🎥 RECAP | From Policy to Statute: A Legislative Framework for Mandatory Body-Worn Cameras (BWC) in Jamaica

Yesterday, Jamaicans for Justice (JFJ) hosted its Policy Roundtable on Body-Worn Cameras Among Law Enforcement in Jamaica, bringing together key stakeholders to discuss the implementation, oversight, and accountability framework for BWC.

To establish a stronger legislative framework for mandatory body-worn cameras in Jamaica, JFJ recommended:
- BWCs should be activated during all interactions with the public, particularly during high-risk situations such as planned police operations, use-of-force encounters, and tactical deployments
- Establish legislated minimum retention periods for recorded footage to ensure recordings are preserved for investigations and accountability purposes
- Create independent oversight mechanisms to monitor compliance with BWC policies and ensure accountability for non-compliance or misuse of footage
- Require officers to provide documented justification for any instances of non-activation of BWCs and establish disciplinary consequences for failure to comply with activation and retention policies

JFJ maintains that body-worn cameras are not anti-police. When properly regulated, they can strengthen public trust, protect human rights, and improve accountability in police-citizen interactions.

On May 27, Jamaicans for Justice (JFJ) released its report From Policy to Statute: A Legislative Framework for Mandatory Body-Worn Cameras in Jamaica, renewing our call for the establishment of a clear and enforceable legislative framework governing the use of body-worn cameras by the police.

JFJ believes that body-worn cameras can play an important role in strengthening transparency, accountability, public trust, and the protection of human rights during police-citizen interactions.

The report examines the urgent need for a comprehensive legal framework governing body-worn cameras in Jamaica, including clear rules for activation, footage retention, public access, and independent oversight to strengthen police accountability and public trust.

Yesterday, our team had the privilege of joining the Waterford Infant School as part of their Child Mental Health Awareness Day initiative aimed at creating a safe and engaging space for our youngest learners.

Through age-appropriate conversations and fun activities, we encouraged students to understand their feelings, express themselves confidently, and build positive relationships with others, while helping them understand that their choices and actions have consequences.

Every child has the right to be heard, protected, and supported, and empowering them from an early age helps lay the foundation for healthier minds and brighter futures.
