, we join the global community in recognizing the courage and resilience of millions of people forced to flee war, persecution, violence, and human rights abuses. Yet, for thousands of Ethiopian refugees and asylum seekers in Egypt, this day is marked not by safety and protection, but by fear, uncertainty, detention, and the threat of deportation.
We respectfully appeal to the international community to take immediate action to address the worsening protection crisis facing Ethiopian refugees and asylum seekers in Egypt.
Reports received from refugees, community representatives, and refugee leaders indicate a deeply concerning pattern of human rights violations affecting vulnerable individuals seeking refuge and international protection.
Reported Human Rights Concerns
The Ethiopian refugee community has documented allegations including:
* Arbitrary arrest and detention of refugees and asylum seekers, including individuals holding valid UNHCR documentation and legal residency permits.
* Physical abuse, psychological intimidation, and degrading treatment in detention facilities.
* Lack of adequate access to food, healthcare, legal representation, interpreters, and communication with family members.
* Confiscation, destruction, or damage of refugee identity documents, asylum certificates, and residency permits.
* Family separation resulting from detention, deportation, and immigration enforcement measures.
* Coercion and pressure on refugees to sign documents facilitating their return to countries from which they fled persecution, conflict, or violence.
* Forced deportations and serious risks of refoulement, exposing returnees to persecution, arbitrary detention, torture, and other grave human rights violations.
International Legal Obligations
These reported violations raise serious concerns under international refugee and human rights law, including:
* The 1951 Convention Relating to the Status of Refugees
* The 1967 Protocol Relating to the Status of Refugees
* The Universal Declaration of Human Rights
* The International Covenant on Civil and Political Rights (ICCPR)
* The Convention Against Torture (CAT)
* The African Charter on Human and Peoplesโ Rights
At the heart of refugee protection is the principle of non-refoulement, which prohibits the return of any refugee or asylum seeker to a country where they may face persecution, torture, conflict, or threats to life and freedom.
Rights of Refugees
Under international law, refugees and asylum seekers are entitled to:
* Protection against refoulement.
* Protection from arbitrary detention and expulsion.
* Protection from punishment for illegal entry while seeking asylum.
* Access to employment opportunities.
* Access to housing, education, and healthcare.
* Access to humanitarian assistance and public services.
* Freedom of religion and belief.
* Access to courts and legal remedies.
* Freedom of movement.
* Access to identity and travel documentation.
Our Urgent Appeal
We respectfully call upon the international community to:
1. Urgently monitor and assess the situation of Ethiopian refugees and asylum seekers in Egypt.
2. Investigate allegations of arbitrary detention, abuse, coercion, and forced deportation.
3. Engage with Egyptian authorities to ensure full compliance with international refugee and human rights obligations.
4. Advocate for an immediate halt to deportations that may place refugees at risk of persecution, torture, or other serious harm.
5. Ensure access to legal protection, healthcare, humanitarian assistance, and family reunification services.
6. Strengthen international protection mechanisms for refugees and asylum seekers at risk.
7. Raise global awareness about the humanitarian challenges facing Ethiopian refugees in Egypt.
8. Deploy independent human rights observers to monitor detention facilities and deportation procedures.
A Call for Global Solidarity
World Refugee Day is a reminder that every refugee deserves dignity, safety, and protection. It is a day to reaffirm our collective commitment to those who have been forced to flee their homes in search of security and hope.
We call upon governments, international organizations, human rights institutions, civil society organizations, humanitarian agencies, and all defenders of human rights to stand in solidarity with Ethiopian refugees and asylum seekers in Egypt.
The lives, rights, and futures of vulnerable men, women, and children depend on urgent and meaningful international action.
