NOAの新コース開発が、資源エネルギー庁に採択されました。

採択されたのは、『洋上風力発電事業に関する社会人技術者向け「長崎海洋アカデミー」プロフェッショナルコース構築』事業です。

本事業では、これまでNOAが蓄積してきた知識・ノウハウを活かし、2つの新コースを構築します。

１）O&Mコース：洋上風力発電事業の大半の期間を占める運転保守（O&M）に必要な知識を体系的に提供。（令和9年度開講予定）

２）入門eラーニングコース：地理的・時間的制約で長崎まで来られない方にも学びの機会を。洋上風力の基礎を動画で学べるeラーニングを制作します（令和9年度受講開始予定）

2020年の開講以来、100回のコース開催、受講者1,2500名以上。NOAはこれからも、日本の洋上風力産業を支える人材育成に全力で取り組んでまいります。

We are pleased to announce that the Nagasaki Ocean Academy (NOA)'s new course development project has been selected by the Agency for Natural Resources and Energy.

The selected project is "Development of Professional Courses at the Nagasaki Ocean Academy for Working Engineers in the Offshore Wind Industry."
Building on the knowledge and expertise NOA has accumulated over the years, we will develop two new courses:

1) O&M Course: Providing systematic knowledge of operation and maintenance (O&M), which accounts for the majority of an offshore wind project's lifetime. This course will support local companies entering the O&M market and contribute to regional revitalization (scheduled to open in FY2027).

2) Introductory e-Learning Course: Bringing learning opportunities to those who cannot travel to Nagasaki due to geographical or time constraints. We will create video-based e-learning content covering the fundamentals of offshore wind (scheduled to launch in FY2027).

Since opening in 2020, NOA has held 100 courses with more than 1,200 participants. We remain fully committed to developing the talent that supports Japan's offshore wind industry.

【長崎海洋アカデミー「漁業共生コース」第1回を開催しました!】

8月4日・5日の2日間、長崎海洋アカデミーの新コース「漁業共生コース」の記念すべき第1回を開催しました。

洋上風力発電の導入において最も重要なテーマのひとつである「漁業との共生」。本コースでは、漁業・水産業の基礎知識から、地域・漁業関係者との合意形成、基金の活用、共生策の立案までを、講義とグループワークを通じて実践的に学びます。

第1回となる今回は、発電事業者、地域共生を支援するコンサルタント、自治体、地元団体など、まさに漁業共生の最前線に立つ皆様にご受講いただきました。講義中の活発な質疑、グループワークでの白熱した議論、そして懇親会での本音の意見交換と、立場の異なる参加者同士だからこその学び合いが生まれた2日間となりました。

洋上風力に携わる方はもちろん、海の利用者である漁業者の皆様と向き合うすべての方におすすめのコースです。次回は2027年3月9日・10日に開催予定です。皆様のご参加をお待ちしております!

[Nagasaki Ocean Academy Launches Its New "Fisheries Coexistence Course"!]

On August 4–5, Nagasaki Ocean Academy successfully held the first session of its brand-new "Fisheries Coexistence Course."

Coexistence with fisheries is one of the most critical themes for the successful deployment of offshore wind power in Japan. This two-day course covers the fundamentals of fisheries and the fishing industry, consensus-building with local and fishery stakeholders, the use of community funds, and the practical design of coexistence measures — all through a combination of lectures and hands-on group work.

The inaugural session brought together 13 participants standing on the front lines of fisheries coexistence: offshore wind developers, consultants supporting community engagement, local government officials, and members of local organizations. Lively Q&A during lectures, heated discussions in group work, and candid exchanges at the networking dinner made these two days a truly valuable learning experience across different perspectives.

This course is recommended not only for offshore wind professionals, but for anyone who works with fishing communities and other users of the sea. The next session is scheduled for March 2027 — we look forward to welcoming you!

【国の計画に、私たちの人材育成が位置づけられました】

7月31日、政府の「戦略産業クラスター計画」が高市総理に報告され、公表されました。

九州地域の洋上風力の計画の中で、当会が運営する長崎海洋アカデミー（NOA）とNOA TRAININGが、人材育成の中心的な担い手として明記されています。長崎市が計画の対象地域に選ばれた理由のひとつも、この人材育成の取り組みです。

計画では、2040年までに14,700人の洋上風力人材の育成が目標とされています。洋上風力の未来は、人がつくります。長崎から、その担い手を育ててまいります。

Our training programs are now part of Japan's national strategy.

On July 31, the Japanese government published its Strategic Industry Cluster Plans, reported to the Prime Minister. In the Offshore Wind Plan for the Kyushu region, Nagasaki Ocean Academy (NOA) and NOA TRAINING, operated by our association, are officially designated as key institutions for workforce development — one of the reasons Nagasaki City was selected as a target area.

The plan sets a goal of training 14,700 offshore wind professionals by 2040. The future of offshore wind is built by people, and we are proud to train them here in Nagasaki.

