This week in Belgrade, WB6 CIF hosted working group meetings within the framework of two regional projects supporting the green transition, policy development and cooperation among the Western Balkan chambers.

Within the GIZ–WB6 CIF project on Green Transformation in the Western Balkans, the Second Meeting of the Working Group on Regional Circular Business Models focused on the presentation of the assessment methodology and implementation approach for the development of regional circular business models. The programme also included an expert session on “Circular Material Flows and Regional Circular Economy Development”, delivered by the Wuppertal Institute for Climate, Environment and Energy, with a focus on circular material flows, regional value chains and opportunities for stronger regional cooperation.

Also in Belgrade, activities continued within the WB6 Chamber Partnership Project. During the first day, the training programme on the development of policy papers, led by Dr Jakov Bojović, concluded with an in-person session. Representatives of the Thematic Groups presented the policy papers developed throughout the workshop series, followed by an expert exchange and cross-thematic review with colleagues from other chambers. The session provided an opportunity to assess the regional relevance, policy substance and advocacy potential of the documents before their finalisation.

Next day, experts from the Thematic Groups and national project coordinators reviewed progress to date, identified areas of synergy and agreed on joint priorities for the upcoming project period. The working session then turned to the next phase of project implementation, with participants exploring concrete services and tools that could strengthen the work of WB6 CIF and its member chambers and deliver practical value to the regional business community.

Particular attention was given to stronger cooperation between thematic groups, the further use of policy papers in advocacy activities, and the definition of concrete follow-up actions. Among the services discussed for further development were green financing solutions for circularity, fraud-prevention tools, and an internal economic data hub to support regional analysis and evidence-based policy work.

Perspectives from the EU–WB6 Business Platform Meeting in Budva, where business representatives and institutional stakeholders shared their views on regional economic integration and the challenges and opportunities shaping the Western Balkans’ business environment.

From the Common Regional Market to trade barriers and access to the EU Single Market, these voices highlight the importance of dialogue and practical solutions that respond to the needs of businesses across the region.

A look back at the EU–WB6 Business Platform Meeting, held in Budva, Montenegro, on 1 October 2026.

The meeting brought together representatives of the WB6 CIF Business Council, the European Commission, Chambers, CEFTA Secretariat, RCC and other stakeholders to facilitate direct dialogue between the business community and key stakeholders involved in regional economic integration and the Western Balkans’ access to the EU Single Market.

The meeting assessed the progress of the Common Regional Market and the Growth Plan for the Western Balkans, addressed trade barriers affecting companies operating in the Western Balkans and towards the EU market, and discussed EU rules that affect supply chains in key sectors of Western Balkan economies. At the same time, an analysis of opportunities for strengthening regional value chains in the Western Balkans was presented.

WB6 CIF will continue to support constructive dialogue and advocate for the interests of the business community, ensuring that regional economic integration remains connected to the real needs of companies, from removing barriers and simplifying procedures to creating new opportunities for trade, investment and stronger value-chain integration.

Policy Brief: Keeping Freight Moving

How can professional drivers from the Western Balkans maintain the cross-border mobility their work requires while navigating the 90/180-day rule and the EU Entry/Exit System (EES)?

The new Policy Brief: Keeping Freight Moving, developed by the WB6 CIF Regional Center for Economic Analysis, examines these challenges and their wider implications for EU–Western Balkans freight connectivity.

The issue goes beyond transport. EU and Western Balkan supply chains are closely interconnected, making reliable and predictable road freight essential for businesses and production networks on both sides of the EU border.

The Policy Brief outlines a targeted, coordinated and verifiable approach to professional mobility, focusing on:
🔸 Immediate measures to preserve freight continuity
🔸 A coordinated transitional visa or permit pathway
🔸 Long-term EU-level rules for extended short stays for selected third-country professionals

The objective is clear: keep freight moving while supporting trade and supply chains, without compromising effective Schengen border management.

Strengthening Regional Integration Through Business Dialogue

The dialogue with the European Commission continues, with a shared focus on assessing the progress of the Common Regional Market and identifying areas where regional integration can deliver more tangible results for businesses across the Western Balkans.

WB6 CIF representatives and companies discussed progress in the implementation of the Common Regional Market, alongside persistent challenges including long border waiting times, rising transport costs, complex customs procedures, access to EU markets, infrastructure bottlenecks and the need for stronger support for SMEs and exporters.

Businesses highlighted the importance of practical measures that can strengthen their competitiveness, including faster border procedures for trusted companies, more systematic customs processes, better access to EU funds, stronger sectoral cooperation and targeted support for supply chains.

The Growth Plan, Common Regional Market and CEFTA frameworks provide an important basis for reform, but effective implementation remains critical.

Closer and more structured dialogue between WB6 CIF, the European Commission and CIF Business council can help identify barriers earlier, focus resources where their economic impact is greatest and ensure that regional integration translates into real opportunities for businesses.

WB6 CIF at the Berlin Process Economy Ministers Meeting

David Piegazki, Secretary General of WB6 CIF, participated in the Economy Ministers Meeting held in Cetinje within the framework of the Berlin Process, bringing the perspective of the regional business community to the discussion.

In his intervention, Mr Piegazki focused on the growing challenges related to professional mobility, particularly the implementation of the EU Entry/Exit System (EES) and the application of the 90/180-day rule to professional drivers from the Western Balkans.

The discussion highlighted that the issue extends beyond the transport sector. Western Balkan companies are deeply integrated into European production and supply networks, making reliable and predictable road freight essential for EU–Western Balkans supply chains.

Mr Piegazki also referred to the WB6 CIF Policy Brief, which examines these challenges and outlines a targeted, coordinated and verifiable approach to professional mobility.
Through its participation in the Berlin Process, WB6 CIF continues to bring the voice of the regional business community into discussions on connectivity, trade and European economic integration.

The Third Annual Ministerial Meeting on the Green Agenda for the Western Balkans is bringing regional and international partners together to discuss the next steps for advancing the Green Agenda.

🤝 David Piegazki, Secretary General of WB6 CIF, is participating in the Strategic Partners’ Session: “Delivering the Green Agenda through Regional Cooperation.”

For businesses, especially SMEs, a successful green transition means more than meeting new environmental requirements. It means having the clarity, support, financing and time needed to adapt while staying competitive.

Strengthening connections between local agriculture and the hospitality sector was at the heart of the Joint Workshop and Networking Event for Local Farmers, Hotels and Restaurants, organized by the Chamber of Commerce in cooperation with the WB6 Chamber Investment Forum (WB6 CIF) and with the support of the European Commission.

The event brought together local farmers, food producers, hotels, and restaurants to explore new business opportunities, promote locally produced food, and encourage stronger local supply chains.

💬 Through product presentations, networking sessions, and B2B meetings, participants exchanged ideas, discussed market needs, and established valuable business connections that can lead to long-term partnerships between producers and the HoReCa sector.

By supporting collaboration between agriculture and hospitality, this initiative contributes to stronger local economies, more resilient supply chains, and new opportunities for businesses across the region.
