On World Refugee Day, we join the global community in recognizing the courage and resilience of millions of people forced to flee war, persecution, violence, and human rights abuses. Yet, for thousands of Ethiopian refugees and asylum seekers in Egypt, this day is marked not by safety and protection, but by fear, uncertainty, detention, and the threat of deportation.

We respectfully appeal to the international community to take immediate action to address the worsening protection crisis facing Ethiopian refugees and asylum seekers in Egypt.

Reports received from refugees, community representatives, and refugee leaders indicate a deeply concerning pattern of human rights violations affecting vulnerable individuals seeking refuge and international protection.

Reported Human Rights Concerns

The Ethiopian refugee community has documented allegations including:

* Arbitrary arrest and detention of refugees and asylum seekers, including individuals holding valid UNHCR documentation and legal residency permits.
* Physical abuse, psychological intimidation, and degrading treatment in detention facilities.
* Lack of adequate access to food, healthcare, legal representation, interpreters, and communication with family members.
* Confiscation, destruction, or damage of refugee identity documents, asylum certificates, and residency permits.
* Family separation resulting from detention, deportation, and immigration enforcement measures.
* Coercion and pressure on refugees to sign documents facilitating their return to countries from which they fled persecution, conflict, or violence.
* Forced deportations and serious risks of refoulement, exposing returnees to persecution, arbitrary detention, torture, and other grave human rights violations.

International Legal Obligations

These reported violations raise serious concerns under international refugee and human rights law, including:

At the heart of refugee protection is the principle of non-refoulement, which prohibits the return of any refugee or asylum seeker to a country where they may face persecution, torture, conflict, or threats to life and freedom.

Urgent Appeal Regarding the Detention, Mistreatment, Forced Repatriation, and Protection Crisis Facing Ethiopian Refugees and Asylum Seekers in Egypt

Dear Human Rights Defenders, Humanitarian Organizations, and Members of the International Community,

We write with deep concern and urgency on behalf of Ethiopian refugees and asylum seekers living in Egypt who are facing a growing protection crisis characterized by fear, insecurity, detention, family separation, and the threat of forced return.

Many refugees who fled persecution, conflict, violence, and political instability in Ethiopia sought safety and protection under international refugee law. Today, many fear that the protection they sought is slipping away.

Reports received from affected individuals, family members, and community representatives indicate allegations of arbitrary arrest, prolonged detention, coercion, denial of access to medical care, restrictions on communication, confiscation of documents, and pressure to sign documents that may result in deportation or involuntary return.

Particularly alarming are allegations that some refugees and asylum seekers have been compelled or pressured to accept return to situations where they may face persecution, imprisonment, violence, or other serious human rights violations.

Humanitarian Consequences

The impact of these events extends far beyond detention facilities.

Families are being separated.

Children are experiencing trauma and uncertainty.

Many refugees are afraid to leave their homes due to fear of arrest.

Parents have lost employment and income.

Children's education is being disrupted.

Elderly refugees, persons with disabilities, and individuals suffering from chronic illnesses face increasing barriers to healthcare and essential services.

The psychological consequences are severe, including anxiety, depression, trauma, and profound fear throughout the refugee community.

A Call for International Action

We respectfully urge the international community not to remain silent.

We call upon the United Nations, regional human rights institutions, humanitarian organizations, and governments committed to human rights to take immediate action to protect refugees and asylum seekers at risk.

Immigration Authorities Arrest 130 Suspects in Mumbwa Operation, 34 Ethiopian Nationals Convicted

Mumbwa, Zambia โ€“ June 10, 2026

The Department of Immigration, working jointly with other security agencies, conducted a large-scale operation in Mumbwa District on June 9, 2026, targeting illegal immigration activities in mining areas and strengthening enforcement of Zambiaโ€™s Immigration and Deportation Act.

According to immigration authorities, the operation resulted in the apprehension of 130 individuals of various nationalities. Those detained included 48 Somali nationals, 32 Kenyans, 9 Indians, 4 Yemenis, 3 Tanzanians, 3 Zimbabweans, 2 Ethiopians, 2 Chinese nationals, 2 Swedish nationals, 2 Syrians, 1 Canadian, 1 Malawian, and 1 Norwegian national, as well as 20 individuals who initially claimed Zambian citizenship.

