بمناسبة اليوم الدولي للتعاونيات لعام 2026... عطوفة المدير العام عبدالفتاح الشلبي يكتب:
(التعاونيات باعتبارها مظلةً جامعةً وركيزةً للنمو والاستقرار )
في ظل ما يشهدُهُ العالم من تحولاتٍ جذريةٍ على صعيد المنظوماتِ السياسيةِ والاقتصاديةِ والاجتماعيةِ والثقافيةِ والسلوكيةِ جراء العديد من المتغيرات الدولية والأحداث غير المتوقعة، والأزمات الناجمةِ عن صُنعِ الإنسانِ أو الخارجة عن إرادته، وما يرتبُط بها من تداعياتٍ سلبيةٍ تطال الجميع دون استثناء، تقودُ إلى حالةٍ من عدم الاستقرار، وفقدان الأمان الاجتماعي والاقتصادي، تبرُز التعاونيات كأداة تنموية فاعلةٍ وجاذبةٍ للأفراد بحثاً عن ذلك الفردوس المفقود باعتبارها أي التعاونيات مجتمعاً مصغراً يتمتع بالاستقلالية ويمتاز بقيم الديمقراطيةِ والتضامنِ والعدالةِ والرفاهِ.
ونحن نشاركُ دولُ العالم هذا العام 2026، احتفالها باليوم الدولي للتعاونيات في أول يوم سبتٍ من شهر تموز من كل عامٍ تحت شعار (التعاونيات من أجل عالمٍ يسُودُهُ السلام)/ (Cooperatives For A Peaceful World)، يتأكد قطعاً أهمية النظر إلى التعاونيات كعاملٍ رئيسٍ في تعزيزِ مفهومِ السلامِ في المجتمعاتِ والدولِ، إذا ما أخذنا بعينِ اليقينِ أن من أهم المبادئ التعاونيةِ الدوليةِ السبعةِ التي أقرَّها التحالف الدولي للتعاونيات (ICA)، "التعاون بين التعاونيات"، الأمر الذي يقتضي تعزيز العمل التشاركي بين التعاونيات، محلياً وإقليمياً ودولياً، بالإضافة إلى الاهتمام بالمجتمع من حيث المساهمة في عملية التنمية المستدامة للمجتمعات؛ استناداً إلى سياساتٍ تنفيذيةٍ وبرامجَ عمليةٍ تحظى بموافقةِ الأعضاء التعاونيين.
وفي الوقت الذي يُصادف فيه اليوم الدولي للتعاونيات الـ 4 من تموز الحالي، نرى في النموذج التعاوني القدرة على مدِّ جسور التواصل بين الأفراد والمجتمعات، وتعزيز عُرى التماسك الاجتماعي والتكافل بين الأعضاء، والمساهمة في بناء عالمٍ مشتركٍ مُحدد الأهداف والتطلعات محوره الإنسان؛ إيماناً بأن الهوية التعاونية تمتلكُ من المقوماتِ والثوابتِ ما يجعلُها مظلةً جامعةً لكل التعاونيين في شتى أرجاء المعمورة، وقادرةً على توحيد الشعوب وتقريب وجهات النظر فيما بينهُمُ، والأهم من ذلك إرساء دعائم الأمان الاقتصادي والاجتماعي، وتحقيق الرفاه لهم، وبما يُعزز من دور التعاونيات في المشاركةِ ببناء عالمٍ أكثرَ استقراراً وسلاماً.
ولأن التعاونيات بمفهومها الأعم ترتكز على قيمٍ أساسيةٍ، هي المشاركة الديمقراطية، والاعتماد على الذات، والتضامن، والمساواة، واجتماع الأفراد طوعاً بهدف تحقيق منافعَ اقتصادية واجتماعية وثقافية مشتركة للأعضاء وخدمة المجتمعات، لذا أعتقد جازماً بأن ذلك برُمتهِ يؤكد أهميتها التنموية ليس كمجرد أداةٍ اقتصاديةٍ بل باعتبارها من ركائز التنمية المستدامة الشاملة، والتي تُسهم بشكلٍ مباشرٍ في بناء مجتمعاتٍ تنعمُ بالعدالة وتتصف بالتماسك البُنيوي والاجتماعي، وتعزيز السلام المجتمعي.
