CHANCE - Civil Hub Against orgaNised Crime in Europe

Promoted by the association Libera. CHANCE operates in close cooperation with national and European Institutions, the academic and judicial world.

The European network CHANCE - Civil Hub Against orgaNised Crime in Europe - is a Civil Society Organisations’ network that gathers associations, movements, informal groups and activists from all over Europe. Associazioni, nomi e numeri contro le mafie, together with other associations around Europe, was officially launched in 2019 in the European parliament. Its aim is to promote cooperation among Civil Society Organisations in different countries confronting organised crime, mafias and corruption, and to promote equity and solidarity in European society. As criminal organisations operate in an increasingly global way, it is necessary to provide answers that do not stop at the national borders. In order to be effective this answer must go beyond the police and judicial cooperation among states: to have a positive action towards a more just society the cooperation between Civil Society Organisations is essential. -
This is our CHANCE to build new paths toward social justice in Europe.

⚖️ How can civil society organisations make their voice heard in the European Rule of Law Report?

On 26 October 2026, Fiadys invites organisations to Madrid for the in-person meeting “The importance of civil society participation in the European Rule of Law Report”, held in collaboration with Universidad Rey Juan Carlos.

🤝 The meeting is part of STAKEHOLDERS (Mobilising Citizens as Stakeholders in the Protection of the Rule of Law in Europe), a European project that brings the EU rule of law cycle closer to citizens. It involves CHANCE members Repubblika , FIADYS, Libera Contro le Mafie, Mafianeindanke, Between - partnerships 4 development and Asociația pentru Cooperare și Dezvoltare Durabilă .

💡 No previous experience or specialist knowledge is needed. The session explains how the report works, what kind of contributions organisations can make, and what each one can bring from its daily work on transparency, integrity, anti-corruption, justice, freedom of information, civic participation and civic space.

🎤 With Safira Cantos Salah, Director General of Hay Derecho, and David Martínez García, Executive Director of Transparency International España , followed by practical sessions to prepare future contributions to the report.

🕊️ 2 October | International Day of Non-Violence

Say no to violence. Non-violence is civic action.

The United Nations marks this day each year on the birthday of Mahatma Gandhi, as an occasion to promote non-violence through education and public awareness. It invites us to see non-violence as an active choice: to take part, to speak up and to build communities based on dialogue, rights and mutual respect.

For the CHANCE Network, this is closely linked to our daily work. Violence and intimidation are among the tools of organised crime, while education, transparency and civic participation are among the strongest responses civil society can offer. Through YOUTH4YOU, co-funded by the European Union, we continue to work with young people, youth workers and partner organisations across Europe to promote a culture of legality, solidarity and democratic engagement 🧡

📅 Save the date | CHANCE Forum 2026

The CHANCE Forum is coming to Marseille, organised in cooperation with our member DeMains Libres Paris. This year's edition is dedicated to the theme "Youth from Working-Class Neighbourhoods and Community Associations: A Democratic Alliance Worth Recognising".

🏘️ In many working-class neighbourhoods, young people and community associations play an important role in local democratic life, yet their contribution often goes unrecognised. The Forum will bring this alliance to the centre of the discussion.

🤝 Two days of exchange and dialogue with members and partners of the CHANCE Network from across Europe.

🌊 "Empowered Youth for Safer Futures" has concluded in Ericeira.

From 21 to 23 September, practitioners, researchers, institutional representatives and international experts met to discuss youth vulnerability, criminal recruitment, drug-related harms and community-based prevention. The participation and enthusiasm shown by everyone exceeded our expectations.

📝 We leave Ericeira with a first draft discussion paper on key insights and recommendations. We will develop and translate it, then share it across the network.

📍 Next stop: the second CHANCE Forum in Marseille this November, where we will build on these conversations.

📢 The European Parliament has called for urgent action against drug trafficking networks.

🇪🇺 On 17 September, MEPs from six political groups adopted a joint resolution for a stronger, better coordinated European response to criminal networks operating in European waters and ports. It passed by 601 votes to 4, with 5 abstentions.

🚢 Traffickers use go fast vessels, semi submersibles and fishing boats to move drugs across the Atlantic and the Mediterranean. Parliament is asking for more coordination and intelligence sharing between national authorities, Europol, Frontex and MAOC-N, and for tighter controls at major EU ports.

💶 It also follows the money: stronger identification, freezing, seizure and confiscation of criminal assets, and a new EU sanctions regime with asset freezes and travel bans.

🧡 CHANCE welcomes this step and underlines that enforcement alone will not be enough. Prevention, education, protecting young people from recruitment, supporting communities affected by criminal violence and the social reuse of confiscated assets are what make a response last.

🕊️ 21 September | International Day of Peace

Peace. Paix. Paz. Мир. Amani. One word in many languages, carrying the same demand in each of them.