Following a screening process, the 20 individuals claiming Zambian nationality were released after successfully proving their citizenship. Authorities also directed 61 foreign nationals holding valid immigration permits to report to Immigration Headquarters for further verification and administrative procedures.

Meanwhile, 49 foreign nationals suspected of immigration violations were detained and remain in custody at Mumbwa Correctional Facility pending further investigations and possible prosecution.

Ethiopian Nationals Convicted in Kabwe

In a separate development, immigration authorities reported that 34 Ethiopian nationals were convicted in Kabwe for various immigration-related offences.

Of the convicted individuals:

* Twenty-four (24) were fined K3,000 each or sentenced to four monthsโ€™ simple imprisonment for unlawful presence in Zambia.
* Six (06) others were fined K2,500 each or faced four monthsโ€™ simple imprisonment for the same offence.
* Four (04) individuals were fined K3,000 each or sentenced to four monthsโ€™ simple imprisonment for failing to report to the nearest Immigration Officer upon entering Zambia.

Additional Convictions

The Lusaka Magistrate Court also convicted a Burundian national for obtaining a National Registration Card through false pretences. The individual was sentenced to twelve monthsโ€™ simple imprisonment without the option of a fine.

In another case, the Mpika Immigration Office secured the conviction of a Tanzanian national who was sentenced to twelve monthsโ€™ simple imprisonment without the option of a fine for concealing his true nationality and remaining unlawfully in Zambia.

Immigration Department Reaffirms Enforcement Efforts

The Department of Immigration stated that it remains committed to enforcing immigration laws and ensuring compliance with the Immigration and Deportation Act. Authorities further urged members of the public to continue reporting suspected immigration offences through immigration offices and official reporting channels.

The operation highlights ongoing efforts by Zambian authorities to monitor migration flows, address irregular migration, and strengthen immigration compliance across the country.

Recent and credible reports from affected communities, humanitarian actors, and field documentation indicate a growing pattern of arbitrary arrests, prolonged detention, and deportations, including individuals registered with UNHCR or actively pursuing asylum procedures.

We urgently request your immediate attention and coordinated intervention.

1. Serious Protection Concerns

Reports indicate that security operations in multiple areas have resulted in the detention of refugees and asylum seekers in public spaces, residential areas, and, in some cases, health facilities. Alarmingly, some of those affected reportedly hold valid UNHCR documentation or pending asylum claims.

There are also credible concerns regarding deportations carried out without adequate legal review or access to asylum procedures, including potential returns to countries experiencing armed conflict or severe human rights violations, raising serious concerns under the principle of non-refoulement.

2. Growing Protection Gaps and Humanitarian Impact

While acknowledging the sovereignty of Egypt and its legal framework, we stress that all enforcement measures must comply with international obligations to protect individuals fleeing persecution and conflict.

The current situation has created widespread fear among refugee communities, resulting in:

* Avoidance of healthcare services
* Fear of movement and reporting
* Reduced access to humanitarian assistance
* Increased risk to vulnerable groups including women, children, and elderly persons

3. Concern Over Limited International Response

We are deeply concerned by the limited visibility and response from the international community, despite the seriousness of reported violations. Given Egyptโ€™s central role in regional migration governance and its partnerships with international actors, stronger engagement is urgently required.

4. Urgent Requested Actions

We respectfully urge your institutions to take immediate and coordinated action, including:

1. Seek urgent clarification from Egyptian authorities regarding detention and deportation operations involving refugees and asylum seekers.
2. Strengthen monitoring mechanisms to ensure compliance with international refugee and human rights law.
3. Call for an immediate suspension of deportations where there is a credible risk of persecution or harm.
4. Ensure expanded access to UNHCR registration, protection services, and legal assistance.
5. Advocate for the release of individuals detained without due process or lawful justification.
6. Facilitate independent monitoring of detention conditions.
7. Support urgent protection measures for vulnerable groups, including women, children, and persons with disabilities.

We, refugees, asylum seekers, migrants, community leaders, humanitarian advocates, and concerned members of the international community, issue this urgent appeal to draw attention to the growing humanitarian and human rights crisis affecting refugees and asylum seekers in Egypt.

