His Excellency Mr. Milan Jaya Nyamrajsingh Meetarbhan presented his credentials to Madam Secretary-General of the International Seabed Authority, Leticia Carvalho, as the new Permanent Representative of the Republic of hashtag .

Madam Secretary-General warmly welcoming Ambassador Meetarbhan and valuing the opportunity to deepen the partnership with Mauritius, a State that, according to her, has a “serious commitment to responsible ocean governance grounded in science, equity and the rule of law.”

Ambassador Meetarbhan praised Leticia Carvalho for her “science-based approach, transparency, and the constant work to achieve a balance between economic development, marine scientific research and environmental protection.”

Meet Md. Mizanur Rahman, a Master’s graduate in from ! He was recently selected for an at-sea training opportunity offered by Tonga Offshore Mining Ltd. (TOML), in accordance with its exploration contract for polymetallic nodules with the International Seabed Authority.

As he prepares to spend six months offshore starting in the second half of the year, Mr. Rahman shared some of his expectations with ISA. He learned about the opportunity through a colleague at the Geological Survey of Bangladesh.

According to him, the programme “aligns perfectly" with his "professional focus and offers an invaluable opportunity to strengthen my expertise in deep-sea mineral resource assessment and marine geological sampling.”

In preparation for Part II of the 31st Session of the International Seabed Authority, Madam Secretary-General Leticia Carvalho welcomed the Permanent Representatives of the ISA Member States on Friday, 12 June 2026.

At the ISA Headquarters in Kingston, she expressed to the high-level group her deep appreciation to ISA´s host country, , for its continued support to the work of the Authority and for the hospitality extended to delegations throughout the year.

According to Leticia Carvalho, the upcoming session “will involve a broad and ambitious agenda extending well beyond the negotiations on the exploitation regulations.”

The members of the Legal and Technical Commission will meet in Kingston from 29 June to 10 July, followed by the Finance Committee meetings from 7 to 10 July. The Council will gather for two weeks, from 13 to 24 July and Part II will conclude with meetings of the ISA Assembly, from 27 to 31 July 2026.

The Council will consider important institutional, financial and governance matters, the status of contracts for exploration, as well as the reports of the Finance Committee and of the Legal and Technical Commission, and possible timeline for the establishment of the Economic Planning Commission.

Additionally, the Council will be expected to consider and determine an appropriate roadmap for 2027, building on the progress achieved during the current session and identifying priorities for the work ahead.

The Secretary-General reflected that “this makes the upcoming meetings particularly significant,” representing “an opportunity not only to continue substantive negotiations, but also to shape the direction and organization of the Council’s work in the coming year.”

Madam Secretary-General of the International Seabed Authority, Leticia Carvalho, reflects on her recent mission to , marking her first visit to the Pacific since taking office:

“The Pacific Small Island Developing States ( ) are central to ISA’s work. Their ocean heritage and their voice in the negotiations that are shaping the rules that will govern the deep seabed for generations to come made this mission one of the most significant of my tenure.

One of the most important moments in this mission began with a traditional Fijian welcome ceremony, hosted by Prime Minister, the Honourable Sitiveni Ligamamada Rabuka. His warm welcome and words of encouragement underscored the continued commitment of the Government of Fiji to its longstanding relationship with the ISA.

It was then my honour to officially open the Pacific SIDS Regional Workshop on the Deep Seabed Sustainable Blue Growth Initiative and jointly launching two flagship ISA publications with the Honourable Filimoni Vosarogo, Fiji´s Minister for Lands and Mineral Resources.

The leadership of Pacific SIDS is critical to ensure that regional perspectives directly shape the future of deep seabed management.

During my time in , I held discussions with regional organizations on deep-sea governance and with government officials. The focus was on strengthening Pacific participation in the development of the Mining Code.

With representatives from the scientific and academic communities, we talked about ISA´s capacity building opportunities, including Deep Dive, the Contractors´ Training Programme and the JTRCs.

Another highlight of my mission included engaging in an open Talanoa session with civil society organizations. True to the Pacific tradition of inclusive dialogue, this conversation allowed for a frank exchange on deep-sea environmental governance.

I went to Fiji to listen and learn, and I left Suva with a clearer sense of both what the Authority can offer and what it can do better for Pacific SIDS. I invite you to read my reflections."

📢 Last days to apply! The Seabed Authority is looking for a Scientific Officer (GIS) to join the Office of Stewardship, Environment and Resources in Kingston, .

Candidates for this P-3 role must have at least 5 years’ experience in the field of computer mapping with practical experience in geospatial analysis. Knowledge of deep-sea science, geospatial technology and international ocean governance are also required.

The selected Scientific Officer will support the management of geospatial information related to the Area, including locations allocated for exploration and possible future exploitation activities.



Strong candidates must have:

✅ Advanced degree in marine science, geology, geophysics or related fields with a data science focus (PhD preferred);

✅ Strong experience in GIS, computer mapping and geospatial analysis (ArcGIS, QGIS, GMT and others);

✅ Programming skills in ArcPy, SQL, JSON and R;

✅ Experience developing spatial and temporal models applied to deep-sea geology, oceanography or ecology.

Journalists from around the world interested in covering the future of deep-sea governance are invited to apply for media accreditation for Part II of the 31st Session of the International Seabed Authority.

🗓️ The ISA Council will meet in Kingston, Jamaica, from 13 to 24 July 2026 to continue negotiations on the , the regulatory framework that will govern possible future mineral-related activities in the international seabed area.

This will be followed by the ISA Assembly from 27 to 31 July, bringing together delegations from all 171 ISA Member States and the European Union.

🎥 Journalists, photographers, videographers and media producers are invited to submit individual accreditation requests by 22 June 2026.

Madam Secretary-General of the International Seabed Authority, Leticia Carvalho, was recently invited to open the 218th Session of Brazil’s Interministerial Commission for Marine Resources (CIRM).

CIRM is an advisory body under Brazil’s Ministry of Defense. It is responsible for coordinating actions related to Brazil’s National Policy for Marine Resources, as well as the Sectoral Plan for Marine Resources (PSRM), the National Coastal Management Plan (PNGC), and the Continental Shelf Survey Plan (LEPLAC). CIRM also oversees the implementation of the Brazilian Antarctic Programme.

The Commission is coordinated by the Commander of the Brazilian Navy and includes representatives from several Brazilian ministries and government institutions.

During the online meeting, Leticia Carvalho reflected on Brazil’s historical connection to ocean governance and the principle of the Common Heritage of Humankind. She explained how can contribute to the governance of the Area and how the ISA can support Brazil’s engagement in this process.

This year’s theme states that, "We are at a point where the question is not whether change will come, but how we guide it and how fast it will happen.”

At International Seabed Authority, we agree with this principled pragmatism. There has never been a more important time to strengthen holistic from surface to seabed and to invest in science and technology that can power green growth and support sustainability.

It is unique in human history to have rules in place before an activity begins and this is why it’s time for ISA to agree its regulatory framework on deep sea mining. We believe that governance, like science, must be built, laying crucial foundations, and then iterated to help ensure positive outcomes for people and planet.