【 日本財団 のYouTube番組の撮影を実施しました】

先日、NOA TRAINING（長崎・伊王島）にて、日本財団のYouTube番組の撮影が行われました。

出演者として、お笑い芸人の濱田祐太郎さん、タレントの森脇梨々夏さんをお迎えし、洋上風力発電を支える人材育成の現場を体験していただきました。

濱田さんは、全盲の芸人として第一線でご活躍されている方です。洋上風力という産業が、多様な人々の関心とともに広がっていくことを実感する、私たちにとっても大変うれしい撮影となりました。高所からの降下訓練やシーサバイバル訓練など、洋上風力発電の作業員に求められる安全訓練の一端に触れていただき、訓練の意義や、洋上風力という産業の魅力をお伝えする貴重な機会となりました。

撮影の締めくくりは、伊王島の岬カフェから望む美しい海を背景に。お二人にも、長崎の海と洋上風力の未来を感じていただけたのではないかと思います。動画は現在編集中とのことです。完成を楽しみにお待ちいただけますと幸いです。

【 新理事長就任のお知らせ 】

特定非営利活動法人 長崎海洋産業クラスター形成推進協議会は、2026年7月1日開催の理事会において、松尾 博志 が新理事長に就任したことをお知らせいたします。

2014年の発足以来、当協議会は坂井俊之前理事長のもと、長崎の地に海洋再生可能エネルギー産業を根付かせるべく、行政・産業界・学術機関の連携を進めてまいりました。国内第1号の浮体式洋上風力発電ファームの商用運転開始（2026年1月・五島市沖）、改正再エネ海域利用法によるEEZ（排他的経済水域）への展開など、産業が飛躍のときを迎えるなか、当協議会は新体制のもと、引き続き3つの柱で活動を進めてまいります。

■ 人材育成 ― 長崎海洋アカデミー（NOA）／日本財団洋上風力発電人材育成センター（NOA TRAINING）の運営

■ 研究開発支援 ― 実海域フィールドセンター等を通じた実証・技術開発支援

[ Announcement: New President Appointed ]

The Nagasaki Marine Industry Cluster Promotion Association (NPO) is pleased to announce that Hiroshi Matsuo was appointed as our new President at the board meeting held on July 1, 2026.

Since its establishment in 2014, the Association—under the leadership of former President Toshiyuki Sakai—has worked to take root marine renewable energy industry in Nagasaki, fostering close collaboration among government, industry, and academia.

As the industry enters a period of remarkable growth—marked by the start of commercial operation of Japan's first floating offshore wind farm off Goto City (January 2026) and the expansion of offshore wind development into the Exclusive Economic Zone (EEZ) under the amended Marine Renewable Energy Act—the Association will continue to advance its work under three core pillars:

- Human Resource Development — Operating the Nagasaki Offshore Wind Academy (NOA) and the Nippon Foundation Offshore Wind Training Center (NOA TRAINING)
- R&D Support — Supporting demonstration and technology development through facilities such as the Seihi-Nanbu Field Center
- Supply Chain Development — Promoting business entry by leveraging Nagasaki's concentration of shipbuilding and manufacturing industries

Beyond these pillars, we will take on new challenges that open up the future of marine industries—including the use of underwater robotics (ROV/AUV) and offshore aquaculture that coexists with offshore wind. With our sights set on the expanding opportunities in the EEZ, we aim to lead the future of Japan's marine industries from Nagasaki.

英国Fugro Academyと、水中ロボット（ROV/AUV）の人材育成に関する覚書を締結いたしました。

長崎市伊王島のNOA TRAININGにある、教室、屋内プール、弊会が運営する実海域フィールドや洋上タワー、海運人材育成協会が長崎で建造中のCTV等を活用し、水中ロボットの高度人材の育成に向けて取り組んでまいります。

Signing of Memorandum of Understanding with Fugro Academy

On 10 June 2026, the Japan Offshore Robot Association (JORA), the Nagasaki Marine Industry Cluster Promotion Association, Nippon Marine Enterprise Co., Ltd. (NME), and Fugro Academy entered into a Memorandum of Understanding (MOU) regarding the potential future development of industrial ROV training capabilities in Japan.

The purpose of this MOU is to establish a framework for cooperation through the exchange of information and views, as well as the evaluation of future opportunities relating to industrial ROV training and human resource development.

Through this MOU, the parties intend to share knowledge and experience and to explore the feasibility of developing industrial ROV training capabilities in Japan in accordance with internationally recognised standards, including those promoted by the International Marine Contractors Association (IMCA).

The MOU is non-binding in nature and does not constitute any commitment regarding the establishment, operation, investment in, or implementation of any specific project. Any future cooperation will be considered separately through further discussions and mutual agreement among the parties.

JORA, the Nagasaki Marine Industry Cluster Promotion Association, and NME look forward to continuing information exchange and cooperation with Fugro Academy while exploring opportunities to develop industrial ROV training capabilities and human resources in Japan.