وتحقيقاً للاستقرار المادي والمعنوي لدى الأفراد والمجتمعات، تظهر التعاونيات بإسهاماتها الاقتصادية والإنتاجية والاجتماعية والثقافية والبيئية، والعملياتية من خلال توفير فرص العمل، بصورةِ الفاعل الأكثر تأثيراً على أرض الواقع في شتى الميادين، والأقدر على مواجهةِ مشكلتي الفقر والبطالة بأقل التكاليف والأضرار، وبأعلى المخرجات والحلول الناجعةِ؛ ذلك أن التعاونيات يترتب على عضويتها تحسين الظروف الاقتصادية للأعضاء والمجتمعات الحاضنةِ لها عبر تجميع الموارد المالية لإقامة مشاريعهم الخاصة، والمُدارة ذاتياً من قبلهم ضمن آلية تسودها مبادئ الديمقراطية والشفافية والحوكمة والرقابة، كما أنها تُوفرُ متسعاً لنقل المعرفة وتبادل الخبرات ومراكمةِ الإنجازاتِ بروحِ الفريقِ الواحدِ، وكذلك لدور التعاونيات في تقليل كُلف الإنتاج ومدخلات العمل، وزيادة القدرة التنافسية في الأسواق لما يتمتع به المنتج التعاوني من مأمونيةٍ والتزاماً بالاشتراطات الصحية المعتمدةِ، وجودةِ وقبولِ من المستهلكين، والخدمات الداعمةِ للتعاونيات، والتي لا يتأتى الحصول عليها بالعمل الفردي مقارنةً بنظيره الجماعي المُتجذرِ في التعاونيات.
محلياً، مثلت التعاونيات في الأردن أنموذجاً يحتذى به في التعاطي مع تداعيات الأزمات غير المتوقعةِ، خاصة إبان أزمة جائحة فيروس كورونا (كوفيد 19)، إذ ساهمت التعاونيات الزراعية تحديداً، والتي يتجاوز عددها (350) تعاونيةٍ، في ضمان استمرارية توريد سلاسل الغذاء (الخضروات والفواكه) لكافة القاطنين على أراضي المملكة في وقتٍ شهد فيه العالم تعطُلاً قسرياً لمختلف مفاصلِ الحياة كان أقرب إلى حالة الشلل التام، فيما التعاونيات أثبتت قدرتها على الصمود أمام الأزمات والظروف غير المألوفة، والتكيف مع تلك المستجداتِ بكفاءةٍ ومسؤوليةٍ يُشارُ إليها بالبنان، فكانت خيرُ مثالٍ للتضامن والتكاتف والتماسُك المجتمعي.
هذا الدور المحوري الذي لعبتهُ التعاونيات الزراعية خلال جائحة (COVID 19) في بلدنا كان محطَّ اهتمام القيادة الهاشمية الحكيمة، وحكومتنا الرشيدة التي امتثلت للتوجيهات الملكية بدعمِ التعاونياتِ، لا سيما الزراعية لتعظيم شأنها في تعزيز منظومة الأمن الغذائي على المستوى الوطني، وبشكلٍ مستدامٍ، كما وجاء متناغماً مع مخرجات رؤية التحديث الاقتصادي التي حظيت برعايةٍ مباشرةٍ من قبل جلالة الملك عبدالله الثاني، حفظه الله، بضرورة العمل على تأسيس منظومة التعاونيات والاتحادات الزراعية، وزيادة مساهمتها في التنمية المحلية، وهو ما التقطته المؤسسة التعاونية الأردنية مُبكراً ضمن استراتيجيتها الوطنية للحركة التعاونية (2021-2025)، وتم تمديد العمل بها للعامين (2026-2027) للمضي قًدُماً في تأسيس كلٍ من صندوق ومعهد التنمية التعاوني في أعقاب صدور قانون التعاونيات رقم (13) لسنة 2025، ولاستكمال إقرار نظامي الصندوق والمعهد، وتحديث نظامي التعاونيات والاتحادات.
