実はこれ、単なる値下げではありません。
これまでパスポート手数料は、「発行コストを利用者が負担する」という考え方が基本でした。そのため、歴史的にも値上げや据え置きはあっても、今回のような大幅値下げは極めて異例です。
背景にあるのは、日本政府の財源確保の考え方の変化。
