Integrating Joint Fact-Finding into Policy-Making Processes We explore better interface between science/technology and collaborative stakeholder processes.

"Integrating Joint Fact-Finding into Policy-Making Processes (IJFF)" is a 3-year research project organized by the Japan Science and Technology Agency, hosted by the Graduate School of Public Policy, University of Tokyo Our project has four major components: i) processes, ii) institutionalization and meta-processes, iii) case studies, and iv) outreach. We will conduct three case studies in the field of i) distributed energy system, ii) food safety, and iii) marine spatial planning.

We had an informal discussion with Professor John Forester about the implications of joint fact-finding in planning processes. We now recognize the possibility of joint fact-finding not merely as an information gathering step but also as a way of reframing the public dialogue by providing an scientifically-informed perspective to deal with planning challenges.

We have completed a successful 2-day workshop at the University of British Columbia's Fisheries Centre. We have discussed pioneering efforts of marine spatial planning (MSP) in North America, with particular attention to their joint fact-finding characteristics, and its implication to the upcoming MSP efforts in Hinase, Japan.

On December 16, University of Tokyo's Policy Alternative Research Center will organize a conference on the Use of Joint Fact-Finding in Assessing the Safety of Nuclear Power Plants against Earthquakes. Prof. Alison McFarlane and Dr. Jonathan Raab will deliver keynote speech on their experience with the JFF approach.