CHANCE believes in peace as a value in itself. Conflict does not only destroy lives and countries. It produces injustice, corruption, violence and crime. Where institutions collapse and economies break down, criminal networks move in. Trafficking routes open, illicit markets expand, weapons circulate, and the people left behind are offered little protection and few alternatives. What war creates does not end when the fighting does.

⚖️ Young people carry the heaviest part of that inheritance. They are the ones recruited, exploited and pushed towards criminal economies when nothing else is available.

📣 They are also the ones already doing something about it. Across Europe, young people are monitoring how public money is spent, reclaiming public spaces, building anti mafia culture in their schools and neighbourhoods, and refusing to accept criminal power as normal.

🌱 The UN theme for 2026, "Invest in Peace: For Everyone, Everywhere, Every Day", honours the people who build stability from the ground up. For us, investing in peace means investing in them: education, opportunity and a real say in the decisions that shape their communities.

The future is young. Peace is built everywhere, every day, by everyone.

🇦🇱 Be the CHANCE: young people driving change in Fier

On 10 and 11 September, students aged 14 to 16 from urban and rural areas of the Municipality of Fier took part in the "Be the CHANCE" training, organised by Libera Contro le Mafie and ENGIM Albania with the participation of Qendra "Epoka e Re" Fier and Qendra Sociale Murialdo Fier.

💬 Through interactive activities, group work and discussions with representatives of the Police and the media, they explored civic engagement, integrity, peer pressure, risky behaviours, corruption, organised crime, bullying and safer media use.

💡 In the final session, the students developed their own ideas for awareness-raising campaigns, which they will bring to their schools in the coming months.

Prevention starts when young people have the space to understand, discuss and act. 🧡

🗳️ 15 September | International Day of Democracy

This year the United Nations marks the day under the theme "When every voice counts, democracy delivers".

At CHANCE, we would add one thing: organised crime and corruption are, above all, a way of deciding who does not get a voice. 🤐

A journalist who stops investigating. A whistleblower left unprotected. A town where people assume the contract was settled long before the public meeting. None of this shows up as a coup. It shows up as silence, and silence is how democracies are hollowed out from the inside.

What works against it is slow and collective: 🔍 civic monitoring of public decisions, 🛡️ real protection for those who speak up, 📚 education that helps young people recognise how criminal power actually operates, and 🏘️ confiscated assets given back to communities.

That is the work of YOUTH4YOU, run by the CHANCE Network and co-funded by the European Union. 🇪🇺 And it carries on next week in Ericeira, Portugal 🇵🇹, where our partners meet from 21 to 23 September for the training "Preventing Serious and Organised Crime through Civic Engagement and Community Action". 🤝 The idea behind it is simple: prevention works when communities can act, not only when authorities intervene. 💪

Democracy is not only a set of institutions. It is the daily capacity of people to participate without fear. 🧡

🕯️ CHANCE stands with Daphne Caruana Galizia's family and with Maltese civil society.

We stand in solidarity with Daphne's family, with our member organisation Repubblika, and with everyone in Malta who continues to seek truth, accountability and reform following her assassination.

We respect the verdict delivered by the jury in the trial of Yorgen Fenech. But an acquittal in one criminal trial cannot bring Malta's reckoning with Daphne's assassination to an end.

Nearly nine years after a journalist was murdered for her work, fundamental questions remain unresolved. Malta's independent Public Inquiry concluded that the State created a culture of impunity in which the assassination became possible, and the reforms it demanded have still not been delivered.

CHANCE joins international press freedom organisations in calling on the Maltese authorities to renew their commitment to accountability, the protection of journalists, and the full implementation of the Public Inquiry's recommendations.

Daphne's family and Malta's journalists and activists should not have to carry this burden alone. Across Europe, we stand with them. 📖

📗 New publication: the RESTART Mapping Report is out.

"Reclaiming Spaces, Building Communities" looks at how confiscated, abandoned and unused properties are being turned into resources for the common good, with case studies from Belgium, Germany, Italy, Malta and Romania. 🇧🇪 🇩🇪 🇮🇹 🇲🇹 🇷🇴

A few things the research shows:

🏘️ Social reuse is at very different stages across Europe. In Italy it is a well-established tool against organised crime, while elsewhere much of the innovation happens around vacant and abandoned buildings.
🤝 Despite these differences, the goals are strikingly similar: stronger communities, more civic participation, opportunities for vulnerable groups and the regeneration of neglected spaces.
⚠️ The obstacles are also shared: bureaucratic delays, limited funding, large properties that are hard to manage and uneven community involvement.
⚖️ Directive (EU) 2024/1260 on asset recovery and confiscation now encourages Member States to develop strategies for public and social reuse, which opens real opportunities in the coming years.

The report was produced collaboratively by all RESTART partners: Libera Contro le Mafie (Italy), Eine Welt e.V. Leipzig (Germany), Repubblika (Malta), Asociația pentru Cooperare și Dezvoltare Durabilă(Romania) and BASTA! (Belgium). 🩵
