Citizens Rights to the City is an alliance of twenty-four (24) citizens associations and concerned citizens from across the Kingston Metropolitan Area and its environs, committed to ensuring the rights of citizens to both the natural and built environments. Citizens Rights to the City advocates for liveable, sustainable communities and comprehensive urban development planning that takes into accou
nt the needs of ALL citizens – their needs for housing, public services (e.g. water, sewage, public transportation), green space and a healthy environment. The alliance calls for an end to unplanned, unregulated building developments which negatively impact the delivery of services and quality of life for all residents. Citizens Rights to the Cityis calling specifically for:
· State agencies (KSAMC, NEPA, NWA) to respond in a timely and relevant manner to citizens’ written concerns, questions and proposals.
· State agencies (NEPA, KSAMC) to enforce to relevant legislation (eg. 2018 Building Act)
· Review and amend the 2017 Provisional Development Order (PDO) for the Kingston Metropolitan Area (KMA); enact the revised PDO into law.
· KSMAC to adopt a policy of no building approvals until all requirements are in place; to end the practice of granting provisional approvals subject to modification of covenants.
· State agencies to enforce stop orders and other sanctions to building projects that violate approved plans or breach regulations.
· KSAMC to provide user-friendly, public access to information on proposed developments, on recent building approvals, changes of use, stop orders, etc.
· Setting of standards and specifications for notices displayed about proposed developments – notices to be easily visible by the public.
· Consultations with neighbouring residents on proposed developments, change of use, covenant changes.
· Clarification of Zoning (residential, commercial or mixed ), of allowable housing densities, building heights/storeys, etc. This group is made up of 25 neighbourhood watch groups, and those who are actively involved in their communities.
