Over the past few years, Jamaicans have realised that the only way forward is through unity. The challenge so far has been identifying a vehicle powerful enough to transcend political divides, personal agendas, and tendencies to cling to a past that keeps progress in check. In August 1993, the Ministry of Local Government aspired to address this challenge by tabling a white paper that began the Lo

cal Government Reform Process. The major goal of this process sought to enhance civil society's participation in governance. The concept of the Parish Development Committee or "PDC" was proposed to stakeholders in the pilot parish of Manchester by the Department of Local Government in February 1999. Since then, the members of the Manchester PDC has shaped and realised this concept through the processes of trial and error. Today, the Manchester PDC reflects a community-based, apolitical organisation properly rooted in the hands of citizens. Its reach extends to nine Development Areas throughout the Parish, which engage rural communities at the local level. Each and every citizen of Manchester has the opportunity to participate in these Development Areas through their Community-Based Organisations, non-government organisations or private sector groups. The Manchester PDC is:
-apolitcal and non-partisan
-inclusive and people-oriented
-consensus-building
-armed with a long-term vision for Manchester's future, embodied in the comprehensive Local Sustainable Development Plan: 2030 and Beyond
