呼び掛け「One for Tomorrow、一人ひとりが明日のためのアクティブドネーション」Information: Call for support for "One for Tomorrow, Active Donation by each and everyone of us for a better tomorrow" 東日本大震災でお亡くなりになった多数の方々のご冥福を心よりお祈り申し上げます。
被災地の方々の苦しさ、悲しさ、辛さは、被災地から離れたところにいる私たちに共有できるものではありません。私たちは映像などを通じて被災地の様子を知るだけですが、それは私たちの想像をはるかに超えた苦労であり、辛さであることは分かっています。
しかし、今と未来にとてつもない不安を抱えているのは私たちも同じです。私たちでも、被災地の方々の力になれることはあります。私たち１人１人が「どうにかし
よう」という気持ちでつながれば、今や未来に対する不安は、生きる勇気に変わると確信しています。「頑張れ」ではありません。「一緒に頑張ります」。これが、私たちが今、被災地に向けて届ける言葉ではないでしょうか。
私たちは、阪神大震災や中越地震などの経験を踏まえて、「アクティブドネーション」を行う市民ネットワークを立ち上げました。
私たちの仲間には阪神大震災でボランティアに参加した市民がいます。震災で多くの犠牲者を出した宮城県で行政のトップを務めた元知事もいます。有識者、ＮＰＯの専門家もいます。また、ニコニコ動画、ＮＰＯ事業サポートセンター、株式会社共同通信社も協力します。
阪神大震災、中越地震では全国からの温かい支援で、被災地の住民が励まされ、そしてその後の復興へとつながっていきました。
今回の東日本大震災のような未曾有の震災では、地震直後の救命活動はもちろん、その後の生活支援、復興支援という段階に応じた異なる支援が継続的に必要になります。それは息長く、被災地の方々に温かい心を送ることです。
国や行政が行うこと以外に、市民の手でやるべきことが沢山あります。それは、被災地の方々だけの手には負えないことばかりなのです。
ぜひ、全国の皆さんの力が必要なのです。
私たちは被災地支援について次のように考えます。
■今、震災直後で市民ができる最大の行為は寄付
物資も必要になりますが、お金が重要です。なぜなら、お金があれば必要に応じて物資に変えることも出来ます。いずれ必要になる生活再建の支援や復興といった事業に役立てることが出来ます。
震災の支援に当たっては、次の３点が重要と思います。
①寄付の見える化
一番大変なのは、現地での生活再建に向けた活動、情報収集と物資の適切かつ迅速な支援です。お金の直接給付も大事なのですが、金銭を必要な物資に替えて、被災者のもとへ直接届けることまでを実践することが理想です。
②現場の情報化
同じ町や村でも地区によって必要とするものが違ってきます。また、現場で実際どういう支援活動が行われているのか。現場と支援者をつなぐ情報が大事です。
③息の長い支援活動
緊急の救命活動や生活インフラの最低限の確保活動が終わった後、生活再建、仕事の確保、街や産業の復興と長い再建への道のりがあります。逐一、再建の状況を支援していただく方と共有しながら、その時々で変わるニーズに的確に対応しながら、息の長い支援活動を行うこと。
私たち市民ネットワークは、この３原則のもとの寄付を「アクティブドネーション」と名づけ、この原則の元に活動します。活動経過は逐一ウェブサイトやメディアを通してご報告します。
・ＮＰＯ事業サポートセンターは、全国の経験豊富なＮＰＯを連携して現地へ確実に支援物資が適切に行き届くよう活動します。
・共同通信は、取材網を通じて得た現地の状況を全国の皆さまに発信します。
・ニコニコ動画は、ニコニコ生放送やニコニコニュースなどインターネットのプラットフォームを使って、被災地の現状や支援に関する情報・映像を全国の皆さまにお届けします。
被災地から遠く離れたところいる私たちは今、お風呂に入れます。温かい飲み物も飲めます。ＤＶＤもゲームも楽しめます。そんな私たちが出来ることと言えば、被災地の方々のために少しでも寄付をすることではないでしょうか。みんなもともと助け合って生きているのです。

Our sincere condolences to all the victims of the Tohoku Earthquake. For those of us far away from the actual earthquake zone are hard pressed to even imagine the suffering, despair, and hardships that those affected must be facing. However, we do share the overwhelming uncertainty we feel for our current situation and our future. There must be something we can do to help support those affected by this catastrophe. If we can each commit to "making a difference", we can turn this insecurity of our future into courage and strength. The phrase we need to deliver to those in the disaster stricken area is not "Good Luck", but "Let's Do This Together"
Based on our experiences during the Hanshin and Chuetsu Earthquakes, we have launched a citizen's network for "Active Donation". Our members include civilians who volunteered during the Hanshin earthquake, top government official former governor of Miyagi prefecture (which saw many victims during this disaster), business workers, and NPO professionals. We also have the cooperation of Nico Nico Douga, NPO Support Center, and K.K.Kyodo News. During the Hanshin and Chuetsu Earthquakes, we saw heart warming support pour in from all over the country, which encouraged the people who were affected and contributed to recovery. For a devastating disaster such as the Tohoku earthquake, not only is it important that life saving support be provided immediately after the incident, but also that continuous and accommodating support for rebuilding and recovering lives be provided. There is a lot that we as citizens can do alongside the support that the country and policy can provide. Those affected by this catastrophe should not be left to fend for themselves. We need the support from each and everyone of us of this country. "Active Donation" postulates relief support to be as follows
The most effective help that citizens can provide immediately after a
disaster is to donate In-kind supplies are of course important. However, by sending money, one can provide the funds by which items can be purchased. It can also cover the cost required for operations that support revitalization and restoration efforts. We believe that the next three elements are crucial in supporting the earthquake aftermath.
1) 'Visibility' of Donations
Essential to 'Disaster Relief' is the swift and precise support for a return to normal life. Not just direct distributions of relief money, but making sure that donations are turned into necessary supplies and delivered directly to those in need.
2) 'Informatization' (Information/organization) of disaster struck areas
The needs of one district within the same town or area may be different from another. We also need to postulate the kind of support that is already in place. Connecting the relief workers to the local needs and "informizing" the reality of the disaster struck areas is important.
3) 'Continuation' of support
After the emergency life saving operations and stabilization of basic life infrastructures, there continues to be a long road for recovery. Lives must be rebuilt, work found and cities and industries recovered. By sharing information regarding the relief efforts, we will respond to the changing needs of the sites and persist in our long term efforts for recovery . This citizen's network follows the three fundamental rules mentioned above and call this type of donating, "Active Donation". We will report our progress in detail via our website and other media.
-NPO Support Center will cooperate with experienced NPOs around the
country to make sure that relief supplies reach the affected areas.
-K.K.Kyodo News will report on the quake-hit areas using their news network
-niconico douga will utilize their niconico broadcasting and niconico news internet platforms to deliver current information and footage of the earthquake struck areas as well as its relief activities. Those of us far away from this disaster are able to take baths and sip our warm drinks. We have our DVDs and games to keep us entertained. What is it that we can do to best support those affected by this disaster? We believe the answer is to donate. Mutual support has always been the foundation of life.