At a time when international organizations proudly highlight programs supporting refugeesโ€™ livelihoods, nutrition, and resilience, many refugees continue to face a different reality: fear, insecurity, arrest, detention, and deportation.

Thousands of refugees who fled war, persecution, violence, and instability in countries such as Ethiopia, Sudan, Eritrea, South Sudan, Syria, and others came to Egypt seeking protection and safety. Today, many report living under constant fear of detention and forced removal.

Reports from affected communities indicate that security operations conducted in several governorates have resulted in the arrest and detention of refugees and asylum seekers, including individuals possessing valid UNHCR documentation, asylum certificates, and legal residency permits.

Families report being afraid to leave their homes. Children risk losing access to education. Vulnerable individuals avoid hospitals and humanitarian services out of fear of arrest. Many communities are living in uncertainty and distress.

The Silence Must End

The international community cannot celebrate refugee support programs while remaining silent about reports of arrests, prolonged detention, family separation, and deportations affecting the same populations those programs are intended to protect.

Human dignity cannot be divided into separate categories. Economic support is important, but protection from arbitrary detention, abuse, and forced return is equally essential.

Silence in the face of suffering only deepens the vulnerability of those already displaced by conflict and persecution.

We respectfully call upon international organizations, governments, human rights institutions, journalists, academics, faith leaders, and civil society organizations to raise their voices and ensure that the concerns of refugees and asylum seekers are not ignored.

Our Deep Concerns

We are alarmed by reports of:

* Arbitrary arrests and prolonged detention;
* Lack of access to legal representation and due process;
* Confiscation of identity and protection documents;
* Pressure on detainees to accept deportation or return;
* Physical and psychological mistreatment;
* Detention of women, children, elderly persons, and people with disabilities;
* Family separation;
* Restricted access to medical treatment;
* Deportations conducted without adequate protection assessments;
* Limited access for independent monitors and humanitarian organizations.

These reports raise serious concerns regarding compliance with international refugee and human rights obligations.

International Legal Obligations

We remind all relevant authorities and institutions that refugees and asylum seekers are protected under international law, including:

* The 1951 Refugee Convention and its principle of non-refoulement;
* The Convention Against Torture;
* The International Covenant on Civil and Political Rights;
* The Convention on the Rights of the Child;
* The African Charter on Human and Peoplesโ€™ Rights;
* Other applicable international and regional human rights instruments.

No person should be returned to a country where they may face persecution, torture, armed conflict, or other serious harm.

Our Appeal to the International Community

We urgently call upon international organizations and governments to:

1. Publicly address reports of refugee arrests, detention, and deportation in Egypt;
2. Conduct independent investigations into alleged human rights violations;
3. Ensure immediate access by UNHCR, legal representatives, medical personnel, and humanitarian organizations to detained refugees and asylum seekers;
4. Advocate for the release of individuals detained without lawful justification or due process;
5. Monitor detention facilities and detention conditions;
6. Call for the suspension of deportations that may place individuals at risk of persecution or serious harm;
7. Strengthen protection mechanisms for vulnerable refugees, including women, children, elderly persons, and persons with disabilities;
8. Support family reunification efforts where separation has occurred;
9. Increase humanitarian assistance and legal support services;
10. Hold constructive dialogue with Egyptian authorities to ensure full respect for international refugee and human rights obligations.

A Humanitarian Responsibility

Behind every detention case is a human being.

Behind every deportation order is a family.

Behind every refugee registration card is a person who fled danger in search of safety.

Refugees do not seek privilege. They seek protection.

They seek the opportunity to live in dignity, contribute to society, support their families, and rebuild their lives.

The international community must not remain silent while vulnerable refugees and asylum seekers face fear and uncertainty.

Break the Silence

We call on all governments, international organizations, human rights defenders, media outlets, humanitarian agencies, and people of conscience to stand with refugees and asylum seekers and ensure that their voices are heard.

Protection must be more than a promise.

Human rights must be more than words.

The time to act is now.

We, the undersigned refugees, asylum seekers, migrants, community representatives, humanitarian advocates, and concerned members of affected communities, respectfully submit this urgent appeal regarding the ongoing arrest, detention, abuse, and deportation of refugees and asylum seekers in the Arab Republic of Egypt.