ونرى في هذا الصدد بأن التعاونيات بحد ذاتها تُمثل نظاماً اقتصادياُ اجتماعياً تضامنياً مِحورُهُ الإنسان يهدف إلى تحقيق النمو الاقتصادي، وضمان جودة الحياة للأفراد والمجتمعات من خلال التكافل والعمل الجماعي وتحسين أنماط الحياة، وتفعيل المشاركة المجتمعية في التنمية المستدامة الشاملة في مناطق الحضر والريف والبادية، فكانت بذلك أداةً لِلسِلمِ والأمنِ المجتمعي بالتضامنِ والتكافلِ والمشاركةِ والمساواةِ، وهي بذاتها القِيم التي يَستلهِمُهَا التعاونيون في إدارةِ التعاونياتِ.
ولا يقفُ الأمرُ عند ذلك فحسب، لدى الحديث عن قدرة التعاونيات على المساهمة في استقرار المجتمع إلى جانب المزارعين مع توسع التعاونيات الزراعية لدينا في زراعة محاصيل القمح والشعير والأعلاف الخضراء المدعومِةِ من الحكومةِ عند عمليتي البيع والشراء بأسعارِ تفضيليةٍ وتنافسيةٍ لأجل تعزيز الأمن الغذائي على هذا الصعيد الحيوي المرتبط بأحد أهم أقوات الناس، أفراداً وجماعاتٍ.
بكل تأكيدٍ يمكن القول إن أثر التعاونيات لا يقتصر على الجانبٍ الاقتصادي فقط، بل يتجاوز ذلك نحو تعزيز أواصر الروابط الاجتماعية بين الأعضاء، وترسيخ مفاهيم قيميَّةٍ تُعظم من الثقة والتعاضد بين أفراد المجتمع على اختلاف انتماءاتهم وأفكارهم ومعتقداتهم، وصولاً إلى المشاركة الجماعية في اتخاذ القرار، وديمقراطية التمثيل والإدارة، مما يمنح أعضاء التعاونيات القدرة على التعاطي بمسؤوليةٍ وشفافيةٍ مع التحدياتِ والقضايا الطارئةِ على العمل التعاوني، وبالتالي تعزيز لغة الحوار وقبول الآخر، والتوافق ضمن تشاركيةٍ جليةٍ حيال الملفات المطروحةِ للنقاش أو الخاضعةِ للتصويت، وبصوتٍ واحدٍ محورُهُ صوتُ الإنسان لا صوتَ رأسمال؛ وذلك بهدف تحقيق منفعةٍ عامةٍ محكومةٍ بمعايير العدالةِ وحرية الرأي والحاكميةٍ الرشيدةٍ دون أدنى شائبةٍ.
ولعلَّنَا نُدركُ بذلك أن التعاونيات تتجاوز في دورها التنموي مفاهيم الاستدامة والنمو الاقتصادي، والصمود للمجتمعات نحو تحقيق مبدأ الإدماج الواسع للأفراد من خلال إتاحتها المجال لكافة الفئاتِ المجتمعيةِ من الانخراط في العمل، والوصول إلى الفرص الاقتصادية والمشاركة في عملية الإنتاج، وصنع القرار المرتبط بإدارة التعاونية، وما ينبثقُ عنها من مشاريع تنمويةٍ، فضلاً عن استقطابها بالدرجة الأولى للفئات المُهمشةِ اقتصادياً، وتحديداً النساء والشباب والأشخاص ذوي الإعاقة، وتمكينهم مالياً وتدريبياً وثقافياً، وصولاً إلى تقليص الفجوات الاجتماعية والاقتصادية، وتوفير العمل اللائق، وتعزيز مبدأ تكافؤ الفرص بين جميع الأعضاء.
وهذا ما تنبهت إليه المؤسسة التعاونية الأردنية في قانون التعاونيات لسنة 2025، ونصت عليه صراحةً، لجهة إدماج تلك الفئات (الشباب/ النساء/ الأشخاص ذوي الإعاقة) في العمل التعاوني، ومن خلال قرار مجلس إدارتها بتخفيض رسوم تأسيس التعاونيات الشبابية والزراعية والنسائية لـ (45) ديناراً عوضاً عن (185) ديناراً.
