We proudly participated in a two-days sensitization forum organized by the Public Benefit Organizations Regulatory Authority (PBORA) in collaboration with UNODC and the Embassy of Denmark. The forum brought about
comprehensive understanding of the newly introduced PBO Regulations 2026, alongside critical discussions on terrorist financing risks within the non-profit sector. Through these sessions, our team gained practical knowledge on regulatory compliance, risk identification, and effective mitigation strategies, strengthening our capacity to implement community programs with greater integrity and accountability.

🗣️ Why Civic Education on CGBIRR is Important

1️⃣ Promotes Transparency & Accountability

When citizens understand CGBIRR, leaders know they are being watched. This discourages misuse of public funds and promotes responsible leadership.

2️⃣ Empowers Citizens to Participate

Civic education enables wananchi to:

Ask informed questions in public participation forums

Demand explanations for delayed or stalled projects

Engage MCAs and county officials confidently

3️⃣ Helps Track Development Projects

Roads, health facilities, ECDE centers, water projects — CGBIRR shows which projects are progressing and which are not.

4️⃣ Strengthens Devolution

Devolution works best when citizens are informed. Understanding budget implementation ensures counties deliver real development, not just plans on paper.

5️⃣ Protects Public Resources

An informed public helps prevent:

Budget absorption manipulation

Ghost projects

Reallocation of funds without public knowledge

📌 What Should Citizens Look for in the CGBIRR?

✔ Budget vs actual expenditure
✔ Sector performance (Health, Education, Roads, Water, etc.)
✔ Development vs recurrent spending
✔ Pending bills
✔ Challenges affecting implementation

📢 Call to Action

STAKEHOLDERS’ ENGAGEMENT FORUM ON THE DRAFT E-WASTE REGULATIONS – PARTICIPATION REPORT

Our organization actively participated in the Stakeholders’ Engagement Forum on the Draft E-Waste Regulations, held to provide a platform for public and institutional input into the proposed framework for sustainable electronic waste management.

The forum provided valuable insight into the objectives of the draft regulations, which focus on promoting environmentally sound management of e-waste, protecting public health, strengthening recycling systems, and enforcing Extended Producer Responsibility (EPR). Key discussions centered on proper collection, transportation, recycling, and safe disposal of electronic waste, as well as the roles of manufacturers, importers, consumers, and government agencies.

During the session, our organization presented its views and shared practical recommendations aimed at improving implementation strategies, strengthening enforcement mechanisms, raising public awareness, and supporting safe and inclusive recycling practices. We emphasized the importance of community engagement, capacity-building, and partnerships with the private sector to ensure successful implementation of the regulations.

The engagement forum demonstrated the importance of inclusive participation in environmental decision-making and reinforced the collective responsibility of all stakeholders in addressing the growing challenge of e-waste. We remain committed to supporting initiatives that promote environmental protection, public health, and sustainable development.

We appreciate the opportunity to contribute to this important national conversation and look forward to continued collaboration with all stakeholders.

We are pleased to confirm that we attended the stakeholders’ public participation forum on the Draft National Customer Protection Policy (NCPP) and the Kenya Customer Protection Advisory Committee (KECOPAC), supported by GIZ Kenya, and conducted in conjunction with the Ministry of Investment, Trade and Industry (MITI) through the Department of Trade. The forum, held in the Coast region, provided an important platform for stakeholders to review the draft policy, share perspectives, identify gaps, and propose practical recommendations aimed at strengthening customer protection systems in Kenya.

During the engagement, our organization identified several key inputs aimed at enhancing the implementation framework, improving accountability mechanisms, and ensuring that customer rights, service quality, and consumer protection priorities are adequately reflected in both the draft NCPP and the proposed KECOPAC structure. We emphasized the need for inclusive participation, clear coordination mechanisms, strengthened public awareness, and effective monitoring and redress systems.

We have compiled and submitted our recommendations, which we believe strongly align with the objectives of the Draft National Customer Protection Policy and the Kenya Customer Protection Advisory Committee. We trust that these submissions will be given due consideration as the draft policy and institutional structures move toward finalization.

Is it possible to solve long lasting problems with porous systems of Governance?
Kenya’s public debt continues to rise, reaching KSh 11.96 trillion by August 2025, as shown in the chart below Both domestic debt and external debt are increasing steadily, placing a growing financial obligation on current and future citizens.

According to Chapter Twelve, Article 201(c) of the Constitution of Kenya,

> “The burdens and benefits of the use of resources and public borrowing shall be shared equitably between present and future generations.”

This constitutional principle reminds us that public borrowing must serve the common good—funding projects that improve livelihoods today while safeguarding the economic stability of tomorrow. Every shilling borrowed should create lasting value: better infrastructure, education, healthcare, and employment opportunities.

As citizens and leaders, we must:
1. Demand transparency and accountability in how public funds are borrowed and spent.

2. Advocate for responsible debt management to prevent excessive borrowing that burdens future generations.

3. Support investments that yield long-term benefits, ensuring that the next generation inherits opportunities, not unsustainable debt.

4. Participate in public budget discussions to ensure alignment with national development goals and fiscal responsibility.

Let us remember that fiscal discipline is a shared civic duty. Sustainable borrowing today ensures freedom and prosperity for generations to come.

Fellow residents of Mombasa,

Every year, the County Government prepares a Finance Bill that determines the taxes, fees, charges, and levies affecting our daily lives — from business permits, property rates, and market fees, to services like water, health and transport. These decisions directly impact our households, our livelihoods, and the future of our county.

Public participation is not a favour — it is your right.
The Constitution of Kenya empowers each one of us to take part in shaping the laws that govern how money is collected and spent in our county.
