CHANCE - Civil Hub Against orgaNised Crime in Europe Promoted by the association Libera. CHANCE operates in close cooperation with national and European Institutions, the academic and judicial world.

The European network CHANCE - Civil Hub Against orgaNised Crime in Europe - is a Civil Society Organisations’ network that gathers associations, movements, informal groups and activists from all over Europe. Associazioni, nomi e numeri contro le mafie, together with other associations around Europe, was officially launched in 2019 in the European parliament. Its aim is to promote cooperation among

Civil Society Organisations in different countries confronting organised crime, mafias and corruption, and to promote equity and solidarity in European society. As criminal organisations operate in an increasingly global way, it is necessary to provide answers that do not stop at the national borders. In order to be effective this answer must go beyond the police and judicial cooperation among states: to have a positive action towards a more just society the cooperation between Civil Society Organisations is essential. -
This is our CHANCE to build new paths toward social justice in Europe.

🌍 A more resilient Europe starts with active participation.

Through YOUTH4YOU, the CHANCE Network supports young people in developing skills, tools and spaces for civic engagement, with the support of European Union co-funding. The project focuses on four key objectives:

🤝 Supporting young people’s capacities for civic action, social justice and democratic participation.
💻 Developing digital tools, educational resources and shared methodologies for long-term impact.
🗣️ Creating spaces for dialogue among young people, civil society organisations and public institutions.
🌱 Supporting youth participation for a more transparent, inclusive and resilient Europe.

We are excited to launch , our new Operational Grant project. During this year, we’ll keep working to empower young people across Europe to take action for social justice, transparency, democratic participation and the prevention of organised crime and corruption ✊🌍

Through trainings, local actions, campaigns, exchanges and cross-border cooperation, will continue creating spaces where young people can organise, learn, connect and make their voices heard 🧠🤝📢

We’ll also keep strengthening the CHANCE network itself, building new tools, resources and opportunities for youth participation across Europe 🚀

A huge thank you to all the members, partners and young people who have been part of this journey so far.

✊🏾️ Help shape the future EU Anti-Corruption Strategy

The European Commission has launched a public consultation and call for evidence to gather input for the upcoming EU Anti-Corruption Strategy.

CHANCE believes that effective anti-corruption policies must be grounded in the experience of civil society, investigative journalists, whistleblowers, and communities working on the frontlines.

The new Strategy is expected to strengthen the coordination of anti-corruption efforts across the EU and build on existing tools such as the Rule of Law Report, whistleblower protection, asset recovery, and anti-money laundering frameworks.

We are really happy to introduce a new project created within our network 🤝
Stakeholders brings together Repubblika, Libera Contro le Mafie, BASTA , Asociația pentru Cooperare și Dezvoltare Durabilă, Between - partnerships 4 development and Mafianeindanke to strengthen democratic participation across Europe 🇪🇺

The project focuses on improving how civil society contributes to the EU Rule of Law review process. While opportunities for participation exist, they often remain limited, uneven, or accessible only to highly specialised actors.

Stakeholders aims to make this process more accessible, inclusive and relevant, especially for civil society organisations, young people and underrepresented communities 🌱

Through trainings, national civic conferences and collaborative spaces, the project supports participants in engaging more effectively with EU decision-making and contributing to a stronger, more transparent Rule of Law framework 🏛️

By bringing together partners from across Europe, the project contributes to building a more participatory and resilient democracy, where citizens move from observers to active contributors.

📢 From law to practice: our open letter on whistleblower protection

CHANCE has submitted a formal contribution to the European Commission on the evaluation of the Whistleblowing Directive (EU) 2019/1937 🇪🇺

Based on the experience of civil society actors working on the frontlines against corruption and organised crime, our message is clear:

👉🏽 The Directive itself is not the main issue
👉🏻 The real challenge lies in how it is implemented in practice

Across Europe, we are seeing:
⚠️ Fragmented and restrictive national transpositions
⚠️ Weak protection against retaliation
⚠️ Reporting channels that lack independence, trust and security

Instead of rushing into legislative changes, we call for:
✔️ Stronger implementation and monitoring
✔️ Clear guidance to avoid restrictive interpretations
✔️ Real protection systems that work in practice, not only on paper

Whistleblowers play a key role in defending the public interest. They need effective protection, not just formal compliance.

The European Union Agency for Fundamental Rights has launched its annual consultation on civic space, gathering the experiences of civil society organisations working on human rights across the EU and partner countries.

At CHANCE, we believe that a strong and open civic space is essential to protect fundamental rights, support civil society, and strengthen democratic resilience.

📢 Alongside our member BASTA in Belgium

Recent violent incidents in Brussels, including explosions and shootings in residential areas, have raised serious concerns about the growing impact of organised crime on everyday life.

Our member BASTA! has once again sounded the alarm, stressing that these are not isolated events, but part of a broader and worrying trend. As they state:

“This is no longer a simple incident. When a bomb explodes, it is an extremely serious matter. What we are witnessing today is the establishment of organised crime, testing limits and advancing with alarming ease. The underestimation of this danger is inconceivable and irresponsible.”

They further warn that if institutions fail to act decisively, “it will be criminal networks that continue to dictate their law in our neighbourhoods, instead of our institutions, to the sound of bombs, gunshots and deaths.”

At CHANCE, we share these concerns. The escalation of violence linked to organised crime requires urgent, coordinated and comprehensive responses, including both enforcement and prevention measures.

We join BASTA! in calling for stronger action to protect communities and uphold the role of public institutions in ensuring safety and justice.