جُماعُ القولِ، إن التعاونيات بما تُمثلهُ من نموذجٍ تنموي متشعبٍ، محوره ُ الإنسان في المقام الأول، يُسهِمُ في تحقيق المنفعةِ الاقتصاديةِ، وتعزيز قيم المساواةِ والعدالةِ والتضامنِ والتكافلِ والمسؤوليةِ بين مختلف الفئات الاجتماعية في الوقت ذاته، قادرةٌ بطبيعتها الفكرية والعملية والثقافية في التأثير على المستويات المحليةِ والإقليميةِ والدوليةِ من أجل بناءِ عالمٍ يسُودُهُ السلام في ظل ما نشهدُهُ اليوم من أزماتٍ واضطراباتٍ عالميةٍ تعصِفُ بمفاهيمِ السلامِ والاستقرارٍ والرفاهِ والنماءِ.

(Cooperatives as an overarching umbrella and a pillar for growth and stability)
In light of the radical transformations the world is witnessing in political, economic, social, cultural and behavioral systems as a result of many international variables and unexpected events, and crises resulting from human-made or unforeseen crises, and the associated negative repercussions that affect everyone without exception, leading to a state of instability and loss of social and economic security, cooperatives emerge as an effective and attractive development tool for individuals seeking that lost paradise, as cooperatives are a microcosm of society that enjoys independence and is characterized by the values of democracy, solidarity, justice and welfare.
As we join the world in celebrating the International Day of Cooperatives this year, 2026, on the first Saturday of July each year, under the slogan “Cooperatives for a Peaceful World,” the importance of considering cooperatives as a key factor in promoting the concept of peace in societies and countries is certainly confirmed, if we take into account that one of the most important of the seven international cooperative principles adopted by the International Cooperative Alliance (ICA) is “cooperation among cooperatives,” which requires strengthening participatory work among cooperatives, locally, regionally and internationally, in addition to paying attention to society in terms of contributing to the sustainable development process of societies, based on executive policies and practical programs that have the approval of cooperative members.
As we mark the International Day of Cooperatives this July 4th, we recognize the cooperative model’s profound ability to build bridges between individuals and communities. It strengthens the bonds of social cohesion and solidarity among members, contributing to a people-centered world with shared goals and aspirations. This stems from a firm belief that the cooperative identity possesses the core values and foundations necessary to serve as an overarching umbrella for all cooperators worldwide. It has the power to unite peoples, bridge divides, and—most importantly—lay the foundations for socio-economic security and well-being. Ultimately, this enhances the role of cooperatives in contributing to a more stable and peaceful world.
Because cooperatives, in their broadest sense, are based on fundamental values, namely democratic participation, self-reliance, solidarity, equality, and the voluntary gathering of individuals with the aim of achieving common economic, social, and cultural benefits for members and serving communities, I firmly believe that all of this confirms their developmental importance not merely as an economic tool, but as one of the pillars of comprehensive sustainable development, which contributes directly to building societies that enjoy justice and are characterized by structural and social cohesion, and promotes social peace.
In order to achieve material and moral stability for individuals and communities, cooperatives emerge with their economic, productive, social, cultural, environmental, and operational contributions through the provision of job opportunities, as the most influential actor on the ground in various fields, and the most capable of confronting the problems of poverty and unemployment with the least costs and damages, and with the highest outputs and effective solutions. This is because membership in cooperatives leads to improving the economic conditions of members and the communities that host them by pooling financial resources to establish their own projects, which are self-managed by them within a mechanism dominated by the principles of democracy, transparency, governance, and oversight. It also provides ample space for transferring knowledge, exchanging experiences, and accumulating achievements in the spirit of one team. Furthermore, cooperatives play a role in reducing production costs and labor inputs, and increasing competitiveness in the markets due to the safety of the cooperative product, its compliance with approved health requirements, quality, and consumer acceptance, and the support services for cooperatives, which cannot be obtained through individual work compared to its collective counterpart rooted in cooperatives.