We are deeply concerned by reports of intensified security operations targeting refugees and asylum seekers from Ethiopia, Sudan, Eritrea, South Sudan, Syria, and other countries. Many individuals seeking safety and international protection are reportedly being arrested, detained, and deported despite holding valid refugee or asylum documentation or having pending protection claims.

According to information received from affected individuals, community leaders, lawyers, and humanitarian actors, security operations conducted since January 2026 have reportedly resulted in the detention of large numbers of refugees and asylum seekers in Cairo, Giza, Alexandria, Qalyubia, Aswan, and other governorates.

Individuals have reportedly been apprehended from their homes, workplaces, public transportation systems, educational institutions, and areas surrounding humanitarian service centers. Families report living in fear, restricting their movements, and avoiding schools, hospitals, and humanitarian assistance due to concerns about arrest.

Particularly alarming are reports that refugees and asylum seekers possessing valid registration documents issued by UNHCR, asylum seeker certificates, and legal residency permits have also been subjected to arrest and detention.

Reported Human Rights Concerns

Affected individuals and community representatives have reported serious concerns, including:

* Arbitrary arrest and prolonged detention;
* Lack of access to legal representation and due process protections;
* Confiscation of refugee, asylum, and identity documentation;
* Pressure to sign deportation or voluntary return documents;
* Physical and psychological intimidation;
* Denial or interruption of essential medical treatment;
* Detention of women, children, elderly persons, and individuals with disabilities;
* Family separation resulting from detention and deportation procedures;
* Deportations conducted without adequate assessment of protection risks;
* Limited access by independent monitors, humanitarian organizations, and legal advocates.

Many refugees and asylum seekers fear that deportation could expose them to persecution, armed conflict, political violence, imprisonment, torture, or other serious human rights violations in their countries of origin.

International Legal Concerns

The reported actions raise serious concerns under international refugee, human rights, and humanitarian law, including:

* Article 33 of the 1951 Convention Relating to the Status of Refugees, which prohibits refoulement;
* Article 3 of the Convention Against Torture;
* Article 9 of the International Covenant on Civil and Political Rights;
* The Convention on the Rights of the Child;
* The African Charter on Human and Peoplesโ€™ Rights;
* Other international and regional human rights instruments protecting refugees, asylum seekers, and migrants.

Our Requests for Urgent International Action

We respectfully call upon UNHCR, OHCHR, the African Commission on Human and Peoplesโ€™ Rights, Human Rights Watch, Amnesty International, and all relevant international organizations to:

1. Urgently investigate and document allegations of arbitrary arrest, detention, abuse, and deportation of refugees and asylum seekers in Egypt;
2. Publicly call for compliance with international refugee and human rights obligations;
3. Engage directly with Egyptian authorities regarding the protection of refugees and asylum seekers;
4. Advocate for immediate and unrestricted access by UNHCR, legal representatives, medical personnel, and independent monitors to all detention facilities where refugees and asylum seekers may be held;
5. Call for the immediate suspension of deportations and removals that may place individuals at risk of persecution, torture, conflict, or other serious harm;
6. Support efforts to secure the release of refugees and asylum seekers detained without lawful justification or due process;
7. Monitor detention conditions and ensure access to adequate medical care, food, sanitation, and communication with family members;
8. Mobilize diplomatic and international action to protect refugees and asylum seekers at risk.

Urgent Humanitarian Appeal

We further request immediate support for:

* Protection of women, children, elderly persons, and other vulnerable groups;
* Emergency medical treatment for detainees requiring urgent care;
* Family reunification efforts where separation has occurred;
* Independent monitoring of detention facilities;
* Humanitarian assistance for affected refugee and asylum-seeking communities;
* Protection against forced return to situations of danger.

The lives, safety, dignity, and fundamental rights of thousands of refugees and asylum seekers may be at risk. Immediate international attention and intervention are essential to prevent further harm and to uphold the principles of international refugee protection and human rights.

We respectfully urge all relevant international organizations and human rights mechanisms to take immediate action and help ensure the protection of refugees and asylum seekers currently facing detention and deportation in Egypt.
