SEXUAL HARASSMENT is a private act carried out by one or more individuals aimed at an individual. It is a public problem because IT VIOLATES THE RIGHT OF PEOPLE TO SAFELY TRAVEL ON PUBLIC TRANSPORTATION

For every PERSON who gets in a taxi or in a car instead of taking a train or a bus, because he/she feels insecure, we are admitting that our public transport system DOES NOT WORK PROPERLY!

Well-promoted anti-harassment policies allow targets to complain and bystanders to provide support, with the full awareness that this behaviour is not acceptable and that measures will be taken to address it.

As the example of Project Guardian (London 2013) shows - which resulted in a significant 25% increase in police reports of sexual harassment on public transport - women are more likely to report sexual harassment if adequate policies are in place. On the contrary, when sexual harassment legislation and policies are absent, targets are less likely to come forward because they address two obstacles: the burden of proof and lack of confidentiality.