Fugro Academyとの覚書（MOU）締結について

2026年6月10日、日本海洋ロボット協会（JORA）、長崎海洋産業クラスター形成推進協議会、日本海洋事業株式会社（NME）および
Fugro Academyは、日本における産業用ROVトレーニング機能の将来的な発展可能性に関する覚書（Memorandum of Understanding：MOU）を
締結いたしました。

本MOUの目的は、産業用ROVトレーニングおよび人材育成に関する情報交換や意見交換を行うとともに、将来的な機会について評価・検討する
ための協力の枠組みを構築することにあります。

本MOUを通じて、各当事者は知識や経験を共有し、国際海洋工事請負業協会（International Marine Contractors Association：IMCA）が推進する基準を
含む国際的に認められた標準に沿って、日本国内における産業用ROVトレーニング機能の実現可能性について検討を進めてまいります。

なお、本MOUは法的拘束力を有するものではなく、特定の事業の設立、運営、投資または実施を約束するものではありません。
将来的な協力については、当事者間のさらなる協議および相互合意に基づき、個別に検討される予定です。

JORA、長崎海洋産業クラスター形成推進協議会およびNMEは、Fugro Academyとの継続的な情報交換と協力を通じて、
日本における産業用ROVトレーニング機能および人材育成の発展に向けた可能性について検討を進めてまいります。

【日本人初のGWO IQTトレーナー（インストラクターを育て認定するインストラクター）が誕生しました】

このたび、当協議会が運営するNOA TRAININGのヘッドインストラクターである坂本太郎が、台湾の訓練機関MTICにて、GWO（Global Wind Organisation）の「IQTトレーナー（Instructor Qualification Training Trainer）」資格取得のための訓練を修了いたしました。

GWOは、世界の風力発電業界における安全・技能訓練の国際基準を定める組織です。その中でIQTトレーナーは、風力業界のインストラクターそのものを養成・認定する役割を担う、いわば「インストラクターを育てる側」の資格です。坂本の資格取得により、日本人として初めてこのIQTトレーナーが誕生することになります。

坂本は、海上自衛隊のヘリコプターパイロットとして、また元海将補として、35年間にわたり我が国の防衛に従事してまいりました。飛行隊長、航空隊司令、教育航空群司令として航空部隊を指揮し、人材育成の最前線に立ち続けた経験は、洋上風力の現場で働く人材を育てるという当センターの使命に深く通じるものです。

日本の洋上風力発電は、これから本格的な拡大期を迎えます。国内で安全に働ける人材を、国内で育てる——その基盤づくりに、今回の一歩が大きく貢献できるものと確信しております。

引き続き、長崎から日本の洋上風力人材育成を支えてまいります。

Japan's First GWO IQT Trainer

We are proud to announce that Taro Sakamoto, Head Instructor of NOA TRAINING — operated by our association — has qualified as a GWO (Global Wind Organisation) IQT Trainer (Instructor Qualification Training Trainer), completing his training at MTIC, a training institution in Taiwan. He is the first person in Japan to achieve this qualification.

GWO is the organisation that sets the international standards for safety and technical training across the global wind industry. Within this framework, an IQT Trainer holds the role of training and certifying the instructors themselves — in other words, it is the qualification for those who "train the trainers." With this achievement, Japan now has its first IQT Trainer.

For 35 years, Sakamoto served in the defense of Japan as a helicopter pilot in the Japan Maritime Self-Defense Force, retiring at the rank of Rear Admiral. Having commanded aviation units as a Squadron Commander, Air Wing Commander, and Commander of the Training Air Group, he has spent his career at the forefront of developing people. That experience resonates deeply with our centre's mission: to develop the people who work in the field of offshore wind.

Japan's offshore wind sector is now entering a phase of full-scale growth. Training people who can work safely in Japan, here in Japan — we are confident that this milestone will make a significant contribution to building that foundation.

From Nagasaki, we will continue to support the development of Japan's offshore wind workforce.

英語専門書 "Building an Offshore Wind Farm: Operational Master Guide" の日本語版『洋上風力発電所の建設 実務ガイドブック』（成山堂書店）が2026年6月18日に刊行されました。

洋上風力で先行するヨーロッパの現場で積み上げられた知識と経験が、この一冊に凝縮されています。「着床式」、「浮体式」、「投資とリスク」の3部構成で、200点を超える図表・写真とともに実務の全体像が体系的に解説されています。日本語でここまで学べる専門書はこれまでありませんでした。

『洋上風力発電所の建設 実務ガイドブック』(Seizando-Shoten) was released in Japan on June 18, 2026.

Two decades of frontline experience from Europe — where offshore wind construction has been advancing far ahead of Japan — are distilled into a single volume. Structured in three parts (fixed-bottom turbines, floating turbines, and investment & risk) and supported by more than 200 figures and photographs, the book offers a systematic, end-to-end view of construction practice: from installation vessels, foundations, and cable laying to turbine er****on, commissioning, workforce training, cost, and risk.