Locally, cooperatives in Jordan have been a model to be emulated in dealing with the repercussions of unexpected crises, especially during the COVID-19 pandemic. Agricultural cooperatives in particular, which number more than (350) cooperatives, contributed to ensuring the continuity of food supply chains (vegetables and fruits) for all residents of the Kingdom at a time when the world witnessed a forced disruption of various aspects of life that was close to a state of complete paralysis. The cooperatives proved their ability to withstand crises and unusual circumstances, and to adapt to these developments with efficiency and responsibility that is noted with pride. They were the best example of solidarity, cooperation and social cohesion.
This pivotal role played by agricultural cooperatives during the COVID-19 pandemic in our country was the focus of attention of the wise Hashemite leadership and our wise government, which complied with the royal directives to support cooperatives, especially agricultural ones, to maximize their role in strengthening the food security system at the national level, and in a sustainable manner. It also came in harmony with the outcomes of the economic modernization vision, which was directly sponsored by His Majesty King Abdullah II, may God protect him, with the necessity of working to establish a system of agricultural cooperatives and unions, and increasing their contribution to local development. This was picked up early by the Jordanian Cooperative Corporation within its national strategy for the cooperative movement (2021-2025), and its work was extended for the two years (2026-2027) to move forward in establishing both the Cooperative Development Fund and Institute following the issuance of the Cooperatives Law No. (13) of 2025, and to complete the approval of the regulations of the Fund and the Institute, and to update the regulations of the cooperatives and unions.
In this regard, we see that cooperatives themselves represent a social, economic, solidarity-based system centered on the human being, aiming to achieve economic growth, ensure quality of life for individuals and communities through mutual support, collective work, improving lifestyles, and activating community participation in comprehensive sustainable development in urban, rural, and desert areas. Thus, they have been a tool for peace and community security through solidarity, mutual support, participation, and equality, which are the very values that cooperative members draw upon in managing cooperatives.
And it does not stop there, when talking about the ability of cooperatives to contribute to the stability of society alongside farmers, with the expansion of our agricultural cooperatives in cultivating wheat, barley and green fodder crops supported by the government in the buying and selling processes at preferential and competitive prices in order to enhance food security in this vital area related to one of the most important provisions for people, individuals and groups.
Certainly, it can be said that the impact of cooperatives is not limited to the economic aspect only, but extends beyond that towards strengthening the bonds of social ties between members, and establishing value concepts that enhance trust and solidarity among members of society, regardless of their affiliations, ideas, and beliefs, leading to collective participation in decision-making, and democratic representation and management. This gives members of cooperatives the ability to deal responsibly and transparently with the challenges and issues that arise in cooperative work, and thus promote the language of dialogue and acceptance of others, and consensus within a clear partnership regarding the files that are put forward for discussion or subject to voting, with one voice whose focus is the voice of the human being, not the voice of capital; with the aim of achieving a public benefit governed by the standards of justice, freedom of opinion, and good governance without the slightest flaw.
Perhaps we realize that cooperatives, in their developmental role, transcend the concepts of sustainability, economic growth, and resilience of societies towards achieving the principle of broad inclusion of individuals by providing the opportunity for all societal groups to engage in work, access economic opportunities, participate in the production process, and make decisions related to the management of the cooperative and the development projects that arise from it, as well as attracting, first and foremost, economically marginalized groups, specifically women, youth, and people with disabilities, and empowering them financially, through training and culturally, in order to reduce social and economic gaps, provide decent work, and promote the principle of equal opportunities among all members.
This is what the Jordan Cooperative Corporation recognized in the Cooperatives Law of 2025, and explicitly stipulated, with regard to integrating those groups (youth/women/persons with disabilities) into cooperative work, and through the decision of its Board of Directors to reduce the fees for establishing youth, agricultural and women’s cooperatives to (45) dinars instead of (185) dinars.
In short, cooperatives, as a multifaceted development model centered primarily on human beings, contribute to achieving economic benefit and promoting the values of equality, justice, solidarity, mutual support, and responsibility among different social groups. At the same time, they are capable, by their intellectual, practical, and cultural nature, of influencing local, regional, and international levels in order to build a world where peace prevails, in light of the global crises and turmoil we are witnessing today that are undermining the concepts of peace, stability, well-being, and growth.
